Task Assignment DC016C Summary
This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) under Contract Number HW684. The task assignment authorizes GHD Services, Inc. to conduct groundwater monitoring and PFAS sampling at Island Cleaners, located at 2445 Periwinkle Way in Sanibel, Lee County, Florida (FDEP Project Number ERIC_4836). The document was executed on February 5, 2025, with a completion date of August 22, 2025. Key personnel include Mackenzie Childs (FDEP Project Manager) and Brian Moore (Contractor's Project Manager for GHD Services, Inc.).
The task assignment is structured as three subtasks with a total value of $13,329.11 on a fixed unit rate basis. Subtask 1 comprises project management activities calculated at 13% of direct labor costs ($759.59). Subtask 2 involves groundwater monitoring at eleven monitoring wells (MW001, MW006, MW009, MW010, MW013, MW017, MW019, MW020, MW021, MW022, and MW023), including water level collection from 21 total wells and groundwater sampling with volatile organic compound analysis using EPA Method 8260, valued at $6,670.13. Subtask 3 includes PFAS sampling at ten monitoring wells with analytical testing valued at $5,823.43. The work requires 62.73 total labor hours and includes costs for vehicle rental ($240.00), laboratory analysis ($4,718.00), field equipment and expendables ($970.80), and subcontractor services for industrial waste disposal ($137.50). Deliverables consist of a Field Notes and Groundwater Monitoring Report and PFAS field notes with analytical data, both due May 22, 2025. Payment is contingent upon FDEP approval of the Groundwater Monitoring Report for Subtasks 1 and 2, and completion of PFAS sampling for Subtask 3.

COST PROPOSAL FOR TASK DC016C
<Island Cleaners, Inc./FDEP #ERIC_4836>
<Groundwater Monitoring >
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD submitted an Interim Source Removal Plan (ISRP) in May 2024 for the Island Cleaners, Inc. site located in Sanibel, Lee County. The ISRP recommended soil removal and monitoring.
In order to establish current groundwater quality conditions at the site, groundwater sampling is recommended as part of Task DC016C. A summary of the proposed sampling is included below.
Subtask 1: Project Management Subtask 1 includes all project management activities associated with completion of groundwater sampling and reporting.
Subtask 2: Groundwater Monitoring Groundwater sampling is proposed at site monitoring wells MW001, MW006, MW009, MW010, MW013, MW017, MW019, MW020, MW021, MW022, and MW023. The sampling will include gathering water levels from all existing wells (21 total) and conducting groundwater sampling in accordance with FDEP Standard Operating Procedures. All groundwater samples will be analyzed for the presence of volatile organic halocarbons by EPA Method 8260.
Following receipt of groundwater analytical data, a summary report will be prepared. The summary report will include a description of field sampling methodology and analytical results for both sampling events. The report will also include recommendations regarding the next step toward site rehabilitation.
Subtask 3: PFAS Sampling As part of subtask 3, GHD will also conduct additional PFAS sampling to determine the extent of PFAS impacts identified in June 2023. Specifically, monitoring wells MW001, MW006, MW009, MW010, MW012, MW020, MW021, MW022, MW023, and MW024 will be sampled and analyzed for PFAS. Groundwater sampling will be conducted in accordance with FDEP and GHD SOPs for PFAS sampling. Monitoring wells MW001, MW006, MW009, MW010, MW020, MW021, MW022, and MW023 will be sampled as part of subtask 2. Monitoring wells MW012 and MW024 will be sampled for PFAS and an equipment blank and duplicate will also be collected.
The results of the PFAS sampling will be incorporated into the Groundwater Monitoring Report prepared as part of subtask 2. The PFAS results will be presented along with conclusions/recommendations.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.

Here you go Brian. I do this for a lot of engineering/consulting firms.
Be aware of the low stop less than 6 drums at $50/flat Be aware of the 10% to the total cost for FSC (implemented April 15).
