1.0 MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
2.0 SCOPE.
2.1 Task Order Objective (T/O).
The T/O objective is to provide support to USSOCOM Counter Narco-Terrorism (CNT) Branch and the Transnational Threats (TNT) Division, Counter Threat Finance (CTF) Branch with analysis, training, and program support. Specific tasks may include, but are not limited to exercise support (support for pre-deployment rehearsals), translation, communication support, and subject matter expertise. Given the nature of this requirement, the Government has identified the level of effort that it requires in paragraphs 3.7.
2.2 Basic Contract References.
This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of: 4.3.2 Training, Operations, and Logistics support; 4.3.2.2 Studies and Analyses (Other Than R&D); 4.3.2.5 Publications; 4.3.2.7 Logistics Support and Equipment; 4.3.2.9 Training; 4.3.3 Professional and Executive support; 4.3.3.1 Professional, Management, Administrative, and Program Support; 4.3.3.2 Information Operations and Public Affairs; 4.3.3.3 Information Technology (IT) and Communications Network Development and Deployment.
3.0 PERFORMANCE REQUIREMENTS.
The Contractor shall provide all labor, materials, equipment, oversight, travel and all else that is necessary to satisfy the requirements of this task order, except which are stated herein to be provided by the Government.
3.1 Threat Finance Analysis and Program Support.
The Contractor shall provide operations/research analysts and managers experienced in All-Source Analysis, Financial/Criminal Analysis, and Financial Analysis. Personnel provided to support this effort shall meet requirements for Courier Card and Special Program Access.
The Contractor shall perform continuous research, collection, predictive analysis, and multimedia production and dissemination to support CNT requirements. The team shall, at a minimum, provide support in the following areas:
· CTF analysis support to HQ USSOCOM Intelligence Campaign Plan (ICP) requirements respondent to Globar War On Terrorism (GWOT) initiatives.
· Support to Director of Operations Staff production efforts in consonance with Department of Defense Intelligence Production Program (DODIPP) requirements.
· Analyze counterterrorism, CNT, criminal/investigative, financial, information operation, and force protection requirements to understand patterns and disseminate lessons learned as approved for distribution by the government.
· Respond to specific mission ad hoc requirements.
· CTF program development.
· Production and dissemination for a variety of hardcopy and digital products.
· Identify recommended training.
· Provide operations/research analysis support in the areas of Intelligence, Operations, and Criminal/Financial Investigations.
· Using Financial Intelligence (FININT) methodology, assist in the development of a transnational target list for USSOCOM actionable by USSOCOM operations.
· Provide USSOCOM a Network Mapping capability that includes financial network infrastructure analysis information and supporting documentation on established targets.
· Support USSOCOM and DoD Opportunities Analysis that provides strategic and tactical intelligence.
· Inter-Agency Collaboration.
· Assist in coordination of TNT and CTF activities with counterparts at Combatant Commands, other DOD Components, and U.S. Government agencies in support of Command requirements.
· Assist in coordination of with counterparts from other DOD and U.S. Government agencies, Partner Nations and the Public/Private Sector are required to accomplish the CTF mission.
· Provide analytical support to the Operations Directorate (J3), CNT Branch and/or other functions activated to support exercises, contingency and crisis response situations.
· Perform tasks with the following types of USSOCOM standard computer-based applications: word processing; graphics and presentation production; database research; link/nodal analysis; quantifying performance and effectiveness assessments; audio media (CD-ROM) product mastering; web page management, including XML & HTML applications; Internet-based applications, including INTELINK, INTELINK-S, JWICS/JDISS, and World Wide Web applications; Audio/visual collaborative tools; and hardcopy print and dissemination applications.
· Use TNT Division baseline production hardware, software, and applications required to perform all-source intelligence support include the following: Microsoft Office (Word, Excel, PowerPoint, Access, FrontPage, Image Composer); Analyst Notebook; Adaptec Direct CD; Acrobat Adobe; Netscape Navigator; Internet Explorer; WinZip; HP Digital Scanner; HTML Converter; Orion Magic.
