Sheet1 CN> Industry Day / One-On-Ones Questions & Answers FA4890-14-R-0023 - Ops & Log FA4890-14-R-0024 - Training
| No. | CN> Industry Day / One-On-Ones Questions | Government Response |
What is the intent of a LPTA ID/IQ eval, vice at the task level? Reason is if the awards go to the lowest of the lows at the ID/IQ then there is not much lower primes can go at the task level. | The Government has selected LPTA as the ID/IQ methodology as there are no defined requirements (actual T/O work) to allow for trade-off. LPTA allows the Government to get competitive pricing for application at the T/O level. The Government expects offerors to propose fully burdened rates that are appropriate to attract, hire, train and retain qualified personnel for each specified labor category and at each level (fully qualified, experienced, expert). To ensure there are no exceptionally or unrealistically low offerors, see RFP paragraph M-3.4.2. Trade-offs will be allowed at the T/O level.
What is the size value being considered? Is it $35M using the military exception? | For NAICS 561210 (Ops & Log) ID/IQ, the size standard is $38.5M. For NAICS 541330 (Training ID/IQ), the size standard is $15M. There are no known military exceptions to either NAICS. Please advise if there is something the Government has overlooked.
Will the government require both a small business subcontracting plan and participation plan or just the subcontracting plan? | The Government will only require a SB Subcontracting Plan for Large Business offerors.
What is the SB choice of competition that was referenced in the briefing (if applicable)? | The SB Choice of Competition, as referenced at L-9.3.11 and shown at Attachment 4 to Section L of the RFP, allows SB offerors to select the competition pool in which they wish to compete at the ID/IQ and (if awarded) T/O levels. SBs may elect to compete in only the SB competition pool, only the full and open competition pool or both. Each will likely have distinct relevancy criteria at the ID/IQ level.
If a small business, either a prime contractor or a subcontractor, grows and becomes a large company, will it remain a small business for the purpose of this ID/IQ? | Per H-1(b)5), a small business that qualified as a small business in the SB competition pool will retain its eligibility to compete for T/Os in the SB Competition pool regardless of whether it looses its SB size status due to growth, graduation or recertification. However, a contractor's SB status will be lost due to any mergers with or acquisitions by a large business.
With many TORPs for commodity purchases ideally suited for small businesses, will the Government consider the use of a NAICS code for products, such as 339999? | The Government has looked at NAICS 339999 and finds that it is not appropriate for these requirements.
Discuss small business percentage | The Government is considering a 40% SB Subcontracting requirement for large business contractors. The 40% will include any socio-economic categories specified in the RFP.
Will you execute a viable on-off ramp program? | The Government does not currently intend to include on- or off-ramps as part of these requirements.
The Government indicates an LPTA type acquisition. How will the Government determine the overall cost? | The Government will determine overall cost as specified in RFP paragraph M-3.4.1.
What is the ceiling? | The ceilings are $975M for Operations and Logistics Support and $650M for Training Support Services.
Can you provide any kind of estimate on the number of large business and small business awardees expected for Ops & Log and Training opportunities? | The number of awardees will vary between the two ID/IQs and be dependent upon the Government's approach related to small businesses. AMIC anticipates solid numbers by the Draft RFP release currently scheduled for 6 Oct 14.
The draft sections H/L/M for training are not provided will they be? | H, L and M have been posted to both solicitations. However, the Government realizes some Operations and Logistics language remains in the Training H, L and M. The only differences will likely be the relevancy criteria and technical scenarios. The PWSs will differ in description of services and in established labor categories and descriptions.
What is the expected value of the training solicitation? | The ceiling is $650M for Training Support Services.
The previous Draft RFP for training services (Spring 2014) stated a ceiling $ value of $343M. The recent SSS/RFI only points to operations & Logistics with a ceiling value of $975M. What are the ceiling values for each solicitation? | The ceilings are $975M for Operations and Logistics Support and $650M for Training Support Services.
Have you determined the number of awards for each ID/IQ? How many Full and Open? Small business? | The number of awardees will vary between the two ID/IQs and be dependent upon the Government's approach related to small businesses. AMIC anticipates solid numbers by the Draft RFP release currently scheduled for 6 Oct 14.
Will Government provide physical security for contractors in high-Risk austere environments? | The current expectation is that the Contractor will provide all security for personnel performing overseas. The T/O will specify physical security requirements and any Government-provided services in t his area.
Will the Government's source selection methodology-in regard to LPTA-be open to using a best value approach? | LPTA is a best value approach.
What methodology will you use to access cost reasonableness? | See RFP paragraph M-3.4.1.
