The scope of work consists of two subtasks: Subtask 1 involves project management services calculated at 13 percent of direct labor costs, and Subtask 2 encompasses annual groundwater monitoring including sampling, analysis, and reporting in accordance with FDEP standard operating procedures and EPA methodology. Groundwater sampling will be conducted at monitoring wells MW009, MW010, and MW018 using EPA Method 8260 for volatile organic halocarbon analysis, with water level measurements collected from all 11 wells at the site. The deliverable—a Groundwater Monitoring Report combined with Project Management documentation—is due August 16, 2024, with the overall Task Assignment completion date of October 16, 2024. The fixed unit rate total value is $5,979.69, to be invoiced upon FDEP approval of the Groundwater Monitoring Report. The cost estimate includes labor (39.75 hours across multiple staff categories), laboratory analysis ($277.50), equipment and expendables ($464.20), vehicle costs ($120.00), and subcontractor costs for IDW disposal ($125.00).

COST PROPOSAL FOR TASK DC015C

<International Professional Cleaners, ERIC_4365 >

Groundwater Monitoring C

1. INTRODUCTION:

Active remediation was conducted at this site between July 2004 and early 2016. Given the uncertainty associated with the location of any remaining subsurface contaminant mass and the variation in mass recovery rates through SVE, the value associated with continued system operations is unclear. As such, and based on recent discussions with the Department, system shutdown and periodic groundwater monitoring was recommended for the subject site. Given that the subject facility is currently actively drycleaning with PCE, periodic monitoring was recommended until drycleaning operations and/or the use of PCE is discontinued. Task DC015C includes annual groundwater monitoring in accordance with GHD recommendations (Report dated September 7, 2023) and FDEP approval.

Subtask 1: Project Management Subtask 1 includes all activities associated with the completing of annual groundwater sampling, analysis, and reporting for the International Professional Cleaners Site.

Subtask 2: Groundwater Monitoring

Groundwater sampling will be conducted in June 2024. Monitoring wells MW009, MW010, and MW018 will be sampled with volatile organic halocarbon (VOH) analysis using EPA Method 8260. During mobilization for sampling, depth to water measurements will be gathered from all wells (11 total). Groundwater sampling will be conducted in general accordance with FDEP SOPs.

Following groundwater sampling and receipt of analytical data, a summary report will be prepared. The summary report will include a description of field sampling methodology and analytical results. The report will also include recommendations regarding the next step toward site rehabilitation.
