PERFORMANCE WORK STATEMENT (PWS)

1.0 MISSION OBJECTIVE.

The DoD Counter-Narcoterrorism Program Office (CNTPO) currently being managed by the CN & GT Division was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narco-terrorism worldwide.

2.0 SCOPE.

A fully-operational, modern, up to date Border Crossing Post (BCP) facility near Lyavob, Uzbekistan which will increase the Government of Uzbekistan (GOU) State Border Protection Committee’s (SBPC) ability to control inbound and outbound traffic in the Lyavob locale and enhance the SBPC’s capability of protecting Uzbekistan’s eastern borders from narcotics and other illicit trafficking.

2.1 Background.

The current BCP at Lyavob has outdated technical measures, housing and equipment which limit the Host Nation’s ability to control the flow of illegal narcotics and other trafficking. A modern BCP will provide the SBPC the ability to effectively operate and coordinate counter-narcotics efforts in addition to sharing capture/seizure data in a national database. Such capabilities would significantly increase Uzbekistan’s ability to interdict illegal narcotics in the Lyavob/Tajik border region.

2.1.1.1 The project is located in an extremely remote location where utilities and supplies are hard to come by. For this and manageable future operational purposes, consider including reusable energy solutions such as solar panels for hot water supply and electricity, water saver toilets and faucets, shower heads and reclaimed water use for landscaping within available funding limits.

2.2 Task Order (T/O) Objective.

2.2.1 The T/O objective is to provide the facilities listed below at the GOU Lyavob Border Guard site which may consist of a combination of the following: (See Attachment A for GOU Provided Locations, Layout, and Utility Services locations and Attachment B for English and Russian language reference legend for Attachment A).

· Base - Main Administrative Building with DFAC (30 person dining facility) and 30 Person SBPC Dormitory

· Option A - Generator Substation

· Option B - Water Tower/Water Storage Reservoir

· Option C - Perimeter Wall, Watch Tower & Entry/Exit Control Booth

· Option D - Horse Stable

· Option E - Fire Water Storage and Distribution System

· Option F – Sewage System Upgrade and trash Collection

2.2.2 NOTE: Although this location has minimal existing infrastructure, Site is a WORKING Border Post. The contractor shall maintain a safe working environment that will cause minimal hindrance to daily business. Therefore the contractor shall attempt to cause “Minimum Disturbance”, which means that operation cannot halt vehicle and personnel traffic in and out of the site.. Therefore, the contractor shall respect the “Minimum Disturbance” rule for the project. Contractor shall possess valid work permits from the SBPC to work inside of controlled areas near the international border with Tajikistan. All Uzbekistan building, safety, and utility codes are to be found at office of local Engineering Committee where permits are to be obtained.

Basic Contract References.

This T/O Performance Work Schedule (PWS) establishes the requirements for the contractor to provide support in the Basic Contract task area of 4.3.2.3 Incidental Construction and 4.3.3.4 Material and Equipment Purchase.

3.0 PERFORMANCE REQUIREMENTS.

3.1 Base Requirement – Main Administrative Building with DFAC (30 person dining facility) and 30 Person SBPC Dormitory.

3.1.1 The contractor shall provide a fully functional turnkey, design-build solution to construct a permanent structure to serve as a main administration and accommodation building for troops and attending personnel in compliance with Uzbekistan Building Standards to be found with the local Engineering Committee with utilities connections, and furniture/equipment identified in Appendix A. Additional equipment identified by the contractor as necessary to make the facility fully operational shall be included with the contractor’s technical approach. The GOU Site Plans (See Attachments A-E), provided are included for the purpose of reference. The GOU photos provided (See Attachment F) are also for the purpose of reference only.

3.1.2 For the Lyavob site location, layout and utility services consult the attached notional drawings SP-1 – SP-4 (See Attachment A) , and legend (See Attachment B). The contractor shall provide minimum grading, paved walkways and road surfaces throughout the complex consistent with their design for facility locations in the PWS. The contractor shall provide minimal landscaped areas for drainage purposes only.

3.1.3 The contractor shall design and build a building based on the approximate floor area, and arrangement of interior, provided in the attached drawing FP-1 – FP-4 (See Attachment C), for elevation see drawings E/B-1, E/B-2 (See Attachment C). The facility in the conceptual layout is approximately 670.1 m² (7,212.9 sq. ft.) and provides beds for thirty personnel.

3.1.4 The contractor shall provide all internal electrical, plumbing and sewage infrastructure to make the building fully functional..

3.1.5 Project Management and Coordination for Base and all Options.

3.1.5.1 The contractor shall provide an on-site manager to manage and supervise as required to meet the minimum requirements of the PWS.

3.1.5.2 The contractor shall provide construction administration oversight. Based on the contractor’s master schedule, they shall inspect the site and review any work performed on-site.

