SUBJECT: Task Assignment Summary
HW684 DC013B
Operations & Maintenance
GHD Services, Inc. (GHD) will conduct 6 months of operations & maintenance (O&M) of the soil vapor extraction system present on site. Specific subtasks are detailed below:
Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.
Subtask 2: Semi-Annual O&M GHD will conduct system operations and performance monitoring. As recommended, the system will be configured for extraction from VE004, VE005, and VE006. Air injection will be conducted at VE009 and VE010. GHD will conduct monthly Operations and Maintenance (O&M) site visits. During monthly site visits, the SVE system operations will be verified. The system operational conditions will be recorded. These conditions include the current status of each SVE well (open/closed), vacuum readings at wellheads, flow readings (total and well), hour meter readings, and water accumulation. During monthly site visits, the SVE operations will be modified (as directed by the Engineer) in order to optimize mass recovery. Verification of radius of influence may also be conducted.
During quarterly site visits, field screening measurements will be recorded for each SVE well. Sampling will be conducted at influent ports for laboratory analysis. Vapor samples will be analyzed for the presence of volatile organics by Method TO-15 and gaseous organics by the MADEP APH Method. As part of subtask 2, groundwater monitoring is also recommended. Groundwater sampling will be conducted in July 2023. Prior to groundwater sampling, depth to water measurements will be gathered from all available monitor wells. Groundwater sampling will be conducted in accordance with FDEP Standard Operating Procedures. Sampling is proposed at monitor wells MW004, MW005, MW012, MW013, and MW017. The samples from MW004 and MW005 will be analyzed for the full suite of volatile organics and the samples from MW012, MW013, and MW017 will be analyzed for volatile organic halocarbons. After the six months of operation and receipt of analytical data, a Remedial Action Status Report (RASR) will be prepared. The RASR will include a detail of remedial system operations and performance. Operating conditions will be compared to design criteria and recommendations will be provided. The RASR will also include a summary of groundwater sampling procedures and results.
Subtask 3: Utilities (6 months) Estimated utility costs for six months of SVE system operation are $3,000.00 for electricity. Cost for utility bill handling are $120.00 ($20.00 per month).
GHD and the FDEP confirmed on June 30, 2023, that an Access Agreement with the current real property owner of the aforementioned site has been executed.
This work will be conducted in line with the scope of work included with GHD’s proposal, received April 3, 2023. Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is February 28, 2024, and the TA Completion Date is May 31, 2024.
The final cost total for Task Assignment DC013B is $17,132.83.

COST PROPOSAL FOR TASK DC013B
<Michael the Cleaners/FDEP #ERIC_5434> < Operations & Maintenance (Six Months)>
(April 2023 through September 2023)
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD submitted a Limited Site Assessment Report/Interim Source Removal Plan (SAR/ISRP) for the Michael the Cleaner site located in Sarasota, Sarasota County, in 2014. The SAR/ISRP was approved and the soil vapor extraction (SVE) system was installed and started in August 2015 under a PBC agreement. Recently, a decision was made between the FDEP and GHD to continue operations outside of the PBC agreement.
Task DC013B includes six (6) additional months of operation of the SVE system per recent GHD recommendations in a RASR dated January 26, 2023. O&M will include monthly site visits and quarterly air sampling. During monthly O&M site visits, the remedial system operation will be verified and performance monitoring will be conducted. Performance monitoring will include determining and adjusting operating conditions to maximize mass recovery.
Subtask 1: Project Management Subtask 1 includes all tasks associated with management of six (6) months of O&M, sampling, and reporting at the Michael the Cleaners site.
Subtask 3: Utilities Subtask 3 includes six (6) months of utility (electrical) service. The utility service was obtained through TECO and GHD will submit invoices for reimbursement.