3.1.1 Analyst Requirements
The following minimum requirements are required in addition to the personnel qualification requirements set forth in the basic contract. Candidates shall demonstrate experience of 15 years in any combination of the following skill sets. Where experience is defined within these skill sets, the experience should be construed as highly desired experience within that specified skill set.
· Strategic/Global, Operational/Regional, and Tactical/Local level intelligence and operational experience.
· Experience performing Operational Research, Planning Analysis, and Intelligence Analysis.
· Experience supporting U.S. Government missions to include military, law enforcement, and regulation in national, regional, and international agencies.
· Finance-specific analytical experience dealing with identifying/detecting, targeting, and interdicting threat, terrorist, and/or illicit criminal finance activities. Experience desired includes human intelligence and signals reporting, criminal and regulatory investigations, and cases for designation. Must have experience with Banking Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR) (10-15 years preferred).
· Finance-related analytical and operational planning experience in counter drug, counterterrorism, and/or counterintelligence fields (5-10 years preferred).
· Operational and intelligence activities experience with special operations community (3-5 years preferred).
· Experience with U.S. Government finance-related instruments of power, to include a working knowledge of processes and experience with Terror Finance Coordinating Officers (TFCO), Partner Nation Financial Intelligence Units (FIU), and Financial Action Task Forces (FATF) (5-10 years preferred)
· Experience in exchanging information, coordinating actions, and collaborative planning among multiple National level Government agencies in multi-agency, Joint, Coalition, or Interagency environment (5-10 years preferred).
· Experience with functions and authorities of U.S. military and/or U.S. Government Interagency partners, including any/all other U.S. Government agencies involved with threat finance. This includes working knowledge of Executive Orders, U.S. Treasury and State Department and United Nations (UN) designation processes, DOD Operations Plans and Campaign Plans, and associated financial instruments of power and policy. (10-15 years preferred).
· Experience with public and private sectors to include industries, banking/finance, academic, scientific, and other non-Governmental sectors dealing with terrorism finance (3-5 years preferred).
· Working knowledge of oversight and similar restrictions and laws applying to DOD intelligence and operational activity.
· Working knowledge of counterterrorist analytical framework, functional defeat model, and/or system-of-systems methodologies.
3.1.2 CTF Team Requirements
Collectively, as a team, the CTF Analysts, shall perform the following tasks.
· Analyze, identify, and identify potential plans for operations and actions on or effects against financial support networks that are associated with and/or facilitating terrorist networks. Primary focus is on financial support to terrorist activities, including Terrorist nexus with Narcotic, Criminal, and other threat activities.
· Analyze, identify, and plan operations and actions on TNT-specific links and nodes of threat financial activities from a strategic/global perspective. Assist in coordination of with intelligence and operational activities with Combatant Commands, other DOD and U.S. Government agencies, Partner Nations, and/or Public/Private sector as required.
· Monitor and provide advice on finance-oriented assessments to support DOD and/or Interagency development of case files, evidentiary material, designation packages, to include actionable intelligence on finance-specific entities as identified by the TNT and CNT communities.
· Monitor and provide advice on TNT Division products in response to Headquarters, staff, service component, subordinate component, and special mission unit (SMU) requirements. Assist in coordination of and interface with USSOCOM intelligence and operations analysts and planners, counterparts at other COCOMs and DOD agencies, and other U.S. Government agencies including Interagency and Intelligence Community (IC) counterparts.
· Prepare senior-level leadership and management presentations, briefings, special assessments, daily reports (functional and regional), and executive summaries for government review.
· As necessary, assist in coordination with Partner Nation FININT and TNT/CNT counterparts to facilitate countering threat finance.
· As necessary, assist in coordination with Public and Private Sector entities to facilitate countering threat finance.
· Facilitate information sharing among COCOMs, other DOD agencies, Interagency and Partner Nations, Public/Private Sector Partners subject to government release.
