COST PROPOSAL FOR TASK DC012D
<Nu Way Cleaners, Inc./FDEP #ERIC_4701>
< Operations & Maintenance (Twelve Months)> (April 2024 through March 2025)
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD submitted a Site Assessment Report/Interim Source Removal Plan (SAR/ISRP) for the Nu-Way Cleaners, Inc. site located in Plant City, Hillsborough County, in July 2015. The SAR/ISRP was approved and the soil vapor extraction (SVE) system was installed in April 2016. Startup of the SVE system occurred on May 20, 2016. Although the system has likely removed the majority of available mass in the vadose zone, additional operations are recommended as part of the recently approved RAP in order to mitigate and potential vapors generated during enhanced groundwater bioremediation.
Task DC012D includes twelve (12) additional months of operation of the SVE system (April 2024 through March 2025) and annual groundwater monitoring. O&M will include monthly site visits and quarterly air sampling. During monthly O&M site visits, the remedial system operation will be verified and performance monitoring will be conducted. Performance monitoring will include determining and adjusting operating conditions to maximize mass recovery.
Subtask 1: Project Management Subtask 1 includes all tasks associated with management of six (6) months of O&M, sampling, and reporting at the Nu-Way Cleaner site.
Subtask 2: O&M (April 2024 through September 2024) During the operational period, GHD will conduct monthly Operations and Maintenance (O&M) site visits. During monthly site visits, the SVE system operations will be verified. The system operational conditions will be recorded. These conditions include the current status of each SVE well (open/closed), vacuum readings at wellheads, flow readings (total and well), hour meter readings, and water accumulation. During monthly site visits, the SVE operations will be modified (as directed by the Engineer) in order to optimize mass recovery. Verification of radius of influence may also be conducted. During quarterly site visits, field screening measurements will be recorded for each SVE well. Sampling will be conducted at effluent ports for laboratory analysis. All vapor samples will be analyzed for the presence of volatile organics by Method TO-15 and air phase hydrocarbons by MADEP APH Method.
After six months of operation and receipt of analytical data, an email summary will be prepared including recommendations for additional operations and/or modifications. The email summary will include update remedial action tables and any additional groundwater sampling information.
Subtask 3: Utilities (April 2024 through September 2024) Subtask 3 includes six (6) months of utility (electrical) service. The utility service was obtained through TECO and GHD will submit invoices for reimbursement.
Subtask 4: O&M (October 2024 through March 2025) During the operational period, GHD will conduct monthly Operations and Maintenance (O&M) site visits.
After the 12th month of operation and receipt of analytical data, a Remedial Action Status Report (RASR) will be prepared including recommendations for additional operations and/or modifications. The RASR will include updated remedial action summary tables and will also summarize any additional groundwater sampling results obtained as part of the RAP implementation.
Annual groundwater performance monitoring is proposed for January 2025. Groundwater sampling will be conducted at twenty-nine (29) monitor wells including: MW001, MW002, MW004, MW006, MW017, MW042, MW029, MW031, MW032, MW033, MW034, MW045, MW047, MW007, MW016, MW019, MW024, MW025, MW028, MW035, MW038, MW040, MW044, MW009, MW014, MW015, MW008, MW022, and MW037. A full round of water levels will be gathered during this sampling event. Samples will be analyzed for the presence of volatile organic halocarbons, total organic carbon, total dissolved solids, total recoverable petroleum hydrocarbons, sodium, ammonia, nitrate, molybdenum, chloride, sulfate, iron, and/or dissolved gases per the RAP sampling schedule.
Subtask 5: Utilities (October 2024 through March 2025) Subtask 5 includes six (6) months of utility (electrical) service. The utility service was obtained through TECO and GHD will submit invoices for reimbursement.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.