3.2 Option A - Generator Substation.

3.2.1 The contractor shall design and build a generator substation to serve the post with a stand-by/backup propane generator rated to support the site for a minimum of 15 colander days.

3.2.2 The contractor shall design and build site power distribution system connected to existing transformers (provided by GoU) to serve the BCP with a stand-by/backup. The contractor is to identify as a separate item, a properly rated generator that will support the load for the upgraded site. This transformer(s) may or may not be required should the GOU provide them as Government Furnished Equipment (GFE). For general location (see Attachment A).

3.3 Option B - Water Tower/Water Storage Reservoir.

The Contractor shall design and build a potable water storage reservoir for all around purposes for SBPC personnel of 130. Suggested solution is gravity flow for practical purposes water pumps and temporary storage to be included. The contractor is to reference location on SP1-4 Attachment C for optimum performance.

3.4 Option C - Perimeter Wall, Watch Tower & Entry/Exit Control Booth.

3.4.1 The contractor shall design and build a perimeter fence using in-country available precast reinforced concrete panels (example: “T-Wall”) up to three (3)m in height with the necessary foundations, and topped with concertina wire protection, according to attached conceptual drawing F-1 (See Attachment D), including a steel frame and wire mash entry gate with steel barrier (two (2) entry points) including security lighting along fence line and entry points.

3.4.2 The contractor shall design and build next to gates/entry points a control booth with a minimum floor area of 3.50m X 3.50m (12.25m²) on concrete slab with a telephone communication connection to headquarters building.

3.4.3 The contractor shall design and build a ten (10) meter steel frame watchtower with a walk-around platform and access stairs, including a booth (modular/prefabricated type acceptable) with observation windows for 360° viewing on top for attending personnel, including electrical security lighting mounted on building to facing the gate approach and telephone communication connection to headquarters building.

3.5 Option D - Horse Stable.

The contractor shall design and build a working stable building for six (6) supporting riding horses with a total floor area of 110.00 m2 with compacted earth flooring, including all hay and equipment storage closets. An attached, outside shaded (corrugated roof 3m height) feeding and rest/wash enclosure with a total area of 65m2 including wire mesh perimeter fencing and covered gate. For conceptual building layout, elevations and approximate floor area consult attached drawings HS-1/HS-2 (See Attachment E). .

3.6 Option E – Fire Water Reservoir.

The contractor shall design and build properly sized fire water reservoir with all required supporting manual pumps and hydrants according to Uzbek State Building Standards. Note, for purpose of safety, system pumps shall have manual back-up (See Attachment A).

3.7 Option F – Sewage System Upgrade and Trash Collection.

3.7.1 The contractor shall design and build an appropriate containment for waste collection and temporary storage to support sixty persons in the Main Administration Building for three days in accordance with (IAW) to Uzbek Building Standards to be found at office of local Engineering Committee.

3.7.2 The contractor shall design and build a sewage system to include a septic tank as required for buildings located in remote locations where no sewage lines are available. Septic tank capacity shall be capable of supporting 30 persons permanently occupying the Maid Administration Building (Base) for a minimum of four months before requiring servicing for general location (See Attachment A).

3.8 Construction Project Documentation.

The contractor shall prepare and keep accurate and up-to-date all necessary working (on-site) drawings for building construction, site construction and utilities. The drawings shall include accurate and current details for floor plan drawings, elevation drawings, mechanical drawings, plumbing drawings, electrical drawings, structural drawings, and civil drawings. An accurately updated construction plan shall be maintained on the work-site for review by local GOU code enforcement officials, SBPC Engineer, and United States Government (USG) at any time.

3.9 Submittal Procedures.

3.9.1 The contractor shall submit catalog cuts on all furnishings, fixtures, and equipment (FF&E) during the design phase of this project. Any furnishings shall be sized to fit the building spaces, sized per standard Uzbekistan construction requirements, and allow unhindered mobility. The furnishings descriptions shall be submitted for approval to the USG for quality and functionality prior to the procurement as stated in paragraph 10.4.1. The contractor shall submit all catalog cuts in adobe portable document format (PDF). If during construction, the contractor decides to propose revisions to the previous submittals, the contractor shall resubmit new catalog cuts to the Contracting Officer’s Representative (COR)/Program Manager (PM) for approval. The contractor shall not proceed with revisions until approval has been granted and a modification to the contract received, if necessary.

3.9.2 The contractor shall ensure the manufacturers’ installation instructions have been followed for the correct installation of Original Equipment Manufacturer (OEM) procured equipment and ensure all electronic items and major appliances are provided with standard OEM warranties as stated in paragraph 10.2.

3.10 Temporary Facilities.

3.10.1 The contractor shall work with the utility provider to arrange temporary electricity to the site in sufficient quantity to support construction. If electrical utility is not available, the contractor shall provide temporary construction power, and water for final inspection. Once the building has been inspected and accepted, the contractor shall remove all temporary electrical power.