· Assist in coordination of DOD TNT collection requirements and capabilities among DOD and U.S. Government agencies in coordination with interagency partners.
· Prepare Bi-Monthly Activity Reports to be submitted to TNT Division Chief identified at the kick off meeting.
· Provide assistance and contribute to development, review, update, and revision of TNT Division Operational Procedures/Directives/Guides. Author, edit, and update CNT Branch operations documents to ensure full program compliance with security, legal, intelligence oversight, and operations security (OPSEC) for collection procedures and operational activities in reference to TF. In some cases, the Contractor shall be required to develop draft specified directives, procedures and operations instructions.
· Maintain proficiency in state of the art hardware and software applications to incorporate new data mining, data manipulation, and multimedia production technologies. Synchronize DOD efforts regarding technology and development of future concepts supporting TNT efforts in coordination with interagency partners.
· Serve as the focal point for training all new Contractor personnel assigned. Provide informal training assistance to develop, review, update, and revise TNT training. Contractor shall train, as required, USSOCOM, Service Component, Combatant Commands, and Theater Special Operations Command (TSOC) personnel on TNT research, collection, and analytical methodologies, and assist in the development of TNT programs. The Contractor shall synchronize training for DOD TNT capabilities to collect, process, analyze, and tailor TNT in coordination with Interagency partners. This includes understanding preserving evidence, chain of custody, and identifying relevant finance data.
· Contractor personnel shall be required to attend and/or lead meetings, briefings, coordination sessions, conferences, and required forums regarding TNT issues, and provide inputs and support to requirements that mandate TNT Division input.
3.2 TNT CTF Strategy Support.
The Contractor shall provide part-time expert support to support USSOCOM Transnational Threats (TNT) Division, Counter Threat Finance (CTF). Experts shall be individuals who are renowned in the CTF community through publishing works, experience, and training. These individuals shall provide recommendations to CTF strategy development to be finalized by the USG, as directed by the Director of TNT/CTF.
The contractor shall prepare select topical unclassified and classified studies, briefings, analyses, and communications both in support of SOCOM CTF program objectives and in the advancement of SOCOM partner agency investigations, initiatives, and projects. The United States Government (USG)’s derivative classification authority (identified at kickoff meeting) shall distguish between classified and unclassified documents.
Additionally, the Contractor shall assist USSOCOM and DoD in facilitating knowledge transfer of CTF subject matter expertise and identify gaps in knowledge transfer in USSOCOM and DoD CTF efforts.
The contractor will also support SOCOM engagement with the policy and USG directed conferences, including attending and speaking at certain meetings and events in coordination with the SOCOM sponsor. Also, the contractor may be asked by SOCOM to work as a CTF subject matter expert at SOCOM partner agencies and entities in support of SOCOM priority projects, investigations, and initiatives.
3.3 Strategic Action Plan.
Contractor shall provide support to the SOCOM CTF strategic action plan which is broken out in to the following basic phases with tasks defined as indicated for each phase.
3.3.1 Demonstration Phase.
Contractor shall develop approaches and provide supporting documents to demonstrate to key stakeholders within DoD and the Interagency Community (IC) the value of a long-term, whole-of-Government approach to CTF and highlight the successes of DoD accelerated Financial Intelligence (FININT) analysis, particularly against ongoing CTF efforts against CNT priority targets (CDRL A00E).
Additionally, the Contractor shall assist USSOCOM and DoD in facilitating knowledge transfer of CTF subject matter expertise and identify gaps in knowledge transfer in USSOCOM and DoD CTF efforts.
Final output from this phase shall be:
· Produce a listing of key individuals from Partner Organizations that can provide insight into target selection and associated resources within the intelligence and interagency communities.
· Produce a report and briefing slides, suitable for presentation to the Commander of SOCOM that summarizes Partner Organization discussions, that establishes a baseline understanding of the current state environment and provides input into desired functions of the future state.
· Produce an action plan that outlines key vulnerabilities and opportunities for a comprehensive strategic approach towards distrupting priority targets.
