PERFORMANCE WORK STATEMENT (PWS)

FY13 Colombia military CN Equipment and operational support

1.0 MISSION OBJECTIVE.

The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.

2.0 SCOPE.

2.1 Task Order Objective:

The T/O objective is to provide and deliver CN support equipment for the Colombian Military. Procurement items include, but are not limited to, Ground Operations and Maintenance equipment, Tactical Communications and Signals equipment, Small Arms Repair equipment, Scan Eagle Transportable Hub equipment, Firefighting equipment, Boat and Engine Maintenance equipment, and Workshop Tools.

2.2 Basic Contract References:

This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task areas of 4.3.2.7 Logistics Support and Equipment; 4.3.2.8 Preservation, Packing and Marking; and 4.3.3.4 Material and Equipment Purchase.

3.0 PERFORMANCE REQUIREMENTS.

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached appendices for this T/O to the delivery location(s) specified below:

ATT: Roy De Hoyos/Manuel Lopez The contractor shall provide all labor, materials, equipment, travel, DBA insurance, and all else required to satisfy the requirements set forth in this PWS.

The Embassy shall secure VAT exemptions. These costs should not be included in the proposal.

The contractor shall also be responsible for all aspects of export compliance, including compliance with International Traffic in Arms Regulation (ITAR)/Trades Agreement Act (TAA) compliance and obtaining all required export documentation, licenses and approvals required for the delivery of the equipment.

The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.

Option D and M and Chadwick Helmuth systems within the PWS will be supporting the following aircraft:

UH-60, Huey II, Bell-412, Bell 212, AS-555, BK-117 and BO-105.

3.1 BASE REQUIREMENT COLOMBIAN ARMY (COLAR) Ground Operations (Ops) Maintenance Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix A’ . Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.

3.2 OPTION A COLAR Ground Ops Maintenance Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix B’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.

3.2 OPTION B COLAR Ground Ops Maintenance Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix C’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.

3.3 OPTION C 15T/COLAR Hoist Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix D’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.

3.4 OPTION D 15T/COLAR Hoist Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix E’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.

3.6 OPTION E 15T/COLAR Hoist Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix F’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.7 OPTION F COLOMBIAN SPECIAL OPERATIONS FORCE (COLSOF)/ JOINT SPECIAL OPERATIONS (JSOP) Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix G’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.8 OPTION G US AIR FORCE MISSION (AFMIS) Scan Eagle Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix H’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.9 OPTION H AFMIS Scan Eagle Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix I’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.10 OPTION I AFMIS Scan Eagles Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix J’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.11 OPTION J AFMIS FORWARD AIR COORDINATOR (FAC) CASUALTY SEARCH AND RESCUE (CSAR)/MEDICAL EVACUATION (MEDEVAC) and Fixed-Wing Equipment, Tools and Sustainment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix K. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.12 OPTION K AFMIS COLOMBIAN AIR FORCE AT BOGOTA AIRPORT ((COMANDO AEREO DE TRANSPORTE (CATAM)) Security Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix L’. 3.13 OPTION L COLOMBIAN NAVY (COLNAV)- COLOMBIAN NAVAL AVIATION (CAVNA) Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix M’. 3.14 OPTION M COLNAV-CAVNA Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix N’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.15 OPTION N COLNAV-CAVNA Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix O’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.16 OPTION O COLNAV-COLOMBIAN COAST GUARD (COMANDO DE GUARDACOSTAS (COGAC)) Firefighter Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix P’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.17 OPTION P COLNAV-COGAC Engine Maintenance

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix Q’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.18 OPTION Q COLNAV-COLOMBIAN MARINES (COMANDO DE INFANTERIA DE MARINIA (CIMAR)) Equipment The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix R’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.19 OPTION R COLNAV-CIMAR Diving Equipment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix S’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.20 OPTION S J85 SATCOM Radio Sustainment

The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix T’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.21 OPTION T COLAF - Regional Helicopter Training Center (RHTC) Tools The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix U’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.22 OPTION U – Colombian Army Support Equipment

The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix V’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.23 OPTION V – Colombian Navy Support Equipment

The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix W’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.24 OPTION W – Colombian Air Force Support Equipment

The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix X’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent.”

3.25 OPTION X COLOMBIAN NAVY (COLNAV)- COLOMBIAN NAVAL AVIATION (CAVNA) Hoffman NVG Equipment Installation and Training The contractor shall provide OEM certified installation (3 days) and operator and maintenance training (5 days), excluding weekends for the Hoffman night vision (NV) equipment being procured under option A and D of this task order. The installation and training will take place in Tolemaida, Colombia after delivery of the equipment listed below.

· ANV-120 NVG Test Bench, four (4) each, two from option A and two from option D

· ANV 20/20 Test Bench, four (4) each, two from option A and two from option D

· Hoffman Engineering NVD Equipment (kit), one (1) each as identified in option A

The contractor shall develop a Program of Instruction (POI) Latin American Spanish language training course not to exceed 5 days in length and provide in this course to the Colombian Military in Latin American Spanish. The POI shall address the following minimum sections: course description; course administration; overall and topic-level learning objectives; instructional methods; student assessment methodology; and, student documentation. The contractor shall coordinate with the COR and PM for all proposed POIs and obtain approval from the COR or PM before beginning any student training courses.Training shall be conducted by an OEM certified team on the Hoffman equipment identified in the paragraphs above and shall consist of operational level training on the basic operations of the Hoffman systems, basic repairs, and preventative/corrective maintenance. The contractor shall develop POIs that address the following minimum topics::