3.10.2 The contractor shall provide a temporary field office and sanitary facilities to be removed upon completion of the facility.

3.10.3 The contractor shall provide temporary barricades, fencing, traffic control, staging areas on-site, and erosion controls as necessary.

3.11 Execution and Closeout Requirements.

All provided work scheduling for the facility, including mobilization and de-mobilization, and debris removed from site during execution, with a final clean up to be be completed within the period of performance of 365 calendar days from T/O award. The contractor shall provide updated schedules IAW paragraph 10.3.

3.11.1 Safety. The contractor shall ensure that:

3.11.2 All building materials are heat resistant, fire resistant, and resist environmentally induced corrosion IAW requirements of the GOU standards to be found at office of local Engineering Committee.

3.11.3 The facility shall be equipped with a fire and life safety system (for example fire alarms, smoke detectors, emergency lighting, sprinkler, all as appropriate) that complies with the GOU fire safety requirements to be found at office of local Engineering Committee. to include the appropriate number of fire extinguishers in each room.

3.12 Minimum Basic Construction Requirements.

The contractor shall follow the minimum requirement for each of the below sections as stated in 3.12.1 through 3.12.6.2

· General Construction Requirements

· Minimum Electrical Requirements

· Minimum Heating, Ventilation and Air Conditioning (HVAC) Requirement

· Minimum Plumbing/Sewer Requirements

· Minimum Windows Requirements

· Minimum Doors Requirements

3.12.1 General Construction Requirements.

3.12.1.1 The contractor shall utilize GOU provided plans to be made available by the SBPC Chief Engineer to assist with their design and construction approach of the facility(ies) IAW GOU standards to be found at office of local Engineering Committee or, in the absence of local building codes, the most current version of International Building Code (IBC) standards.

3.12.1.2 The contractor shall ensure the facility(ies) is/are built IAW all applicable local permitting and construction inspection requirements, and codes approved by persons or companies with the appropriate registrations, certifications, and/or licenses to be found at office of local Engineering Committee..

3.12.1.3 The contractor shall ensure all required equipment and electrical/utility connections are installed, tested, and fully functional so that the building is fully operational (turnkey solution) upon turnover to the GOU.

3.12.1.4 All facilities shall be painted for corrosion protection in compliance to Uzbekistan code to be found at office of local Engineering Committee.. External prime coating and painting colors and trim colors will be provided at the Kick Off Meeting.

3.12.1.5 The contractor shall perform and provide concrete test results for a seven (7)-day and 28-day break test (See paragraph 10.7). Concrete break test cylinders shall be required for each day of the pours.

3.12.2 Minimum Electrical Requirements.

3.12.2.1 All electrical components shall be able to function using the 220V/50Hz power system common in Uzbekistan.

3.12.2.2 The building shall be grounded IAW SNIP 3.05.06-85 and other required standards and norms of the GOU (SNIP is translation of Russian for “standartniye normy i pravila” which is translated as Construction Norms and Regulations).

3.12.2.3 Design/Build: The contractor shall verify final electrical loads with SBPC facility engineer and coordinate requirements with the local electricity authority.

3.12.2.4 All electrical equipment and cabling shall have Uzbekistan standard electrical connections and be IAW the requirements of the GOU’s fire and electrical safety regulations.

3.12.2.5 Internal electrical wiring shall be Type NyM-J Uzbekistan electrical code compliant. Wiring shall be concealed and have an appropriate profile IAW the electrical requirements of the SNIP..

3.12.2.6 The contractor shall install internal electrical circuits to supply power to all of the building spaces and to have a sufficient number of sockets and lighting (to include bulbs/tubes) standard for the purpose of each room layout.

3.12.2.7 The in-cable trunking channels shall be designed to allow for 50% additional space for future electrical wiring and other cables.

3.12.2.8 All wiring shall be copper, double-insulated and sized appropriately to the GOU standards or in the absence of local building codes, the most current version of IBC standards.

3.12.2.9 All switches and sockets shall be grounded.

3.12.2.10 The contractor shall provide:

3.12.2.10.1 External entry lights, ceiling lamps/internal lighting shall be in compliance to the GOU electrical codes.

3.12.3 Minimum Heating, Ventilation and Air Conditioning (HVAC) Requirements.

3.12.3.1 The contractor shall provide an air conditioning (AC) system (“winter-summer” units) that meets GOU standards, or IBC standards in the absence of GOU standards, for the facility(ies) design and allows the user to maintain a 20 degree Celsius internal temperature in each room of the facility(ies) year round.

3.12.3.2 The heating system for all rooms (except bathrooms) can be a combination of autonomous, electrical system floor heating, oil radiator units, and/or a properly rated traditional coal fired hot water system. The heating system shall maintain an interior temperature of 20 degrees Celsius in each room.