3.3.2 Build Phase.
Contractor shall develop a comprehensive USSOCOM and DoD action plan that will serve as a recommended guide for CTF development efforts (CDRL A00E). The action plan shall describe the recommended end states, indicating the required policy, operational and interagency requirements needed as well as the strategies and approaches to achieve the recommendations identified for the CTF development efforts. Additionally, a separate annex to the report shall document all new and refine existing performance metrics and milestones related to the action plan to enable accurate monitoring of progress of the USSOCOM and DoD CTF efforts.
Assist USSOCOM, DoD, and interagency partners in the implementation of the CTF measures necessary to reach their collective end state.
3.4 Training Support
The Contractor shall provide training in the areas of threat finance intelligence, financial network analysis, developing, and implementing the counter threat finance strategy. The exact number of students and location will be detailed either as individual options or communicated by e-mail as technical instruction from the COR or Technical Monitor (TM). The Contractor shall be responsible for providing all training iteration materials, preparing, developing, and delivering the curriculum.
3.5 Communications Support.
The Contractor shall provide international communication devices (standard Blackberry phones (AT&T preferred due to international requirements) to the TNT CTF organization. Contractor shall provide unlimited voice and data packages for all phones as well as support replacement of broken/damaged phones. All phones must be of a type without a camera while maintaining a current capability with newest technology.
3.6 Arabic-to-English Linguist and Translator Support.
The Contractor shall provide Arabic-to-English linguist and translator support to the SOCOM CNT office. The Contractor shall be able to read Arabic documents and listen to recorded Arabic conversations and translate those documents and recordings into English.
All linguists shall meet the requirements set forth in Attachment 1 “Contract Linguist Policy”.
The translator shall create documents that are the translations of the original documents or recordings using word processing software such as Microsoft word. The Contractor shall also enter translations directly into unique data collection, data management, intelligence and analysis software and applications.
The Contractor shall provide full time support during normal business hours (0800-1700). On occasion, the Contractor may be required to provide translation services outside of normal business hours to support urgent mission requirements.
At a minimum, each translator/linguist must have:
· A necessary command of the English language with the ability to provide clear and concise oral and written communication;
· The ability to understand basic elements of speech in a standard dialect. Standard dialect refers to the listening skill that is the ability to understand the essentials of all speech in a standard dialect including technical discussion within a special field;
· Skills necessary to listen and comprehend the required foreign language(s) with native or near-native ability; and ability to follow accurately the basic elements of conversations and telephone calls;
· Skills necessary to read and comprehend the required foreign language with native or near-native ability, and to read and understand various text-types;
· Ability to comprehend slang and colloquial expressions in the required foreign language and translate them into their English equivalent;
· Effective understanding of face-to-face speech with sufficiently broad vocabulary that paraphrasing or explanations are unnecessary;
· Ability to work well under pressure to meet specific deadlines;
· Basic typing/word processing skills of at least forty (40) wpm. The Government may waive the basic typing skill proficiency level under extenuating circumstances. The COR/TM shall evaluate the circumstances on a case-by-case basis and if appropriate, shall accept typing skills of less than forty (40) words per minute;
· Ability to understand requirements necessary to perform specific tasks being processed and produced; and
· Language proficiency rating of three (3) or above in speaking, listening, reading, writing, and congruity judgment in the target language and a proficiency rating of three (3) or above in speaking, listening, reading, writing, and congruity judgment in English is required. The Contractor shall provide such language testing in accordance with DEA and DoS policy. Standards shall be provided upon request. DEA and DoS policies shall be provided upon request.
3.7 Requirements for FY 13 – FY 14 (Base year).
3.7.1 Base Requirement, Threat Finance Support TO USSOCOM.
The Contractor shall provide a team of up to five (5) employees to perform the duties and meet the requirements indicated in section 3.1 of this PWS to USSOCOM on MacDill AFB in Tampa FL.
