PERFORMANCE WORK STATEMENT
Counter Narcoterrorism (CN) Consulting TORP 0258 Revision 6 6 August 2014
MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations.
The mission of the US European Command (EUCOM) CNT office and the Command’s establishment of a Joint Interagency Counter Trafficking Center (JICTC) are to provide capacity building and assistance to our US and partner nation drug law enforcement agencies, thus ensuring they have the capacity to counter illicit trafficking within the EUCOM and Unified Combatant Command (COCOM) seams.
The mission of the US Southern Command (SOUTHCOM) CNT office is to provide U.S. and Partner Nation Counter-Narcotics (CN) forces with operational and capacity building support to counter illicit trafficking within South America, Central America and the Caribbean.
This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
SCOPE.
Background.
Narco-terrorism is a global threat. The related networks traverse between and through Geographical Combatant Commands’ areas of responsibility. Studies limited to one geographical area in scope may not capture the larger scope of the threat. Full scale studies of the global network may be difficult to translate into the focused strategic plans of individual mission owners. Additionally, developments in US Government international and domestic policy and legislation, as well as developments within the international community, could impact individual CN missions.
Additionally, in January 2011, the Government Performance and Results Act (GPRA) became law requiring CN mission owners to include performance measurements in their strategic plans.
Task Order Objective.
The Task Order (T/O) objective is to provide CN mission owners at specific Combatant Commands CN consulting support in the development of their strategic plans, with performance measurement inclusion. This shall be accomplished through performance of strategic studies of global Narcoterrorism networks, monitoring global events and other developments and providing focused strategic reports (with recommended performance measurement inclusions) tailored to specific Combatant Command CN missions.
Basic Contract References.
This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of: 4.3.1.7 Technical Data Management; 4.3.2.2 Studies and Analyses (Other Than R&D); 4.3.3 Professional and Executive support; 4.3.3.1 Professional, Management, Administrative, and Program Support; 4.3.3.2 Information Operations and Public Affairs.
Task Order PERFORMANCE REQUIREMENTS.
The Contractor shall provide all labor, materials, equipment, travel, Defense Base Act (DBA) insurance and all else that is necessary and required to satisfy the requirements set forth in this performance work statement (PWS).
Experience and Capability Requirements.
In addition to the qualification requirements set forth in Attachment 2 of the basic contract, the contractor shall satisfy the following task order unique qualification requirements. The contractor shall provide personnel with experience and capability in the below listed areas. Experience of the personal provided shall consist of 12 months within the last three years and shall be directly relevant to the successful execution of this task order.
· Subject matter expertise in the combined areas of CN, interagency coordination, CN and Transnational Organized Crime (TOC)-related threat assessment, performance measurement and program review.
· Experience in support of CN program formulation and implementation.
· Experience in geopolitical threat assessment.
· Experience in CN performance measurement guidance (i.e., high level CN program management and evaluation).
· Experience in the fields of law, legislative drafting, international program oversight, and military procedures.
· Understanding of the GPRA, and its current and future impacts on the strategic plans of the CN mission owner.
Base Year Requirement: Performance Measurement Report (CDRL A00E).
The Contractor shall provide a comprehensive report that, at a minimum, includes the prevailing performance measurement imperatives as they apply to CN, including references to the below list of guidance, policy, legislative or other sources. The report shall include analysis results and\or conclusions concerning the effect, if any, of these imperatives on the mission and strategy of USEUCOM and USSOUTHCOM CN Directorates.
The report shall be delivered at the end of the period of performance, and updated draft versions shall be provided monthly throughout the period of performance.
· Any DOD and the Deputy Assistant Secretary of Defense – Counter-Narcotics and Global Threats (DASD CN>) TOC strategy, which may broaden the range of issues and programs to be measured;
· Any DASD CN> guidance demanding creation of new and specific outcome-related performance measures and attention to the issue;
· Implications of the new Government Performance and Results Act II, or GPRA II, which places significant new requirements on all DOD offices and programs, and which will trigger predictable implementing requirements;
· Current understandings of the Office of Management and Budget (OMB) “High Priority Performance Goals” (Priority Goals) and a new role for the “Performance Improvement Council” (PIC);
· The OMB concept of program evaluation in the context of a “community of practice,” and greater program alignment within strategic confines; and
· Any indications of new methods of Congressional or administrative evaluation in the new context of federal budget planning, oversight hearings, inquiries, and requests for budget justification based on program effectiveness.
