1.0 MISSION OBJECTIVE.

The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.

2.0 SCOPE.

This Task Order (T/O) PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area of: 4.3.2.1 Operation, Maintenance and Repair.

2.1 Task Order Objectives.

The Task Order (T/O) objective is to provide and install (as per Appendix A) a new or factory authorized rebuild transformer to connect the Afghanistan Interdiction Unit (AIU) facility and to connect the AIU to the local grid; two (2) temporary power generator; and one (1) fuel storage tank for the AIU Facility until local power grid upgrades are complete.

3.0 PERFORMANCE REQUIREMENTS.

The Contractor shall provide and install a new or factory authorized rebuild transformer to connect the Afghanistan AIU Housing facility to the USG identified point of connection (PoC). The Contractor shall also provide and install one (1) fuel storage tank and two (2) temporary power generators to the Afghanistan AIU Housing Facility until local power upgrades are complete. A statement of the AIU Housing Facility minimum power requirements has been provided in Appendix A. An aerial view of the AIU Housing Facility has been provided in Appendix B.

The Contractor shall provide the following services in support of this task order:

· Design services and layout of new generator set, transformer, and tank pad areas, survey site (Contractor shall be directed the most advantageous location by the USG for transformer and the point of connection (POC) to electrical grid based on site layout and discussion with power plant engineering personnel.);

· Clear Area of Concern (AOC);

· Excavation for sunshade footings, foundations, generator set and transformer concrete pads and concrete containment area for steel storage tank, stock pile soils;

· Excavate trench line from transformer generator site to POC to base electrical grid, between transformer and generators, and from building to generator set equipment;

· Install sub-base as required, compact soils;

· Install forms, steel rebar, concrete for all concrete structures;

· Install underground service conduit;

· Install grounding and bonding system;

· Install equipment (transformer, generators and fuel tank), including crane service;

· Install electrical panels;

· Install ancillary piping, electrical wiring;

· Provide all necessary connections between electrical grid POC, transformer, generator ATS and building;

· Install sun shade structure over generators;

· Install fence enclosure around generators;

· Complete site restorations; and

· Testing, calibration and commissioning / start-up.

3.1 Base Requirement.

The contractor shall perform all construction, and provide and install all equipment as described below to provide temporary generator power to the AIU Housing Facility. The exact location of the concrete slabs and all equipment procured as part of this task order shall be coordinated with the local US military facilities planning entities.

3.1.1 Concrete Slab Construction.

The contractor shall construct two concrete slabs in accordance with International Building Code (IBC) requirements.

One slab shall be large enough to support two (2) generators, a fuel tank and containment system, Automatic Transfer Switch (ATS), transformer, and all connection panels and cabling necessary to connect the Afghan Interdiction Unit (AIU) Housing Facility to the transformer and generators. The concrete slab shall have a corrugated sun shade style steel roof, and the Contractor shall ensure proper grounding of all equipment.

The second slab shall be large enough to support the required transformer and its associated enclosure.

The concrete used for both slabs shall be 3,500 PSI, with break tests performed and documented at 7 and 30 days.

3.1.2 Generator.

The Contractor shall provide two (2) 350 Kva generators, new or factory authorized rebuild, each one capable of independently supporting the AIU building power requirement. The generators shall be a reliable brand with easily obtainable parts for maintenance. Generators shall have an expanded cooling capacity and utilize diesel fuel.

3.1.3 Fuel Tank Procurement and Concrete Containment Wall.

The contractor shall provide one (1) fuel tank to support the generators, capable of holding approximately 14,000 liters (3,750 gallons) of fuel. The fuel tank shall be made of an approved material and tested for leaks. The contractor shall also provide an access ladder for fueling the tank, and a grounding system in accordance with IBC requirements. The contractor shall construct a concrete containment wall to surround the fuel tank in accordance with IBC requirements.

3.1.4 Transformer.

The Contractor shall provide one (1) transformer, new or factory authorized rebuild, according to the following specifications: 400 Kva, 15KV-400/220V, 3 Phase, 4 Wire plus Grounding. The transformer primary shall have transient surge suppression, as well as fuse protection. The transformer shall be enclosed in a weather-proof, lockable enclosure constructed in accordance with the IBC and provided by or approved for use by the manufacturer of transformer. The transformer secondary side shall have space for a minimum 10 building circuits in a manufacturer-approved panel located within enclosure. The transformer shall be certified non-PCB containing.

3.1.5 Electrical Materials.

The contractor shall provide and install an Automatic Transfer Switch (ATS), a connection panel, cabling of appropriate size from POC to base electrical grid to ATS transformer, from transformer to generator set, and from generator set to the AIU building connection point, all in accordance with IBC requirements. The AIU building connection point is 350Kva. The contractor shall ensure proper grounding for all equipment.

3. Option A - Operational Support.

The contractor shall provide a qualified technician to perform service, manufacturer required maintenance and repairs for all equipment installed at the Afghanistan AIU Facility under this task order for a period of six (6) months. The technician shall be available on a 24/7 on-call basis.

3. Option B - Operational Support.

The contractor shall provide a qualified technician to perform service, maintenance and repairs for all equipment installed at the Afghanistan AIU Facility under this task order for a period of six (6) months. The technician shall be available on a 24/7 on-call basis.

4.0 WORK HOURS AND LOCATION.

The principal place of performance for this T/O shall be Kabul, Afghanistan. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises. Note that for T/O performance an average work week in the region requires up to 60 hours per week, which the Contractor shall be responsible for planning, resourcing, and executing as directed by the Government.