3.7.2 Option A, Threat Finance Support TO SOCCENT.
The Contractor shall provide a team of up to two (2) employees that will perform the duties and meet the requirements indicated in section 3.1 of this PWS to SOCCENT on MacDill AFB in Tampa FL. Personnel may be required to travel to the SOCCENT AOR to provide Threat Finance support. Travel will not exceed four (4) trips per year.
3.7.3 Option B, Threat Finance Support TO SOCSOUTH.
The Contractor shall provide a team of two (2) employees that will perform the duties and meet the requirements indicated in section 3.1 of this PWS to SOCSOUTH on Homestead AFB in Miami FL. Personnel may be required to travel to the SOCSOUTH AOR to provide Threat Finance support. Travel will not exceed sixteen (16) trips per year.
3.7.4 Option C, Threat Finance Support TO NORTHCOM or TSOCs as required.
The Contractor shall provide a team of up to two (2) employees that will perform the duties and meet the requirements indicated in section 3.1 of this PWS to US Northern Command (NORTHCOM) or Theatre Special Operations Command (TSOCs) as required. Personnel may be required to travel to countries in the NORTHCOM AOR to provide Threat Finance support. Travel will not exceed four (4) trips per year.
3.7.5 Option D, Threat Finance Support TO DASD-CN.
The Contractor shall provide One (1) employee that will perform the duties and meet the requirements indicated in section 3.1 of this PWS to the Deputy Assistant Secretary of Defense for Counter Narcotics in Tampa, FL.
3.7.6 Option E, Strategy Support.
The Contractor shall provide up to 2.5 full time equivalent (Estimated 5200 DPPH) of expert strategy support as per section 3.2 of this PWS in Washington, D.C.
3.7.7 Option F, Communication Support.
The Contractor shall provide support for fifteen (15) phones to USSOCOM as per section 3.5 of this PWS.
3.7.8 Option G, Arabic-to-English Translator.
The Contractor shall provide up to two (2) full time Arabic-to-English translator as per section 3.6 of this PWS to USSOCOM on MacDill AFB in Tampa FL.
3.7.9 Option H, Training Session – Suffolk, VA and Fort Riley, KS.
The Contractor shall provide training as per section 3.4 of this PWS in Suffolk, VA and Fort Riley, KS to train up to 20 students per session. No more than 80 hours of total trainer time will be required to meet the training requirement of this option. A finalized training roster shall be delivered to the contractor two weeks before the first day of instruction by the COR, TM or SOCOM POC (identified at kickoff meeting). Training shall occur in USG provided facilities. The contractor is required to provide training material and proxima.
3.7.10 Option I, Training Session – Various CONUS Locations.
The Contractor shall provide training as per section 3.4 of this PWS in various CONUS locations to train up to 20 students per session. No more than 80 hours of total trainer time will be required to meet the training requirement of this option. Travel shall not exceed $3,900.00.
3.7.11 Option J, Training Session – Basic, Intermediate, Advanced, and Staff Level SOF Training.
The Contractor shall provide SOF training, as per section 3.4 of this PWS at locations throughout the Continental US (CONUS) to an average of 10 students for each training iteration. The course material will cover topics as appropriate to active duty members preparing to go to deployed locations to support military staffs and headquarters in theaters of operation. These courses may require VTC capabilities to support training to OCONUS deployed students. No more than 1000 hours of total trainer time will be required to meet the training requirement of this option. Travel will not exceed $53,000.00.
3.7.12 Option K, Training Session - Joint Special Operations University (JSOU).
The Contractor shall provide training, per section 3.4 of this PWS, for the JSOU in Tampa, FL. The course material will cover topics as appropriate to train 20-30 trainers who will, in turn train basic level CTF skills to students. No more than 166 hours of total trainer time will be required to meet the training requirement of this option. Travel will not exceed $3,900.00.