Options A through F: USEUCOM CN Consulting Options A through F are a special subset of Options. These options are built to be worked sequentially, versus the remaining USEUCOM options that are built to be worked independently. If exercised, the options will be exercised sequentially. Each option under the A through F subset should only require two months of effort to complete. Should all six options be awarded, and since there are sequential dependencies built in, the entire subset could take 12 months to complete. Delivery of each option’s CDRL shall be due two months from the date of the previous option’s CDRL delivery due date.
Option A: Program Measure Description Document. (CDRL A00E) The Contractor shall conduct a Combatant-Command-wide review of performance measures currently used across all directorates and programs within the Combatant Command. This performance shall be based on documentation provided by the Command in unclassified format particularly focusing on those that may be given closest attention by DOD, DASD CN>, OMB, Office of National Drug Control Policy (ONDCP), and the US Congress. The Contractor shall create and deliver a Program Measure Description Document.
Option B: Program Measure Analysis and Review Document. (CDRL A00E) The Contractor shall create and deliver a report on the sufficiency of the level of measurement now being undertaken, pursuant to the new guidance, legislation, strategies and administration and congressional requirements. This report shall include concrete recommendations for improvement if necessary.
Option C: Detailed Recommendation Document. (CDRL A00E) The Contractor shall create and deliver a document recommending in detail the necessary improvement, refinements and potential new goals, objectives, and measures that are likely to bring operations and programs into closer alignment with prevailing legislation, guidance and requirements from 2011 GPRA II legislation, DOD, OMB, ONDCP and the US Congress.
Option D: Best Methods Reporting Document. (CDRL A00E) The Contractor shall work with the Command to advise on best methods for revising existing performance measurements. Consideration shall be given to the internal process for strategic alignment, review, analysis and outputs (including reporting outputs that could be generated on a quarterly basis for leadership) in order to meet known any anticipated expectations of progress against newly defined or refined performance measures. The Contractor shall create and deliver a document of findings and recommendations.
Option E: Survey Mechanism Recommendation Document. (CDRL A00E) The Contractor shall study and deliver a recommendation for a survey mechanism that incorporates certain factors needed to validate and confirm the value, effectiveness and budget or resource needs of any given program or program office. The survey mechanism shall bring the office or program into closer alignment with new priorities, such as those currently suggested or identified by GPRA II, DOD and DASD CN> guidance, OMB, ONDCP and Congressional oversight reports and hearings.
Option F: Survey Results Recommendation Document. (CDRL A00E) The Contractor shall study and provide a document that recommends a reporting mechanism to convert the review, recommendations and survey questions into a comprehensive, repeatable, methodical, reliable and standardized set of questions that will generate a green, yellow, red assessment for the Command and other audiences, internally, to support budget and program justification.
Option G: Strategic Plan Update for USEUCOM CN Programs (CDRL A00E).
The Contractor shall deliver two draft studies and one final study that review and update the current USEUCOM CN strategic plan. The study shall include and address concerns and evolving requirements emerging from DoD, DASD CN, and related direction or guidance, as well as strategic goals, objectives and outcomes that will support increased international participation and interagency integration.
As part of this study, the contractor shall address the range of evolving threats that exist and are anticipated in the next two years based on open sources and integration of continuing trends and developments in the CN strategic planning world.
Delivery of the two draft studies and one final study shall be within a twelve month PoP as follows:
· The first draft of this study shall be delivered within six months of the date this option is exercised.
· The second draft study shall incorporate updated threat data and trends and shall be due within eight months from the date this option is exercised.
· The final report of this study shall include any proposed revisions to the USEUCOM strategic plan, and shall incorporate any new data as available to support conclusions. The final report shall be due twelve months from the date this option is exercised.
Option H: USEUCOM CN Study on Global Integration of Narcotics Threat across Multiple AORs (CDRL A00E).
