PROGRAM AND OPERATIONS SUPPORT
PERFORMANCE WORK STATEMENT (PWS)
central america and caribbean procurement
T/ORP 0306

MISSION OBJECTIVE.
The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
SCOPE.
Task Order Objective (T/O):
The T/O objective is to provide and deliver CN support equipment for Central American (CENTAM) and Caribbean (CARIB) nations to include, but not limited to, Belize, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, and Panama. Procurement items include Ford F-450 trucks, Night Vision Devices, Rotary Wing Survivability Kits, and Workshop Tools among others.
Basic Contract References:
This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task areas of 4.3.2 Training, Operations, and Logistics Support, 4.3.2.7 Logistics Support and Equipment, 4.3.2.8 Preservation, Packing and Marking, 4.3.2.9 Training, 4.3.3 Professional and Executive Support, and 4.3.3.4 Material and Equipment Purchase.
PERFORMANCE REQUIREMENTS.
The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment set forth in this T/O to the delivery locations specified in the appropriate appendix. The below point of contract information is provided for each specific country:
BASE REQUIREMENT

0. OPTION B – BOAT ENGINE AND DIAGNOSTIC SYSTEM
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix C’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
0. OPTION C – TACTICAL FLOATING VESTS

3.7 OPTION F – TACTICAL VESTS
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix G’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.8 OPTION G – ROTARY WING SURVIVABILITY KITS/BINOCULARS
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix H’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.9 OPTION H – TACTICAL EQUIPMENT
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix I’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.10 OPTION I – SAR EQUIPMENT
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix J’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.11 OPTION J – FUEL TRAILERS
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix K’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.12 OPTION K – TACTICAL EQUIPMENT

3.13 OPTION L - BINOCULARS

3.14 OPTION M – TACTICAL EQUIPMENT

3.15 OPTION N – FUEL TRAILERS/4X4 TRUCK

3.16 OPTION O – AIRCRAFT WEIGH KIT/NVD MAINTENANCE
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix P’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.17 OPTION P – NIGHT VISION GOGGLES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix Q’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.18 OPTION Q – NIGHT VISION GOGGLES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix R’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.19 OPTION R – FAUDI AVIATION FILTERS

3.20 OPTION S – AIRCRAFT REPLACEMENT TIRES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix T’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.21 OPTION T – SAR EQUIPMENT
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix U’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.22 OPTION U – TOYOTA HILUXES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix V’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.23 OPTION V – TOYOTA HILUXES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix W’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.24 OPTION W – TOYOTA HILUXES
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix X’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.25 OPTION X – BALLISTIC FLOATATION VESTS AND LAPTOP
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix Y’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”.
3.26 OPTION Y – WORKSHOP TOOLS AND EQUIPMENT FOR BELIZE
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix Z’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in Belize, or shall provide all required voltage and plug adapters to ensure compatibility.
3.27 OPTION Z – WORKSHOP TOOLS AND EQUIPMENT FOR PANAMA
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix AA’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in Panama, or shall provide all required voltage and plug adapters to ensure compatibility.
3.28 OPTION AA – WORKSHOP TOOLS AND EQUIPMENT FOR GUATEMALA
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix BB’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in Guatemala, or shall provide all required voltage and plug adapters to ensure compatibility.
3.29 OPTION BB – WORKSHOP TOOLS AND EQUIPMENT FOR EL SALVADOR
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix CC’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in El Salvador, or shall provide all required voltage and plug adapters to ensure compatibility.
3.30 OPTION CC – WORKSHOP TOOLS AND EQUIPMENT FOR PERU
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix DD’. Unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in Peru, or shall provide all required voltage and plug adapters to ensure compatibility.
3.31 OPTION DD – WORKSHOP TOOLS AND EQUIPMENT FOR HONDURAS
The contractor shall provide, deliver and ensure receipt and turn-over acceptance of all equipment listed in the attached ‘Appendix EE’ unless specifically stated as a ‘Brand Name Only’, items shall be “brand name or equivalent”. All items shall be new, and for all electrical items, the contractor shall provide equipment inherently compatible with the voltage and plug types for operations in Honduras, or shall provide all required voltage and plug adapters to ensure compatibility.
WORK HOURS AND LOCATION.
The principal place of performance for this T/O shall be Central America and the Caribbean. The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises.
Defense Base Act (DBA) Insurance.
All personnel performing duties in hazardous areas OCONUS shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required. The contracting officer should not authorize a letter of authorization in the Synchronized Personnel Operational Tracker (SPOT) without it.
Meetings, Briefings, and Publications.
The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Technical Monitor (TM) of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.
TEMPORARY DUTY (TDY) TRAVEL.
The Contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the TM. The Contractor shall provide the performance of this task order Outside the Continental United States (OCONUS). Specific countries include, but are not limited to, Panama, Belize, Nicaragua, Honduras, El Salvador, Peru, Guatemala, and the Dominican Republic. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the Contractor. The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. Only required travel previously approved by the KO/COR/TM will be reimbursed under this T/O.

DATA REQUIREMENTS:
The Contractor shall ensure that all employees in the SPOT database have a current DD Form 93, Record of Emergency Data Card, on file with both the Contractor and the designated Government official.
Master Schedule (CDRL A00G).
The Contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Contractor’s Master Schedule shall include; but not be limited to, the following information:
· Timeline for providing proposed staffing
· Timeline for procurement of equipment
· Timeline for development of the Integration and Implementation Plan (if applicable)
· Timeline for Installation and Integration (if applicable)
· Timeline for system Test and Acceptance (if applicable)
· Timeline for Training (if applicable)
· Repair Concept and Turn Around Schedule
· Milestones for T/O Deliverables Contractor’s Progress Report (CDRL A002) A comprehensive progress report shall be delivered monthly to the Task Order Manager (TOM) and Contract Officer Reprehensive (COR). The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due no later than the seventh (7th) calendar day of each month.
Status Meetings (CDRL A003) The contractor shall provide a status review either in person, via teleconference or via electronic mail within ten (10) calendar days of a request by the KO, COR or COTR. This will include a PowerPoint presentation which will address current status of the T/O, including a technical/management review, a financial review (at a minimum the status of invoicing), anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, Technical Assistance Agreements (if required), country clearance issues for personnel traveling OCONUS, anticipated modifications, etc.
T/O Quality Control Plan (CDRL A00G).
The contractor shall provide a draft T/O Quality Control (QC) Plan with its response to the TORP. The final plan shall be provided within thirty (30) calendar days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:
QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
Management Plan (CDRL A00G).
The contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The final plan shall be provided within forty-five (45) calendar days of the contract award.
Program Reviews (CDRL A004).
The contractor shall support Program Reviews (commonly called Program Management Reviews [PMR] in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.
Licenses, Export Agreements, and Certifications (CDRL A00H) The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and should include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable.