3.12.3.3 The electrical heating system in all wet areas (i.e., bathrooms, showers, kitchen and dining room) shall be supplied from stationary heated floor tiles in combination with (space heaters) that are capable of maintaining an interior temperature of 20 degrees Celsius in each room year round.

3.12.4 Minimum Plumbing and Sewer Requirements.

3.12.4.1 The contractor shall design and provide a plumbing system that provides adequate water pressure and hot and cold water to all fixtures at peak usage.

3.12.4.2 Internal/External water and sewage plumbing and drainage system shall be IAW the water and sewage requirements of the GOU. All water and sewage plumbing and drainage systems and pipes shall be buried below the frost line or, if exposed, properly insulated to avoid freezing and bursting of pipes in the winter. All bathrooms, toilets, and showers shall have floor drainage systems.

3.12.4.3 The contractor shall calculate for size and build an adequate number of septic tanks based on calculated daily water consumption of a 30 person facility(ies). The contractor shall provide a three (3) m wide paved surface adjacent to the septic tank(s) to allow access for periodic maintenance/cleaning.

3.12.5 Minimum Window Requirements.

All windows shall be 60cm H x 60cm W, metal framed, double-paned, insulated, glass windows with mosquito screens that open from the inside. All windows shall have externally mounted rail bar guards for security. The rail bar guards shall be designed to allow emergency egress from inside the building through the window. Windows in shower and bathroom premises shall be nontransparent. All windows shall be equipped with hard-frame horizontal blinds or rolling curtains. The contractor shall ensure all windows in facilities are operable.

3.12.6 Minimum Door Requirements.

3.12.6.1 Exterior doors shall be at least 90 cm wide with a two (2)mm steel plate, lock type mortise, type two (2) frame, and a thermal insulation U-factor consistent with maintaining required ambient interior temperature, and shall open outward. Interior doors shall open inward.

· Three keys shall be provided for each door.

· All doors shall be numbered.

· All keys shall be individually tagged with door numbers and secured in the key box.

3.12.6.2 Each room shall be equipped with a solid wood core interior door that (unless otherwise noted in the PWS) with keyed door hardware that is IAW paragraph 3.12.6.

3.13 General Requirements.

3.13.1 Design, Drawings and Documentation. The contractor shall be responsible for the performance of characteristics listed below, as specified by the Government. GOU will provide basic conceptual drawing but final plans and specifications will be prepared by contractor according to Uzbek Building Standards.

3.13.1.1 The contractor shall be responsible for the technical accuracy, safety, and coordination of all designs, drawings, specifications and other non-construction services furnished by the contractor.

3.13.1.2 The contractor’s design shall meet or exceed the current GOU local/regional standards. Note: If local standards do not exist, IBC code will apply.

3.13.1.3 The work shall include the preparation of construction design documents and the construction required to provide fully functional permanent facilities.

3.13.1.4 All work for the Lyavob Border Complex, including mobilization and de-mobilization, and final clean up, shall be completed within 365 days from the contract award.

3.13.1.5 The contractor shall be responsible for site improvements, and miscellaneous storm water drainage structures.

3.13.1.6 The contractor shall remove/relocate structurally unsafe or un-repairable existing structures, utilities, cables, debris, etc. that currently occupies the site, as required for construction.

3.13.1.7 The contractor shall include all materials, construction labor, construction equipment, testing and installation supervision, as well as surface transportation of mechanical equipment including any required customs clearances, access to the worksite, requirements for the work-site, and duties as required under current local laws and regulations that are required to meet the form/fit/function of a fully operational border complex.

3.13.1.8 The contractor shall use cost reducing, renewable energy solutions where possible (e.g. water efficient faucets, solar panels, energy-saver lighting).

3.13.1.9 To ensure local support for future maintenance, and to support USG policy to assist the Uzbekistan economy, the USG requires that the contractor seek opportunities to locally procure required labor, materials, and support for the building project to comply with GOU law to be found at the office of the local Engineering Committee.

3.13.2 General Performance Requirements. The contractor shall apply these general requirements to all structures built under this T/O:

The contractor shall ensure that plans, specifications and other project information is provided and is complete upon presentation to the USG for acceptance.

3.13.2.1 The contractor shall ensure the facility(ies) is designed by approved persons with the appropriate GOU and local government registrations, certifications, and/or licenses, as required.

3.13.2.2 The contractor shall ensure that design calculations are submitted in support of structural designs.

3.13.2.3 The contractor shall ensure that alternative materials and methods of construction which are not specified by the building code are listed by an approved standard and approved by the GOU building official.