3.7.13 Option L, Training Session - North Atlantic Treaty Organization (NATO).
The Contractor shall provide training, as per section 3.4 of this PWS, for NATO members to an average of 20 students for each training iteration. Training iterations may be held in Stuttgart Germany or various locations in the EUCOM/SOCEUR AOR. The course material will cover topics as appropriate to provide basic level CTF understanding to students. No more than 150 hours of total trainer time will be required to meet the training requirement of this option. Travel will not exceed $34,500.00.
3.7.14 Option M, Training Session - SOF Unit Training.
The Contractor shall provide training, per section 3.4 of this PWS, for SOF units to an average of 20 students for each training iteration. Training iterations will be held in Suffolk, VA; Ft. Carson, CO; Ft. Lewis, WA; Little Creek, VA; Coronado, CA, Ft Bragg, NC and/or other SOF training locations within CONUS. The course material will cover topics as appropriate to provide basic level CTF training to Special Forces units engaged in CTF activities. No more than 530 hours of total trainer time will be required to meet the training requirement of this option. Travel will not exceed $34,500.00.
3.7.15 Option N, Additional Analyst Support TO DASD-CN.
The Contractor shall provide a team of up to eight (8) employees that support the Narcotics and Transnational Crime Support Center (NTC) to increase theater level analytical support for the Afghan threat finance cell (AFTC) in Afghanistan. The team will support the Deputy Assistant Secretary of Defense for Counter Narcotics in Washington D.C. The team as a whole shall provide at least 21,000 DPPH and contain one (1) senior analysts and up to seven (7) midlevel analysts with a minimum of two (2) having a forensic accounting background or a minimum of two (2) with a financial investigation background. Also the team shall include two (2) Dari/Pashto Translators per PWS section 3.6 (alternately, one Dari and one Pashto translator are acceptable) for AFTC support. Given that the support is to the AFTC, the contractor shall plan for at least 2 trips to Afghanistan for the whole team.
The analysts shall perform the following tasks as part of performing theater level support to the AFTC:
· Analyze counternarcotics, counterterrorism, criminal/investigative, and financial information,
· Review operational and force protection requirements to understand patterns and disseminate findings.
· Production and dissemination of a variety of hardcopy and digital products.
· Identify AFTC training opportunities.
· Provide analytical support for AFTC exercises, contingency and crisis response situations.
3.7.16 Option O, IT Support.
The Contractor shall provide one (1) Technical Analyst responsible for a medium to large complex Oracle-based project that will analyze and share Counter Threat Finance data. This position will be located in Tampa, FL. The Technical Analyst shall:
· Demonstrate the ability to use technical and analytical skills to develop and maintain a database that supports task initiation, planning, execution, and closing, including guiding the system through the proposal, accreditation, and coordination process, onward to the initial installation and configuration.
· Demonstrate forward thinking IT expertise in order to reduce issues and risks associated with users’ needs while refining project techniques.
· Technician must keep abreast of new IT products from SOCOM, the commercial technology industry, and business resulting in the deployment of the latest commercial solutions to support the CTF IT infrastructure.
· Perform website administrator and all database administrator functions in support of assigned CTF projects.
· Gather and organize system requirements from the user community, coordinate developmental tools with the R&D engineers, and provide immediate decision support to CNT leadership.
· Control and maintain local hardware and be responsible for installation, configuration, and maintenance of the server, workstations, and network.
· Provide onsite and on call support when the system is transitioned to an operational system.
· Experience participating on or managing teams to integrate Information Technology with operational users in the Law Enforcement, U.S. Intelligence, or USSOCOM communities for operational support missions.
· Experience with large data systems and the integration of commercial software.
· Ability to interpret operational requirements and translate them into technical products.
· Ability to work within teams of technical professionals (software/database developers, network engineers) and analytic professionals (agents, SMEs, analysts) to achieve desired outcomes.
· Proven ability to communicate orally and in writing with experience briefing high-level decision makers.
· Background with Oracle database systems.
The contractor shall provide the equipment at the contractor facility and is responsible for providing work space housing the equipment to support a commercial Internet connection designed to rapidly move various forms of documents and electronic media (photographs, multi media formatted documents, text files, pdf’s, etc).
