PERFORMANCE WORK STATEMENT (PWS)
XX MAY 2013
1.0 MISSION OBJECTIVE.
The Counter Narco-terrorism and Global Threats (CN>) division was assigned the mission of establishing and supporting Counter Narco-terrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of Narco-terrorist activities and organizations. This task effort will support the War Fighter in the combating of Narco-terrorism worldwide.
2.0 SCOPE.
2.1 Task Order Objective. The objective of the Task Order (T/O) is to support the United States Africa Command Counternarcotics and Law Enforcement Assistance Division (AFRICOM CN LEA) and Drug Enforcement Administration (DEA) counter narcotics in training various African counter narcotics law enforcement agencies. The T/O shall provide classroom and logistics support (i.e. transportation to/from the airport, expedited visa processing assistance, meals at the training location, travel arrangements, etc.) to students from but not limited to Ghana, Kenya, Nigeria, Tanzania, Niger, South Africa, Burkina Faso, Uganda, Togo, Guinea and Mali attending counter-narcotics training in Accra, Ghana (Africa).
3.0 PERFORMANCE REQUIREMENTS.
3.1 Student Logistics Support. The contractor shall provide all administrative and logistical services for students attending the AFRICOM Counter Narcotics Training courses at Accra, Ghana. The contractor shall support the three (3) five (5) day courses with up to 40 students, that are listed below. The following are the projected attendees, home country, and courses:

3.1.1 The contractor shall source and provide access for a training classroom at Accra, Ghana that is able to accommodate a minimum of 40 students. The classroom shall be located in a secured location with 24/7 security measures, a gated perimeter, and security cameras.
3.1.2 The classroom shall be equipped with white boards, projector, audio-visual equipment, and simultaneous translation equipment for each student and instructor.
3.1.3 The contractor shall provide simultaneous translation in English and French for up to 40 students per class.
3.1.4 The contractor shall translate up to 500 pages of course materials from English to French. The contractor shall create an instruction material book that will be provided to each student.
3.1.5 The contractor shall assist students in processing and obtaining country clearances, passports, immunizations, and visas to secure entry into Ghana as applicable. If necessary, the contractor shall provide immunizations to students. Additionally, the contractor shall provide attending students medical/evacuation insurance.
3.1.6 The contractor shall provide lodging at Accra, Ghana for attending students IAW the Joint Travel Regulation (JTR).
3.1.7 The contractor shall register each student and provide pens, paper, name badges, and name-tents prior to the start of each course. At the conclusion of each course, the contractor shall provide students take-home program materials which include a class photo, a class roster with contact data, and a CD or DVD with the course material.
3.1.8 The contractor shall provide and distribute appropriate per diem allowances for Meal and Incidentals Expenses (M&IE) in local currency to attending students IAW the JTR and Department of State (DoS) foreign per diem rates.
3.1.9 The contractor shall provide lunch meals and basic refreshments (light snacks, and coffee/tea) in the morning and afternoon of each training day. To the most extent possible, the contractor shall provide meals that are regionally acceptable, sensitive to regional customs, and religious dietary limitations of students. Due to the contractor providing the students with lunch on training days, the contractor shall provide M&IE allowances to only cover breakfast and dinner meals during each training day.
3.2 Student Transportation Support. The contractor shall provide attending students transportation support. The contractor shall make and secure travel arrangements to ensure students travel no earlier than one day prior to class start and return home no later than one day after class completion.
3.2.1 The contractor shall provide round-trip transportation, make air travel reservations, and purchase air-fare for travel between the attending students’ home countries and Accra, Ghana. The contractor shall use the nearest airport from each student’s place of residence for air travel.
3.2.2 The contractor shall meet all arriving students at the airport in Accra, Ghana, provide expedited clearance through the airport, and provide transportation to the student’s lodging location. For the return trip home, the contractor shall also provide transportation for students from their lodging location to the airport in Accra, Ghana.
3.2.3 The contractor shall disburse round-trip transportation allowances for attending students between their place of residence and home country airport used for departure and arrival.
3.2.4 The contractor shall provide transportation for attending students from their lodging location to the training facility prior to the start of each training day and back to the lodging location from the training facility at the end of each training day.
3.3 Course Student Allotment. Should a country be unable to fill its allotment of seats in a scheduled class, the contractor shall immediately notify the COTR/COR/CO. DEA will be responsible for filling any empty seats. The contractor shall be prepared to support the maximum number of students (40) for each course and support DEA in implementing changes to course allotments.