· History on the systems and features

· Common features of the systems

· Unique features of the systems

· Familiarization and handling characteristics

· Operational deployment in tactical situations of the systems

· Preoperational check requirements

· Safety concerns with the use of the equipment

· Preventative maintenance requirements

· Basic maintenance for continued operation

· Component replacement

· Wiring/component repairs

· Electrical System checks

· Replacement of consumable parts

3.26 OPTION Y COLNAV- (CAVNA) Helicopter Maintenance Stands

The contractor shall provide, deliver and ensure receipt and turn-over acceptance of four (4) each Universal Maintenance Stands (UMS), Spika Welding & Manufacturing Inc. Part Number, SPUM72-4030 or equivalent. Basic characteristics/features of the stand are: stands are capable of being used on both sides of the aircraft, bumpers on deck edge to protect aircraft from direct contact, OSHA compliant fall protection, interchangeable railings with tool free installation, railings that can be removed from the front of the stand when placed directly against the aircraft, spring closed swing gate, telescopic deck legs, adjustable railings that lower for overhead obstructions, adjustable ladder that allows legs of ladder to remain on the ground regardless of the height of the platform, casters for easy movement and locking brakes for secure stand placement, stand constructed of corrosion-resistant lightweight aluminum.

4.0 DELIVERY.

Ordered equipment shall be delivered in a single shipment unless the contractor can demonstrate value to the USG for a multiple delivery approach. Due to limited man power on the USG side, a single shipment greatly minimizes cost to the USG, and as such, partial shipments of ordered items are not authorized unless preapproved or requested by the Contracting Officer (KO). Any change in the method of shipment or the delivery address shall be agreed to by the KO and the prime contractor in writing. The contractor shall provide DD Forms 250 and the list of equipment (including model and serial numbers) with by-item costs to the Points of Contact (POCs) below one (1) month prior to the delivery and transfer.

5.0 WORK HOURS AND LOCATION.

The principal place of performance for this T/O shall be CONUS. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises.

6.0 OTHER PERFORMANCE REQUIREMENTS.

6.1 Defense Base Act (DBA) Insurance.

All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.

6.2 Meetings, Briefings, and Publications.

The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Technical Monitor (TM) of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

7.0 TEMPORARY DUTY (TDY) TRAVEL.

The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the TM. The Contractor shall provide the performance of this task order Outside the Continental United States (OCONUS) and inside the Continental United States (CONUS). Specific countries may include Colombia. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the contractor. The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. Only required travel previously approved by the KO/COR/TM will be reimbursed under this T/O.

8.0 GOVERNMENT FURNISHED PROPERTY

N/A.

9.0 WARRANTIES and WARRANTY PROCESS

The contractor shall provide all OEM standard warranties (nothing above or beyond the warranties that come with the initial purchase) of all equipment required by the T/O on behalf of the U.S. Government. Contractors shall offer the USG at least the same warranty terms, including offers of extended warranties, offered to the general public in customary practice. The OEM warranty is typically some form of materials and workmanship guarantee. Some items may be able to be repaired in-country if the OEM has representation in-country, others will have to be shipped back to the OEM facility that is designated in the respective warranties. The time for repairs and the individual warranty terms are specific to each item’s OEM warranty and may vary widely. The warranty extended to the Government shall be specific and clearly indicate the terms of the warranty. The warranty start date shall be the date of USG acceptance.

The contractor shall provide a Warranty Plan as specified in the Task Order Deliverables section.

10.0 SECURITY.

All work performed under this T/O shall be unclassified.

12.0 DATA REQUIREMENTS:

The Contractor shall ensure that all employees in the SPOT database have a current DD Form 93, Record of Emergency Data Card, on file with both the Contractor and the designated Government official.

12.1 Master Schedule (CDRL A00G).

The Contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Contractor’s Master Schedule shall include, but not be limited to, the following information:

Timeline for providing proposed staffing Timeline for procurement of equipment Timeline for development of the Integration and Implementation Plan (if applicable) Timeline for Installation and Integration (if applicable) Timeline for system Test and Acceptance (if applicable) Timeline for Training (if applicable) Repair Concept and Turn Around Schedule

Milestones for T/O Deliverables

12.2 Contractor’s Progress Report (CDRL A002)

A comprehensive progress report shall be delivered monthly to the TM and Contract Officer Representative (COR). The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due no later than the seventh (7th) calendar day of each month.

12.3 Status Meetings (CDRL A003)

The contractor shall provide a status review either in person, via teleconference or via electronic mail within ten (10) calendar days of a request by the KO, COR or TM. This will include a PowerPoint presentation which will address current status of the T/O, including a technical/management review, a financial review (at a minimum the status of invoicing), anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, Technical Assistance Agreements (if required), country clearance issues for personnel traveling OCONUS, anticipated modifications, etc.

12.4 T/O Quality Control Plan (CDRL A00G).

The contractor shall provide a draft specific T/O Quality Control (QC) Plan with its response to the TORP. The final plan shall be provided within thirty (30) calendar days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:

QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.

Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

12.5 Management Plan (CDRL A00G).

The contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The final plan shall be provided within forty-five (45) calendar days of the contract award.

12.6 Program Reviews (CDRL A004).

The contractor shall support Program Reviews (commonly called Program Management Reviews [PMR] in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.

12.7 Export Control Document (CDRL A00H)

The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and should include original document(s) nomenclature (if revised). The attachments shall be originals or certified copies and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable.
