About this file

This is Amendment 0004 to solicitation N40085-25-R-2549 for the Repair BEQ HP505 project at Camp Lejeune, NC, issued by NAVFAC Mid-Atlantic with an effective date of 12/10/24.

The amendment provides answers to contractor questions about technical specifications, including: confirmation that wood piles need to be removed to 60' below grade; clarification that balcony slabs will only be repaired, not replaced; direction to use Primavera P6 for project scheduling instead of P3; approval to submit data electronically rather than via floppy disk; confirmation that shower walls require insulation; acceptance of abuse-resistant gypsum board for laundry/dryer chase walls; and clarification that preliminary drawings marked "not for construction" are the correct versions for bidding. The amendment also notes that handrails/guardrails are not required in maintenance spaces unless directed by the government, and contractors should not scale drawings but submit RFIs for dimensional clarifications.

ANSWER: Wood piles need to be removed to 60' below grade.

QUESTION: Are any of the balcony slabs going to be replaced, or are they just being repaired?

ANSWER: No balcony slabs are planned to be replaced, only repaired.

QUESTION: I have the specs for the coiling doors but cannot find or print out the door schedule or head detail. The head detail was on page 39 of the drawings, but I cannot print or find the door schedule. Could the government provide the door schedule please.

ANSWER: See sheet A-601 (Sheet 53 of 176)

The current Government standard on ongoing projects is the utilization of the P6 scheduling software. Please confirm that it is acceptable to utilize the P6 scheduling software on the referenced project.

ANSWER: Project schedules must be prepared and maintained using Primavera P6 or current mandated scheduling program.

QUESTION: Spec Section 01 32 17 Paragraph 1.6.3 requires the Preliminary Network Analysis Schedule to be submitted with a Hard copy submission utilizing 3.5” Disk (Floppy Disk). 3.5” would be considered to be an obsolete item in current hard copy submission processes. QUESTION: On sheet A501 wall details we noticed there may be some discrepancies.

1) Detail G is for the shower walls in each sleeping unit however it also shows these walls to be insulated. Is insulation required in these locations?

2) Detail H appears to be walls for the laundry and dryer chase however the sheeting is called out to be cement board. We feel this should be the specified abuse resistant drywall.

Which one shall apply to this wall type?

3) Typically, the dryer chase walls contain some sort of FRP sheeting on the interior of these walls however none is shown. Is there any inside sheeting required?

ANSWER:

1) Walls are to be insulated.

2) Abuse resistant gypsum board is acceptable. MBFA will update plans.

3) Not required by code. Government to provide information on preference.

QUESTION: Drawings A-001 through A-106 and A-111 through A-605 are marked as “Preliminary” and not to be used for construction. Please confirm if these drawings are the intended version to be used for proposal and that no other drawings will be issued for bidding purposes and/or construction.

ANSWER: Yes, the drawings are correct. Drawings with title block updated will be provided to the successful offer.

QUESTION: Drawing S-101 and E-101 note to “not scale these drawings.” No other plan sections have this note. On previous projects there have been discrepancies between plan provided measurements in structural drawings, and measurements based on scale in architectural drawings. Will the government be providing scalable plans to help eliminate discrepancies between drawings? Previously this has caused major conflicts and delays to projects.

ANSWER: Do not scale drawings. Provide RFI for clarification where in question.

QUESTION: There do not appear to be any Handrails at the Catwalk in the Attic. Please provide materials and dimensional layout of intermediate vertical and horizontal supports.

ANSWER: Handrails/guardrails not required in maintenance spaces. Government to advise if these are to be added.