The equipment shall be part of an unclassified but secure (VPN and Firewall) data repository wherein users perform advanced data queries from worldwide locations using a high speed Internet connection known as the DoD R&D program known as Project 451. The contractor provided equipment and work space shall serve as the SOCOM data hub and network for 451 by establishing a high speed connection and a data transfer server location for the worldwide users. Remotely located users shall have the ability to connect to the contractor provided equipment to either pull data from the server or transfer large amounts of data for analysis. The contractor offsite network shall be robust, isolated, and stand alone from the contractor corporate system to ensure that the data transfers do not impede the contractor commercial activities and responsibilities.
Personnel may be required to travel to provide Threat Finance support. Travel will not exceed $25,000.00.
3.7.17 Option P, Strategy Support
The Contractor shall provide up to 2.0 full time equivalent (Estimated 4160 DPPH) of expert strategy support as per section 3.3.1 of this PWS in Washington, D.C. (CDRL A00E)
3.7.18 Option Q, Strategy Support.
The Contractor shall provide up to 4.0 full time equivalent (Estimated 8,320 DPPH) of expert strategy support as per section 3.3.2 of this PWS in Washington, D.C. (CDRL A00E)
4.0 WORK HOURS AND LOCATION.
4.1 Support Requirement
The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
4.2 Duty Station.
The principal place of performance for this effort shall be in USSOCOM, MacDill AFB, FL unless otherwise stated in the option.
4.3 Temporary Duty (TDY) Travel.
The Contractor shall perform TDY non-local travel, as required in the performance of this effort. Specific locations for travel will vary greatly depending on actual operational requirements. The contractor should plan for no more than 6 one week trips to CONUS locations per FTE and a single one week long OCONUS trip per 4 FTE for each year unless otherwise identified in the PWS. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the TM will be reimbursed under this effort.
5.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).
The Government shall provide the following list of material and services in support of this effort:
· The Government shall provide all equipment, materials, and access to all necessary ADP/IDHS networks and systems required to support the activities listed within the Task Order. The Government shall provide Contractor employees with training on new or unique data collection, data management, and analysis and product dissemination applications.
· Training facilities will be provided by the Government. All training aids, equipment, and other items are to be provided by the Contractor.

6.1 Contractor’s Progress Report. (CDRL A002)
The Contractor shall provide a monthly report summarizing all tasks preformed, meetings, reports, presentations, deliverables personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due ten (10) calendar days from the end of the previous month.
6.2 Funds and Man-hour Expenditure Report. (CDRL A00F)
The Contractor shall provide a report detailing all current financial status with no Other Direct Cost (ODC) Category. If a miscellaneous category is used, expenditures shall be broken out in notes. All expenditures greater than $2,500 will be separately identified in the report. As each month progresses, the Monthly Financial Report shall be updated with the actual expenditures of the reporting month and clearly show the previous months and cumulative totals. The report shall show estimates at completion and any related metrics associated with the task order. Reports shall include, but are not limited to, aircraft expenses, fuel, per diem, travel, force protection, and labor. Other items submitted in the Monthly Financial Report and deemed necessary by the Government shall only be added with approval of the Contracting Officer. These reports shall be delivered in accordance with CDRL A00F Expenditure Report of the Basic Contract. These reports are due ten (10) calendar days from the end of the previous month.
6.3 Task Order Management Plan. (CDRL A00G)
The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
6.4 Operations Security (OPSEC) Plan. (CDRL A001)
The Contractor shall develop and implement an OPSEC Plan for control of critical program information, classified material, and sensitive data. The plan, as updated, shall continue to conform to the requirements of the DD Form 1423, DD Form 254 (DoD Contract Security Classification Specification), and further instructions contained in the current AR 530-1 (Operations Security).
6.5 Status Meetings. ( CDRL A003)
The Contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

The Contractor shall provide technical reports as required by the USG. These reports shall be consistant with the requirements outlined in section 3.3.1.