3.13.2.4 The contractor shall ensure that estimated project valuations are consistent with industry norms.

3.13.2.5 The contractor shall ensure the manufacturers installation instructions have been followed for installation.

3.13.2.6 The contractor shall ensure that supply, return, outside air, and environmental exhaust air is provided and the installation of exhaust systems comply with the most recently released version IBC code requirements. The contractor shall ensure that proper mechanical ventilation is provided where required.

3.13.2.7 The contractor shall ensure that the installations of water heaters and/or boilers comply with GOU standards, codes, and regulations or the most recently released version IBC code requirements. If GOU standards do not exist, the manufacturer’s instructions and listings of the equipment, and have proper access and clearances to the site.

3.13.2.8 The contractor shall ensure proper size, type, location, clearances, connections and terminations of vents and venting systems.

3.13.3 Building Location.

The contractor shall ensure from the site plan that the building or structure location is in compliance with the requirements of the local ordinances, fire separation regulations, fire access, and setbacks. The contractor shall verify that final grade will provide the required slope away from the footing or foundation wall. The contractor shall ensure finished floor elevations in flood-hazard areas are in compliance with local GOU requirements or current IBC requirements if GOU requirements do not exist. For building locations and site arrangement, consult attached notional drawings, SP-1 – SP4 (See Attachment A).

3.13.4 Use and Occupancy Classification.

The contractor shall ensure use and special use occupancy classifications, incidental use areas, accessory uses, and mixed occupancies are in compliance with and correct per most current release of local GOU requirements or current IBC requirements if GOU requirements do not exist.

3.13.5 Type of Construction. Preferred building method is brick/masonry due to the availability of this material in the region.

3.13.5.1 The contractor shall ensure and verify that the type of construction is correct for the type of building function and occupancy.

3.13.5.2 The contractor shall ensure that structural members, interior walls, floor/ceiling and roof/ceiling assemblies, roofs and enclosed stairways conform to the type of construction requirements for the buildings identified at the time of award.

3.13.6 Height and Area Design.

The contractor shall ensure and verify compliance that the actual and allowable height and floor area designs are correct IAW paragraph 3.21.1.1

3.13.7 Exterior Walls, Openings.

The contractor shall ensure that exterior walls, openings, parapets and projections conform to the fire-resistive requirements for the type of construction, location on the site, and proximity to other buildings as applicable.

3.13.8 Interior Environment.

3.13.8.1 The contractor shall ensure compliance of lighting, ventilation, exhaust, circulation of fresh air supply and minimum sanitation systems IAW GOU building codes and standards.

3.13.9 Materials Specifications.

The contractor shall ensure that materials specifications comply with minimum GOU code requirements or if GOU requirements do not exist, comply with the current IBC.

3.13.10 Electrical Specification. The contractor shall provide electric service and distribution equipment, wiring, receptacles and grounding, interior and exterior lighting and controls, emergency lighting, telephones, and fire alarms. The contractor shall provide the necessary connection to the existing power infrastructure at the BCP site identified for use by the GOU to allow the buildings to be fully functional.

3.13.10.1 Electrical power shall be 220V/50HZ throughout the building with outlets sufficient to meet IBC standard, if GOU standards do not exist.

3.13.10.2 All wiring shall meet GOU or IBC 2006 electrical standards for distribution and safety. Power outlets shall be available throughout the building in order to make it fully functional.

3.13.10.3 The office space shall have a minimum of one outlet on each wall and no more than 6 outlets total. Convenience receptacles shall be a maximum of three (3)m apart and special power outlets and circuits for all computer equipment shall be provided, as required.

3.13.10.4 Store rooms shall have a minimum of two (2) outlets and no more than four (4) outlets total.

3.13.10.5 Bathrooms shall have a Ground Fault Circuit Interrupter (GFCI) outlet adjacent to each sink and at least one (1) GFCI outlet adjacent to the light switch.

3.13.10.6 For a fully functional office workspace, storage, processing area and vehicle maintenance facility(ies), all lighting shall be of fluorescent tube type sufficient to meet the GOU lighting requirements, or IBC lighting requirements, if GOU requirements do not exist. General lighting in the office areas shall be fluorescent with low temperature energy efficient ballasts and lamps. Indirect lighting systems of the high-intensity discharge or fluorescent types may be used where practical.

3.13.10.7 Grounding systems and all wiring methods should meet the minimum GOU standards or either IBC or National Electric Code requirements, if GOU standards do not exist.

3.13.10.8 General convenience receptacles and special power outlets shall be commercial grade.

3.13.10.9 The contractor shall provide lightning protection, grounding, distribution system, surge protection, backup generator, etc. as appropriate and supported by the contractors plans.

3.13.10.10 The contractor shall consider and include energy efficient lighting solution and power source where possible, such as solar panels, light bulbs, etc.

3.13.11 Phone Connections.

3.13.11.1 The contractor shall provide a minimum of four (4) pre-installed connections to support at least two (2) people in each office room. The contractor shall provide computer network connection to every workstation and provide central switch board, server, and other necessary peripheral equipment to provide a complete and functioning phone system.