Why does it take 3 months and 21 days to issue a final RFP even with the holiday? | As discussed in the Open Forum, much of this time is dedicated to multiple levels of review.
Why delay the process for a pre-proposal conference? | The Pre-proposal conference does not delay the process or affect the expected proposal due date. AMIC has found the pre-proposal conference to be a valuable event. Attendance is optional.
Will the ongoing SMDC [acquisitions] delay the CN> award process? | No. These have no bearing on the AF timelines/activities.
What can you tell us about other sample tasks? | As discussed at Industry Day and referenced in RFP paragraphs L-7.4.1 and M-3.2.1, there will be scenarios for offerors to demonstrate capability in areas similar to those that may be awarded on underlying T/Os. Historical PWSs will be posted with the RFP. We believe these will be largely indicative of future work.
Will second tier subs be included in SB percentage calculations and requirements? | The Government is still considering how to apply SB percentages.
LPTA for extremely high risk opportunities does not make sense please explain logic. Contractor takes all the risk with no flexibility in price especially on FFP tasks. Trade-offs will be allowed at the T/O level.

Are you open to a small business prime for training? | Yes.
What is the intended task load for aviation training? | Historical PWSs will be posted with the RFP. We believe these will be largely indicative of future work.
Will aircraft requirements be based on A/C capability or type? | Historical PWSs will be posted with the RFP. We believe these will be largely indicative of future work. Most aviation work has been directly tied to a particular airframe (fixed and/or rotary wing) at the T/O level.
What aviation missions will be included on operations contract? Fixed or rotary wing? | Historical PWSs will be posted with the RFP. We believe these will be largely indicative of future work. | 43 | As with some contract vehicles from various agencies country business licenses may/may not be required. Since the CN> effort is global will there be certain license requirements for different countries, or will it vary based on locations? | Yes, there will be different requirements for each country of performance. Support provided via T/Os under each MA ID/IQ contract shall comply with appropriate authorities, foreign clearance guidance, regulations and associated processes. The Contractor shall demonstrate an ongoing awareness and knowledge of applicable guidance and regulations related to performance in various countries throughout the world.
CN> Training should be a SB set aside. | The Government is currently conducting market research to determine SB involvement in each ID/IQ acquisition.
Please discuss further the scopes and relationships between the two Army led opportunities currently in source selection, and these two AF led opportunities (O&L, Training). | The Government will select the appropriate ID/IQ vehicle at the T/O level based on the defined requirement. For more information on each ID/IQ please reference FedBizOpps.
Will ISO registration be required for all teammates (primes & subs)? | No. The Government is still considering its approach for ISO registration vs. ISO compliance and application to teaming partners / subcontractors.
The Government states in the Industry Day brief that prime contractors needed to be ISO 9001 registered companies. Will subcontractors be held to their quality standards also? Will firms compliant to ISO 9001 standards be allowed to participate? | No. The Government is still considering its approach for ISO registration vs. ISO compliance and application to teaming partners / subcontractors.

How important is the ability to respond quickly to an escalating threat situation or a new program need? | The typical timeline is described in PWS Appendix D. Please note that performance start will vary for each T/O based country-specific requirements. |
Without sample task orders what technical evaluation will be made in the tech prep? | As discussed at Industry Day and referenced in RFP paragraphs L-7.4.1 and M-3.2.1, there will be scenarios for offerors to demonstrate capability in areas similar to those that may be awarded on underlying T/Os.
Per the evaluation criteria, essentially no past performance equals acceptable rating. However, from a technical/management evaluation perspective, how do you anticipate evaluating a small business with no experience managing an ID/IQ? | Technical evaluation and Past Performance evaluation are two distinct and separate processes. An offeror's past experience has no bearing on the Technical evaluation. For the Technical evaluation, offerors must propose possesses that demonstrate the ability to meet the criteria established in the RFP.
Please detail what you intend to evaluate as lowest overall evaluated price? Is this an average, or sum of labor rates? Will there be a sample task that must be priced? | The Government will determine overall cost as specified in RFP paragraph M-3.4.1.
Labor charts- How will AMIC take into account the risk factor associated with a particular T/O? For example. The same pilot may be paid more for performing an NVG SAR operation vs. a day VFR cargo transport mission, even in the same location/threat situation. | First, AMIC intends to consider risk in development of technical criteria at the T/O level. Additionally, the ID/IQ labor categories have three levels (fully qualified, experienced and expert), and these should be taken into account when offerors propose labor rates at the ID/IQ and T/O levels.
Does the Air Force anticipate continued use of Overseas Contingency Operations (OCO) funds to fund CN programs? | The answer to this question is way above the acquisition community.