The Contractor shall conduct a study with two drafts and one final report based on open source research, analysis and writing that evaluates the growing pressures on EUCOM CN programming generated by the following two trends:
· The trend toward increased interaction among Areas of Responsibilities (AORs) (specifically those of SOUTHCOM, African Command (AFRICOM), EUCOM and Central Command (CENTCOM)); and
· The trend among global drug traffickers, global terrorists and/or transnational organized crime groups.
Delivery of the two draft studies and one final report shall be within a twelve month PoP as follows:
· The first draft shall be delivered within six months from date this option is exercised.
· The second draft shall be delivered within eight months from date this option is exercised.
· The final report shall be delivered within twelve months from date this option is exercised Option I: USEUCOM JICTC Study (CDRL A00E).
The Contractor shall perform a study and deliver two drafts and one final report on the progress and next steps for development of an effective JICTC including USEUCOM goals for wider integration of USEUCOM partners, both interagency and international, into programs and strategy.
The Contractor shall include open source research and analyses that evaluate existing road map planning within the USEUCOM CNT context, as well as an evaluation of the implementation plan and progress to date.
The Study shall include detailed recommendations for improvement or additional options for development of the concept and program to address evolving threat environment and national security priorities.
Delivery of the two draft studies and one final report shall be within a twelve month PoP as follows:
· The first draft shall be delivered within six months from date of award.
· The second draft shall be delivered within eight months from date of award.
· The final report shall be delivered within twelve months from date of award.
Options J through O: USSOUTHCOM CN Consulting.

Option R: USSOUTHCOM CN Study on Relationships between Narcotics Trafficking Groups, Foreign Terrorist Organizations, and Transnational Organized Crime Groups. (CDRL A00E).
The Contractor shall conduct a study and provide two drafts and one final report on progress and next steps for measuring in a quantifiable way, and by reference to accurate annual data, the growing relationship between and along narcotics trafficking groups, foreign terrorist organizations and transnational organized crime groups.
The Study shall include data charts, analysis, and statistical assessments of variable relationships, trends and policy recommendations. In this process, the Contractor shall include open source research, and analyses that evaluate the status of this issue and integration of these concerns into one evolving set of threats, including methods for evolving policy or program integration to address the evolving threat set.
Delivery of the two draft studies and one final report shall be within a twelve month PoP as follows:
· The first draft shall be delivered within six months from date of award.
· The second draft shall be delivered within eight months from date of award.
· The final report shall be delivered within twelve months from date of award.
Option Year 1 Requirement: Performance Measurement Report Update (CDRL A00E).
The Contractor shall update the base year deliverable, concentrating only on USEUCOM in the analysis, and describe in a comprehensive report the prevailing performance measurement imperatives, including references to:
· Any DOD and the DASD CN> TOC strategy, which may broaden the range of issues and programs to be measured;
· Any DASD CN> guidance for 2012 demanding creation of new and specific outcome-related performance measures and attention to the issue;
· Implications of the new Government Performance and Results Act II, or GPRA II, which places significant new requirements on all DOD offices and programs, and which will trigger predictable implementing requirements;
· Current understandings of the OMB “High Priority Performance Goals” (Priority Goals) and a new role for the “Performance Improvement Council” (PIC);
· The OMB concept of program evaluation in the context of a “community of practice,” and greater program alignment within strategic confines; and

· Any other updated guidance or trends applicable to this updated report.

The Contractor shall perform the following tasks and provide deliverables as described below; all deliverables shall be complete within twelve months of award of this option. Completion of at least one of the deliverables every two months is required, preferably in the order listed.

Delivery of the two draft studies and one final report shall be within a twelve month PoP as follows:
· The first draft shall be delivered within six months from date of award.
· The second draft shall be delivered within eight months from date of award.
· The final report shall be delivered within twelve months from date of award.
Option 1-H: USSOUTHCOM CN Study on Relationships between Narcotics Trafficking Groups, Foreign Terrorist Organizations, and Transnational Organized Crime Groups. (CDRL A00E).
The Contractor shall conduct a study and provide two drafts and one final report on progress and next steps for measuring in a quantifiable way, and by reference to accurate annual data, the growing relationship between and along narcotics trafficking groups, foreign terrorist organizations and transnational organized crime groups.
The Study shall include data charts, analysis, and statistical assessments of variable relationships, trends and policy recommendations.