3.13.11.2 Only cellular phone service is currently available at the site.

3.13.12 Footings and Foundations.

3.13.12.1 The contractor shall ensure the necessary reports are submitted of the building site’s soil bearing capacity and stability when required.

3.13.12.2 The contractor shall ensure footings and foundations are the correct size, setbacks and extend below the frost line, and ensure that footing and foundation reinforcement meets GOU standards or IBC standards, if GOU standards do not exist.

3.13.12.3 The contractor shall examine all buildings for structural soundness and report any unusual findings to the COR/PM prior to proceeding with any work activities.

3.13.12.4 The contractor shall ensure that stepped footings, piles, piers and special foundations are correctly specified; and ensure that any wood members are protected against insects and decay.

3.13.13 Foundation Walls.

3.13.13.1 The contractor shall ensure that the foundation stem walls are correctly sized and have sufficient height above the surface grade of the contractors design. The contractor shall ensure that foundation wall reinforcement, anchor bolts and fasteners are correct type, size, spacing and grade IAW paragraph 3.21.1.1. .

3.13.13.2 The contractor shall ensure that foundation damp proofing and waterproofing is specified and installed where required.

3.13.14 Floor Construction, Floor Systems.

3.13.14.1 The contractor shall ensure that floor system spans, bearing, and connections comply with minimum GOU standards or IBC code requirements, if GOU standards do not exist for rated load.

3.13.14.2 The contractor shall ensure that materials are protected against insects and decay where applicable; that mezzanine decking has the required thickness, span, and grade, and meets installation specifications; and, that any crawl spaces have required clearance, ventilation, insulation, screening and access openings.

3.13.14.3 The contractor shall ensure that concrete slabs and floor systems are designed in compliance with standards and material characteristics for specified exposure conditions.

3.13.15 Concrete Slabs.

The contractor shall ensure that concrete slabs and floor systems are designed in compliance with standards and material characteristics for specified exposure conditions.

3.13.16 Wall Construction Covers.

The contractor shall ensure compliance of wall systems for proper spans, spacing, bearing, and connections IAW paragraph 3.21.1.1

3.13.17 Wood/Pre-Engineered Wall Systems.

3.13.17.1 The contractor shall ensure that pre-engineered wall systems are specified IAW their listing and manufacturer’s specifications.

3.13.17.2 The contractor shall ensure that wood members are protected against insects and decay where required.

3.13.18 Steel Framing Systems. A Steel Framing Systems design shall:

3.13.18.1 Ensure steel wall system spans, spacing, bearing and connections.

3.13.18.2 Ensure that pre-engineered steel wall systems are IAW their listing and manufacturer’s specifications IAW paragraph 3.21.1.1.

3.13.19 Toilets/Plumbing.

3.13.19.1 All fixtures and piping shall be IAW paragraph 3.21.1.1.

3.13.19.2 The contractor shall ensure the installation of a complete plumbing system including all plumbing fixtures, sewer line pipes and fittings, waterline pipes & fittings and all toilet & bath fixtures (western style) as applicable. All appurtenances to include materials, labor, equipment, testing & equipment, and installation supervision shall be IAW paragraph 3.21.1.1.

3.13.19.3 The contractor shall ensure and provide a record of inspection of the entire plumbing system to insure protection as required from corrosion, stress and strain, freezing, physical damage, proper installation, support, sieving, penetrations, waterproofing, valves, flow rates, proper installation of fixtures, and water pot-ability.

3.13.19.4 The western style toilet shall be used for officer toilets and the eastern style toilet shall be used for enlisted toilets in accordance with local customary design.

3.13.19.5 The contractor shall use water saver plumbing solutions in shower, toilet and wash basins, and shall also include re-claimed/re-used water supply solution.

3.13.20 Water Heaters.

3.13.20.1 The contractor shall ensure and provide a record of inspection of the proper use and installation of materials, listing, and labeling, including clearances, locations, protection, plans, and seismic restraint; check for appliance approval; and, inspect for required valving, temperature and pressure (T&P) valve and discharge piping installation, and thermal expansion requirements. The relief valve shall be vented to ensure safety.

3.13.20.2 The contractor shall ensure and provide a record of inspection for proper sizing of fuel gas piping, combustion air requirements, and required venting.

3.13.20.3 Solar panels shall be provided for hot water supply in buildings that are occupied by SBPC personnel.

3.13.21 Water Supply and Distribution.

3.13.21.1 Sanitize pipes before hand over and have laboratory results ready for water test.

3.13.21.2 Test water sample from wells and design a manageable water purification and storage system for potable water.

3.13.22 Site Grading.

3.13.22.1 Existing grading throughout the site is currently in fair condition and the contractor shall perform repairs and re-grading of surfaces as required based on site assessment and the for the facility).

