About this file

This is Amendment 0003 to solicitation N40085-25-R-2549 for Repair BEQ HP505 at Camp Lejeune, issued by NAVFAC Mid-Atlantic on December 6, 2024.

The amendment provides answers to contractor questions regarding DDC controls and FF&E requirements. Key clarifications include: controls conduit may be exposed in barracks sleeping quarters and does not need to be blue; DDC Controls Contractor will provide BACnet Control Thermostats for PTAC units; and FF&E is not a requirement for this project - contractors can ignore all FF&E-related specifications mentioned in the RFP issued on 11/21/2024, including the previously stated $111,223.80 FF&E budget and requirements for interior designers, audio-visual scope, and furniture documentation. The amendment states that the receipt deadline for offers is not extended.

QUESTION: Scope of work: Div 23.09 (DDC) - Barracks sleeping quarters are hard lid ceiling.

1) Are contractors supposed to run controls conduit wiring to PTAC units exposed along ceiling?

ANSWER: Controls conduit may be exposed. Exposed conduit within occupied spaces does not need to be blue.

2) Can government clarify their intent?

ANSWER: Please provide additional context for the question.

QUESTION: Plans detail PTAC Unit with integral BACnet controls. Are Div. 23.09 DDC Contactors to assume BACnet Controls by others? Are we to connect communications and install unit mfg. wall sensor?

ANSWER: DDC Controls Contractor to provide BACnet Control Thermostats

QUESTION: Plans detail PTAC Unit with integral BACnet controls. If PTAC Unit MFG provides those controls, does they comply with CL specifications with PICC Statements and

BTL?

ANSWER: DDC Controls Contractor to provide BACnet Control Thermostats

QUESTION: Plans detail PTAC Unit with integral BACnet controls. Will they be pre-addressed per base standards? Pre-Programmed? Will Unit MFG be performing Cx, PVT and BOD acceptance on those controls?

ANSWER: DDC Controls Contractor to provide BACnet Control Thermostats

QUESTION: On page 830/831 of the entire spec pdf, there is a line in section 3.1.1 that says in bold “The Contractor is not required to hire an Interior Designer to develop or validate the Final FF&E Package.” The spec then goes on to be the typical FF&E standard spec, as if that sentence was not supposed to be there at all, as it continues to state in Section 3.1.1.1 that this project needs an NCIDQ/CID certified designer to finalize the FF&E package, etc. This may be a case where the FF&E spec section isn’t correct, because on page 823, Section 1.2 General Requirements lists that the expected government FF&E total is $111,223.80 for this project.

After looking at the Furniture Floor Plans in the drawing package, I can safely say that that number is not possible with the amount of new furniture listed on the schedules to outfit the BEQ spaces. Could the government verify the interior design requirements please?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: After reviewing this opportunity and section 12 (FF&E) I only see three (3) instances that audio-visual (AV) is mentioned. There is no documentation for the AV needs of this project. Would the Government be able to supply a project work statement to the needs for the BEQ?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20, FF&E Package, 1.4.9.3 Bonds Required by the Contractor.

States FF&E budget can’t include furniture sub-contractor bonds, due to the limited scope of this FF&E package could this be reconsidered to include bonds by paid out of the FFE budget and not from the offeror’s HAR?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20, FF&E Package, 1.4.9.3 1.2 GENERAL REQUIREMENTS States a budget of $111,223.80, can this budget breakdown by item along with preliminary order data sheets be provided prior to bid?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20, FF&E Package, Mentions Audio-Visual (A//V) scope to be included. Is there any A/V design required?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20 ,FF&E Package, 3.1.1.4.4 Inventory of Existing FF&E or CEQ states that some furniture will be reused. Please give an indication by percentage of how much furniture will be new vs reused so offeror can determine the amount of documentation effort required for each type of furniture (new vs used).

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20, FF&E Package, 3.1.1.4.4 3.1.2 FF&E MEETINGS, PRESENTATIONS AND SUBMITTALS FOR THE INTERIOR DESIGN SERVICES States “The Contractor's Interior Designer must attend all design meetings, site visits, walk-throughs, coordinate required mock-ups with the NAVFAC Interior Designer, obtain Activity and NAVFAC approvals and provide a complete and functional FF&E Package.” Please define how many meetings are required for interior design to be physically present to accurately determine the scope of interior designer’s travel to the project site?

ANSWER: FF&E is not a requirement of this project. Contractors can ignore any mention of FF&E for this project as stated in the RFP issued on 11/21/2024.

QUESTION: 12 00 01.00 20, FF&E Package, 3.5.2 Interior Photography Submittal Requires before and after photographs. Is it necessary for the professional photographer to photograph both the before and after photos or can they be used for the after photos only?