In this process, the Contractor shall include open source research, and analyses that evaluate the status of this issue and integration of these concerns into one evolving set of threats, including methods for evolving policy or program integration to address the evolving threat set.
Delivery of the two draft studies and one final report shall be within a twelve month PoP as follows:
· The first draft shall be delivered within six months from date of award.
· The second draft shall be delivered within eight months from date of award.
· The final report shall be delivered within twelve months from date of award.
National Guard Counter Drug (CD) Special Studies Support Requirement (CDRL A00E) Strategic Support: The contractor shall provide on-going strategic advice, based on unique subject matter expertise and institutional knowledge of mission, strategy, policy and program issues, in key areas of ongoing interest and concern and in support of overall policy and strategic planning. Such advice and support will include:
· Assisting NGB CD leadership in monitoring, assessing, analyzing, overseeing and facilitating coordination among established NGB CD training centers and programs, and facilitating support by these centers and programs to Combatant Commands, interagency partners, and law enforcement agencies at the federal and state levels, in order to effectively plan and implement NGB CD responses to prevailing counter-narcotics, counter-narco-terrorism, and transnational crime challenges facing these training centers and the larger NGB CD program;
· Assisting NGB CD leadership with respect to facilitating relations with and decision making by various elements of command that effectively bridge the gap between Title 10 and Title 32 decision-making, including state and federal level threat assessments and longitudinal analysis, threat and resource alignment and annual allocations, and interstate, federal-state and federal interagency coordination between military and civilian entities, including support to the NGB CD command entities known as the GOAC, CDC decision-making, TBRM Tiger Team (i.e. to assist in creation of an appeals protocol for the annual TBRM variable/data reviews), and related groups through production and review of relevant documents, facilitation and support to conferences, calls and meetings, and such other methods as NGB CD may determine to maximize the subject matter expertise of the contractor in support of this coordination function;
· Providing program support through a periodic review of annual state plans, as well as providing guidance on state and federal performance metrics, systems and guidance; competing national strategies, authorities and threat shifts; varying interagency priorities; evolving needs in training and operational coordination; and strategic planning through unique subject matter expertise, program de-confliction and the provision of “honest-broker” outside guidance to NGB CD leadership;
· Providing archival/historical knowledge of the NGB CD program from the perspective of a unique subject matter expert, including knowledge of successive and current legal and legislative authorities, governing performance measurement guidance, multi-year mission requirements and program definitions, competing and overlapping support to multiple national strategies, the evolving threat environment for CN, CNT and LEA support missions, intimate knowledge of the program’s multi-decade legislative and budget history, the nature and history of the state-federal interfaces across a range of recurring policy and program issue areas, and the strategic, operational, legislative and oversight processes as they have historically affected NGB CD equities;
· Providing extensive knowledge of CN, CNT and TOC issues across multiple areas and regions, based on a combination of intimate knowledge of NGB CD roles and missions, a history of support to multiple combatant commands on CN, CNT, TOC issues, experience with and intimate knowledge of legislative and legal issues associated with these policy and program areas, oversight of NGB CD and other DOD CN programs, knowledge of state-by-state an d regional CN issues and interagency challenges across the United States, and a unique depth in CN, CNT and TOC issues based on leadership, legislative, administration and oversight experience in this area. Based on the foregoing knowledge base, and upon specific request, creating and reviewing critical documents and other key materials (including specific issue white papers) for the NGB CD leadership;
· Providing seasoned, unique subject matter expertise through regular and assigned reviews, analyses, requests for recommendations, facilitation of implementation sessions and conferences, support for strategic integration of policy, program, budget, oversight and compliance issues, and application of other kinds of guidance to NGB CD programs and policy to inform command decision-making;
· Conducting on-going legislative monitoring, statutory and regulatory analysis, factual information gathering, and basic process insights into the budgetary and legislative processes for strategic decision making purposes;
· Assisting with internal communications requirements at the state-federal, federal interagency (including DASD CN>, DEA, ONDCP, law enforcement, COCOM, and federal CN entities), and multi-state levels, such as reviewing, refining and writing documents that communicate parameters and reasoning, threat alignment and validation of various NGB CD programs and policies, and application of federal standards and guidance to federal and state programs).