3.13.22.2 The contractor shall provide all high visibility safety markings on the paving and surrounding drive spaces per GOU codes.

3.13.22.3 The contractor shall provide gravel for walkways and asphalt paving for the road between the entry to the south perimeter wall.

3.14 General Delivery.

3.14.1 Transportation. All materials shall allow for transportation by ground (unimproved roads), and assembled at the site location.

3.14.2 Delivery Points of Contact (POC). The POCs for delivery coordination will be provided at the Kick-Off Meeting.

3.14.3 Logistic Support during Delivery. The contractor shall be responsible for providing life support services (lodging and air/ground transportation) while in country for delivery.

3.14.4 Diplomatic Notice (DIP NOTE). To coordinate with Uzbekistan agencies, the CN PM/Program Advisor must deliver the coordination in a DIP Note. The process requires 30 days. For instruction on the process, see paragraph 10.9.

4.0 WORK HOURS AND LOCATION. The principle place of performance for this T/O shall be in Uzbekistan. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CN&GT and GOU operations and exercises.

5.0 OTHER PERFORMANCE REQUIREMENTS.

5.1 Defense Base Act (DBA) Insurance. The contractor shall provide DBA insurance for all personnel performing duties outside the continental United States (OCONUS).

5.2 Taxes, Fees, Agreements.

5.2.1 Value Added Tax (VAT),Customs, Duties. The USG has established protocols with the GOU on VAT and Customs fees. At this time, waivers or exemptions will be made available to preclude the payment of the VAT tax. The USG is available for coordination and assistance during the waiver or exemption process as needed. Waivers or exemptions shall be documented before shipment if possible.

5.2.2 Arms Export Control Act and International Traffic in Arms Regulations (ITAR). As applicable the contractor shall also be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and ITAR.

5.2.3 Technical Assistance Agreements (TAA). As applicable the contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.

5.3 Equipment. All equipment and materials shall be new and of good quality and durability according to commercially accepted quality standards for similar products. It is strongly recommended that the materials be locally procured to mitigate issues with taxes, and schedules. Local procurement provides for accountability for materials quality as well as follow on infrastructure support.

5.4 Kick-off Meeting. The contractor shall participate in a Kick-off meeting to be coordinated by the USG after contract award.

5.5 Human Rights Vetting. Before any services are provided to foreign counterdrug personnel, the contractor shall ensure that any personnel who will or may interact with USG personnel:

5.5.1 Are vetted for human rights violations through the Department of State (DoS) IAW the Leahy Vetting Process;

5.5.2 Has been advised in writing by DoS that there is no credible information concerning gross violations of human rights by any of the personnel to receive training;

5.5.3 Provide documentation that is maintained by the contractor and made available to the USG upon request.

6.0 TEMPORARY DUTY TRAVEL.

The contractor shall perform TDY travel, as required or as directed by the Program Manager (PM) and Contracting Officer Representative (COR). The contractor shall coordinate all travel with the PM/COR per CN&GT procedures. Only travel pre-approved by the COR/PM will be reimbursed under this T/O. See Appendix D. All approved travel will be paid IAW the basic contract by reimbursement to the contractor.

7.0 GOVERNMENT FURNISHED EQUIPMENT, INFORMATION, MATERIAL OR SERVICES (GFE/GFI/GFM/GFS).

The Government will provide the contractor with any additional plans and information currently held by the GOU that may facilitate the contractor’s design activity in support of this effort at the Kick-off meeting. The contractor shall incorporate these plans into their final design when consistent with their provided technical approach.

A list of vetted contractors that have been approved by Uzbekistan authorities for work at this location is listed in Appendix C.

8.0 SECURITY.

All work performed under this T/O shall be UNCLASSIFIED. Access to the site is controlled by the GOU, and initial access to site shall be coordinated with the USG.

9.0 BASIC CONTRACT DATA REQUIREMENTS LIST (CDRL).

9.1 Contractor’s Progress, Status and Management Report (CDRL A002). The contractor shall provide a monthly report summarizing all tasks performed, projected tasks scheduled (to include procurement and delivery of construction materials) and any issues encountered. The report shall, at a minimum, contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered IAW CDRL A002 Expenditure Report of the Basic Contract and Data Item Description DI-MGMT-80227.