5.0 OTHER PERFORMANCE REQUIREMENTS.

The contractor proposal shall include a 35% design (CDRL A00G and schedule of construction in P3, P6, or MS project. Consideration of Muslim holidays must be included, such as Ramadan (20% activity progress rate per day) and Eid Al Feter (7 days off). Fridays are to be marked as non-working days for scheduling purposes.

5.1 Meetings, Briefings, and Publications.

The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer, or written designee, to discuss and informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Technical Monitor (TM) of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible Contracting Officer or written designee.

6.0 TEMPORARY DUTY TRAVEL.

The contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the TM. The Contractor shall provide the performance of this T/O Outside the Continental United States (OCONUS); specific countries include Afghanistan. All travel required and approved under this T/O will be paid IAW the basic contract by reimbursement to the contractor. Only required travel previously approved by the TM will be reimbursed under this T/O.

7.0 GOVERNMENT FURNISHED materials or equipment.

The fuel for the generators will be provided by the Government.

8.0 SECURITY.

All work performed under this T/O shall be unclassified.

9.0 TASK ORDER DELIVERABLES.

The following deliverables listed in Table 1 are required as set forth in the Basic Contract:

9.1 Master Schedule. (CDRL A00G)

The Contractor shall provide a Master Project Schedule for Government approval. The Contractor shall create, maintain, and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to T/O close out. The Contractor’s Master Schedule shall include; but not be limited to, the following information:

Timeline for providing proposed staffing Timeline for procurement of equipment and hardware Milestones for T/O Deliverables

9.2 Contractor’s Progress Report. (CDRL A002)

A comprehensive progress report shall be delivered weekly to the TM and COR. It shall be at the unclassified level and include weekly status on the following:

Results of quality control efforts, system status, significant milestones, and other special interest items A brief outline of tasks completed for the week The report shall also include, at a minimum, an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned.

These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due weekly on either Fridays or Mondays.

9.3 Management Plan. (CDRL A00G)

The Contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The Contractor shall provide a listing of their key personnel as well as a proposed list of key management personnel.

At a minimum, but not limited to, the Contractors Management Plan shall include the following:

Project Team Organization Structure Roles and Responsibilities Cost Management Schedule Management Resource Management Technical Management of the Task Property Management Risk Management Configuration and Data Management Quality Management Monitoring and Control Reporting Identification of Key Personnel’s Identified Duties

9.4 Status Meeting. (CDRL A003)

The Contractor shall provide a status review either in person, via teleconference or via electronic mail within ten (10) business days of a request by the KO, COR or TM. This will include a PowerPoint presentation which will address current status of the T/O, including a technical/management review, a financial review (at a minimum the status of invoicing), anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, Technical Assistance Agreements (if required), country clearance issues for personnel traveling OCONUS, anticipated modifications, etc.

9. Program Reviews. (CDRL A004)

The Contractor shall support Program Reviews (commonly called Program Management Reviews (PMR) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the Contractor to meet individually with representatives from CNTPO to discuss contractual issues.

9.5 T/O Quality Control Plan. (CDRL A00G)

The Contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. The final plan shall be provided within ten (10) business days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:

· QC Execution: The plan shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how was the QC executed and what the findings and corrective actions were. Trends over time shall be discussed.

· Invoice QC and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

9.6 35% Design Drawing. (CDRL A00G) The contractor shall provide facility drawings and design documents for COR/TM approval before commencement of work. The drawing will be submitted for review and approval at 35% effort. The 35% engineering drawings will include engineering calculations, written data sufficient to fix and describe the size, charter, auxiliary systems and other essentials necessary to explain the design.

The contractor shall ensure ALL drawings are coordinated within all disciplines for constructability and functionality and will include the following (if applicable).

· Construction Schedule (resource, cost and procurement loaded, include critical path and milestones)

· Elevation drawings

· Mechanical drawings

· Electrical drawings

· Civil drawings

· Security plan

· Excavation plan

· Surface Water Management

· Ground Water Management

· Erosion Control

· Site Analysis

9.7 Maintenance Reports (CDRL A00E)

The contractor shall provide maintenance reports after each scheduled maintenance effort depicting the maintenance tasks accomplished and any service recommended to ensure efficient operation of the generators. The maintenance reports shall be provided within 10 calendar days of the execution of a scheduled maintenance event.

APPENDIX A – AFGHANISTAN AIU HOUSING POWER REQUIREMENTS

In consideration of providing an electrical power source for the Afghanistan AIU housing facility, it has been determined that power provided by a genset source is an alternative. The gensets are sized accordingly. The building main connected load is rated at 500 amperes at 380/220 vac, 3 phase. The load information is provided in the E-1 Section of the design drawings.

Generator Sizing: P = 1.73 X Current (Amperes) x voltage x Power Factor

(Power Factor is the ratio of True power and Apparent Power. In a perfect system without any electrical losses the ratio is 1/1 or 1.0. All electrical systems have inherent losses as with heat, magnetic hysteresis etc. Power factors in normal systems have a varied range. It would be safe to assume a not to exceed range 90% (.9))

Considering a PF of 1.0, then P = 1.73 X 500 amps X 380 X 1

P = 328.0 KW

From this calculation, a generator rated at 350kw, 380/220 volt 3 phase is sufficient.

The overall installation includes:

· Two (2) Generators (350kw each) to alternate every 12 hours.

· One (1) Fuel storage tank of approximately 14,000 liters, including fill tank system piping, tank level gauge and associated vent and fuel lines to the generator.

· One (1) Sun shade steel structure

· One (1) Fence enclosure

· One (1) Automatic generator transfer panel rated according to generator load (500 amp).

· One (1) Main breaker 600 amp with enclosure.

· Concrete pad for generators

· Concrete footings, pad and containment area for the fuel tank.

· Concrete footings, piers for sunshade structure.