In connection with the provision of strategic support, the contractor will develop and deliver to NGB CD the following deliverables:
· Strategic Support update reports: A monthly update/summary document to be provided to NGB CD by no later than the last day of each month during the period of performance. This report will summarize strategic support efforts for the month, and will highlight any specific issues of priority or concern.
· Legislative update reports: A bi-weekly congressional update/analysis document to be provided to NGB CD by no later than the 15th and 30th day of each month during the period of performance, to include an assessment of any emerging, recurring or significant policy, program, budget, interagency, state-federal, combatant command support, law enforcement support or other issues of immediate, direct or indirect relevance to the NGB CD programs, policies, budgets or leadership decision-making;
· Executive Working Group (EWG) study with recommendations: A study/white paper on the potential framework, format, structure, strategic mission, core objectives, membership (from within the interagency), timing (of quarterly or semi-annual meetings), and likely overall NGB CD value in creating a formal Executive Working Group (EWG) within the context of ONDCP and NGB support, for purposes of advancing and elevating more coordinated actions among relevant federal parties, following the format of the EWG established to elevate and coordinate the JIATF West mission (and similar examples) across the CN/CNT/TOC community. Three drafts of this study, including updated analysis and recommendations for establishing and/or improving coordination under an NG B CD EWG, will be completed. The first draft will be completed two months after commencement of PoP, the second within four months after PoP commencement, and the final six months after PoP commencement.
· Information Sharing white paper: A white paper focusing on new and emerging opportunities for interagency and civilian-military information sharing, including opportunities for allowing the LEA community to leverage NGB CD information sources and techniques within existing authorities and parameters (such as innovations to support HIDTAs, Fusion Centers, federal agencies directly and federal-state task forces) should be produced with recommendations for action based on the most recent open-source threat data. Two drafts of this study should be completed: the first three months after commencement of PoP, the final deliverable six months after PoP commencement.
· White Paper Study: How NGB-CD could re-brand, i.e. more accurately represent expansive NGB-CD mission, as it evolves toward a more robust domestic, counter-threat entity serving Federal, States and local jurisdictions and adjust against non resourced requirements. This document will be completed six months following PoP commencement.
· Policy Papers: Specific policy papers. (1 per 3 months for a total of 4 over 12 months); topics identified as “trend and policy updates with specific components to be assigned by NGB CD,” to include (1) methods and advantages of NGB-CD integration with elements of SOCOM; (2) assessment of how NGB CD activities touch all aspects of asymmetric warfare, and (3) rolling assessment of the implications for NGB CD policy and programs of marijuana legalization and State-Federal conflicts; (4) an assessment exploring the value of NGB CD as a vehicle for support of wider CTF activities.
· Communications assistance: Full task-set with specifically identified variables to support a messaging/communications strategy, i.e. drafting of specific white papers or power-point presentations to Congress, for those within DoD, for ONDCP and other stakeholders, as well as for NGB social media efforts, e.g. the official webpage. Issues of importance might include key areas where NGB CD is active and leading the charge or possesses unique authorities and/or responsibilities, and helping to communicate the value of NGB CD activities to key audiences and community stakeholders, as well as building connectivity to those key audiences, to reaffirm NGB CD’s role as a unique and indispensible tool of US national security policy.
3.2 TBRM Process and Issues: Assist NGB CD leadership as they interface with CDCs and TAGs in an on-going mission support and coordination role to include the CD GOAC , both directly at meetings, on conference calls, at official conferences of the foregoing groups, and through regular participation in the on-going Tiger Team process. Knowledge of the process and history of the Threat Based Resource Model and accompanying evolution, national and state pressures to continuously refine this model and challenges with annual implementation should be leveraged to provide unique subject matter support to the on-going process of implementation. TBRM progress will be tracked in the monthly Strategic Support update reports described above.