9.2 Licenses, Export Agreements & Certifications. (CDRL A00H). The contractor shall provide licenses, export agreements and certifications in response to the T/O Requirement Package (TORP). These documents shall be provided prior to final delivery unless otherwise directed by the Contracting Officer (KO). At a minimum, the licenses, export agreements and certifications shall include the following as applicable:

· Cover letter describing purpose or submission, POC, contract/TORP number#; description of each attachment/enclosure; Original Documents(s) Nomenclature (if revision)

· Attachment should be originals or certified originals and be dated, signed by cognizant authority, and indicate specific agreement terms

· English translation of foreign language documents is required

10.1 T/O Quality Control Plan (QCP) (CDRL A00G). The contractor shall provide a draft T/O QCP with their response to the TORP. The final plan delivery as stated in the above table. At a minimum, the T/O QCP shall address the following:

· Quality Control (QC) Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities with respect to this T/O. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules, and QC personnel (by name), to include those that shall be performing sub-contractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions shall be accomplished. The T/O QCP shall discuss the prime contractor’s management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be identified and discussed thoroughly.

· Invoice QC and Review: The contractor shall discuss how invoice reviews shall be conducted, to include discussion on how the Prime Contractor, sub-contractor, and supporting data will be reviewed for consistency with T/O requirements and the contractor’s approach to execute the T/O.

10.2 Warranty Plan (CDRL A00G). The contractor shall provide a warranty plan for each delivery to each End User (EU) that clearly addresses the following:

· All items normally provided with a warranty shall be provided with standard OEM warranties. The terms of the warranties shall be clearly presented in the name of EU. The effective start date of the warranty shall coincide with date of acceptance of the equipment and materials by the USG.

· The contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable warranties the contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the USG by any other clause of this contract.

· All utilization of commercially available OEM warranties associated with the equipment shall be the responsibility of the EU upon receipt of the material from the USG.

· All warranty plans shall be in Russian, English and the OEMs language for clarity.

· Warranty plan shall contain (as a minimum):

· OEM POC’s;

· List of items by OEM with part numbers, registration/serial numbers, and their warranty terms (i.e., length of warranty, start date, type (limited, extended, standard);

· Instructions for product registration with each OEM;

· Requirements to keep the warranty valid; and

· How to execute a warrant call

10.3 Master Schedule (CDRL A00E). The contractor shall prepare a draft project schedule using a GANTT chart. The schedule shall identify tasks, timelines, milestones, logical interactions, and deliverables dates. The Master Schedule shall, at a minimum, include the following information:

· Design

· Permitting

· All construction tasks and milestones

· Planning tasks and milestones

· Training in operations and maintenance tasks

· Final inspection and turnover tasks

· Project closeout tasks

The contractor shall prepare a final schedule, IAW Table 2, after receipt of USG comments. The final schedule shall incorporate all USG comments. The schedule will be updated with actual information monthly and provided with the Contractor’s Monthly Progress Report CDRL A002.

10.4 Design Development and Construction Administration. The contractor shall wait for a Design NTP from the KO before proceeding into the design phase of this project.

10.4.1 Construction Document Development (CDRL A00E). Construction drawings (CD) shall be submitted for COR/PM approval at 35% complete, 65% complete, and 95% complete. The 95% complete drawings shall be considered CDs. The 95% CDs shall be maintained and updated on site to reflect changes and corrections made during construction, to become the “As-built” drawings upon completion of construction. Upon completion of construction, these changes and corrections made during construction shall be formally edited to the 95% construction documents to become the 100% drawings. The 100% “As-built” drawings shall be submitted for approval by the COR/PM as part of project close-out and to receive final payment.

As part of the 65% design phase level deliverable, the contractor shall submit a color board for the wall, ceiling, and flooring finishes for the various rooms. The color board shall be capable of being delivered electronically. Also as part of the 65% design phase, the contractor shall submit cut sheets for all FF&E for USG approval. Whether it is an item to be manufactured “by hand” or an “off the shelf” item, cut sheets shall provide, at a minimum, technical specifications, manufacturer, dimensions, material, finishes, colors, operation requirements, and representative image(s) of the product.

As applicable, the drawings shall include as a minimum: engineering calculations, written data and notes to sufficiently describe the system and to explain the design. The Government shall approve all plans, design documents, and drawings before work begins.

Contractor shall ensure ALL drawings are coordinated within all disciplines for constructability and functionality and shall include the following (if applicable):

· Civil drawings for site plan and utilities

· Floor plans drawings

· Elevations and sections drawings

· Mechanical drawings

· Plumbing drawings

· Electrical drawings

· Structural drawings

· Erosion Control

In addition to these drawings, the contractor shall provide additional drawings, as required by the local, regional, or GOU agencies needed to obtain a building permit. The USG approval of documents does not replace local government approval. The contractor shall obtain local government approval and keep USG informed of any changes.

10.4.2 Construction. The contractor shall wait for a construction NTP from the KO before proceeding into the construction phase of this project.

10.5 Contractor’s Weekly Progress Reports and Schedule Update (CDRL A003). Once construction begins the contractor will provide a weekly progress report and/or conduct a weekly progress teleconference, based on the discretion of the COR/PM. Written reports will be due on the Monday following the previous week (unless the Monday is a holiday, then Tuesday). If weekly calls are held, they will cover the previous week.