4.0 WORK HOURS AND LOCATION.
4.1 Place of Performance. The principal place of performance is Accra, Ghana. The contractor shall be available and ready to support each training day one hour prior to start of the class and one hour after the end of the class as determined by the DEA lead instructor for the class. The contractor shall be prepared to provide labor hours in excess of 40 hours per work week to include holiday and weekends and/or during irregular times and shifts. A typical work schedule is based on a five day, 40 hour work week with no student training on Saturdays and Sundays.
5.0 OTHER PERFORMANCE REQUIREMENTS.
5.1 Defense Base Act (DBA) Insurance. All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering DBA requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.
5.2 Meetings. The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer, Technical Manager (TM), Contracting Officer’s Representative (COR) or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to this T/O. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks and resource expenditures. The Contractor shall present and participate in technical discussions and shall, in a timely fashion, inform the TM of any problems with contract execution and proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee. Document and provide minutes to the responsible contracting officer or written designee.
5.3 Ghanaian Corporation Commission. The contractor must currently be registered with the Ghanaian Corporation Commission, or have started the process, and hold a Tax Identification Number from the Ghanaian Revenue Authority in order to operate independently in Ghana at contract start.
6.0 TEMPORARY DUTY (TDY) TRAVEL.
The Contractor shall not perform TDY non local travel. Travel to locations other than those specified in this PWS requires the prior written approval of the responsible contracting officer or written designee. For all travel, the Contractor shall comply with the requirements of the Joint Travel Regulations (JTR) and will only be reimbursed for travel expenses allowable under the JTR.
7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).
There is no GFE/GFM for this requirement.
8.0 SECURITY.
All work performed under this T/O shall be unclassified.

*Copies are to be submitted electronically whenever possible. Recipients at a minimum should include the Contracting Officer’s Representative (COR) and Technical Monitor (TM).

9.1 Quality Control Plan. The contractor shall provide a draft T/O QCP as part of the response to the TORP. The final plan shall be provided within 15 days after the date of the task order award. At a minimum, the T/O QCP shall address the following:
· QC Execution: The plan shall not be cursory, but shall discuss specifically how the prime contractor will execute its QC responsibilities. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished.
· The T/O QCP shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
· Reporting: Weekly status reports shall specifically discuss quality control activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
· Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
9.2 Integrated Master Schedule. The Contractor shall create, maintain, and provide an integrated master schedule for Government approval. The schedule shall cover all phases of the project from kick off to task order close out. At a minimum, the schedule shall clearly show the following information:
· Student Information: Name, Country, Organization, Passport Number,
· Course Title and Instructor Name
· Travel Arrangements/Information: Airline, Flight Number, Departure Date/Location and Arrival Date/Location (for both coming and leaving Ghana and home country)
· Ghana Lodging Information: Hotel Name, Phone Number
· Confirmation the students have a VISA and have met other appropriate actions to enter Ghana that are valid for the length of their stay
· The Master Schedule shall include a baseline schedule, against which actual training shall be compared on prior to start of each class. The baseline schedule shall be maintained throughout the course of the task order. Changes to the baseline schedule shall be fully documented and approved by the Government.

9.3. Weekly Financial Report. The contractor shall provide a report detailing all current financial status with on Other Direct Cost (ODC) Category. If miscellaneous category is used, expenditures shall be broken out in notes. All expenditures greater than $1,000 will be separately identified in the report. As each class graduates, the Weekly Financial Report shall be updated with the actual expenditures and updated balances of the reporting week. Ultimately, the report shall show cumulative totals for each week of training. Reports shall include, but will not be limited to, per diem, travel, transportation, security, lodging, meals, expedited VISA/passport processing/immunization, medical/evacuation insurance, and labor. Retain all receipts and include in final report. Other items deemed necessary by the Government shall be added only with the approval of the Contracting Officer.
9.4. Management Plan. The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), a milestone schedule, and a schedule for the planned expenditure of funds.