· Assistance on standardizing/re-forming the appeals process for Tiger Team; Combine prior year AAR comments and assist in implementation during annual TBRM process
· Assistance on reforming internal Tiger Team materials that get new CDC’s up to speed on the TBRM and how it works;
3.3 State Plans: In the context of current guidance and authorities, conduct a thorough review of the individual state plans to assess their compliance with existing expectations set by DOD, NGB Leadership, DASD CN>, OMB, ONDCP and Hill guidance; facilitate and support internal communications to encourage increased alignment, standardization and quality control at the State and Federal levels for annual state plans, and produce recommendations for NGB CD leadership on sequential steps toward continued improvement as assigned; produce two white papers for NGB CD leadership: one, due three months after PoP commencement, that described the process, historical context, present challenges and recommendations for full alignment of state plans; and a second, due nine months after commencement, which assesses progress toward goals identified at the beginning of the year for state plan alignment and quality sustainment in the context of present guidance from the foregoing authorities. The governing aim shall be to align and elevate overall quality and standardization of these mandatory state plan submissions for a net improvement year-over-year and compliance with existing guidance.
3.4 Curriculum Assessment: Provide an in-depth assessment of curriculum used by each of the five NGB CD schools/training centers, in two distinct processes within the year after period of performance commences. The first part of the process shall involve a top-level review of the listed and described curriculum offerings by each of the schools. This first review shall conclude in a report to be completed four months after commencement of the period of performance. This report shall review the curriculums as presently configured and assess (a) whether NGB CD schools are fully aligned with national security and core DOD missions with regard to the LEAs that are being supported (and to explain and assess how this alignment is occurring and why the NGB CD role is essential to the national security mission of these LEAs), (b) whether there is a basis for NGB CD schools filling training gaps created by other downsizing of training opportunities within the COCOMs (including potential losses of perishable skills that will affect overall readiness), (c) whether there are specific areas of specialization (such as coalition building, criminal analyst certification, host national interfaces) in which NGB CD schools are positioned to play a more central role in direct support to the COCOMs, (d) whether there are bases for improving interfaces with the key COCOMs to elevate NGB CD school integration into present requirements for training, (e) whether there are opportunities for expanded CN/CNT/TOC training by NGB CD at the schools that will support the national security strategy and other national strategies central to DOD planning, and (f) whether there are courses and offerings that should be curtailed for purposes of avoiding duplication, promoting efficiency, increasing relevance to national security or on any other bases. The second part of the process shall involve completion of an in-depth report on the schools’ curriculums with strategic recommendations. This in-depth report on the curriculums shall be completed with a draft due at six months and a final due at twelve months after commencement of the period of performance, and shall review each of the curriculum sets in greater detail to reach a final assessment for the year under study on each of the foregoing bases.
3.5 Performance Measures Assessment: Provide an assessment and report on the current process and suite of Federal performance measures of effectiveness (PMEs), and the alignment of this process with the current OMB, DOD, DASD CN>, and ONDCP guidance in this area. Consistent with this report, assess the present range and scope, impact and value of present PMEs and the PME process and offer recommendations to improve, retain, innovate or otherwise identify methods for aligning more fully the present PME process and measures with the overarching guidance and direction on PMEs under the GPRA II or GPRA MA implementing guidance and other prevailing guidance related to these programs. A draft of this report will be created and delivered six months after commencement of the PoP; the final will be delivered twelve months after commencement.
3.6 Flashpoint Reviews/Report: Four quarterly “flashpoint” reports will be created and delivered to NGB CDS leadership for review, integration with present guidance or communications with the CDC community and utilization as a basis for assessing and informing CDCs and state level programs on trends, innovations and synergies of importance within the NGB CD, LEA and CN/CNT/TOC worlds which may directly affect their programs’ implementation and NGB CD program effectiveness, including shifts or evolutions in policy, program, and threat environments, such as new problems on the US Southern and Northern Borders or within international drug trafficking, changes in the domestic movement, production or availability of selected types of drugs or ties between trafficking organization of different types directly affecting US national security and US program focus, spiking or falling crime numbers, synthetic drug use and other trends of immediate importance to program and resource uses.
Knowledge and understanding of NGB CD budget requirements and decision-making should inform these flashpoint reports. A total of three individual Flashpoint reports will be completed every four months from the commencement of the PoP.
3.7 Survey Support: As from time to time requested by NGB CD, analysis and field surveys tied to various aspects of information gathering and program support shall be provided, in concert with regular reporting and interfaces with NGB CD leadership to allow integration of survey results into future policy and program decision-making.
