COST PROPOSAL FOR TASK CS002
<Agricultural Insecticide Company Site/FDEP ERIC_14964>
< Site Screening >
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) is pleased to submit this proposal for sampling activities at the referenced site located in Belle Glade, Palm Beach County. We understand that subsurface testing was recommended to evaluate any potential threat of contamination. A detail of our proposed scope of work is included below.
Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of the site screening activities for the former Agricultural Insecticide Company Site.
Subtask 2: Site-Specific Quality Assurance Project Plan The initial step in the site screening process will be the development of a site-specific quality assurance project plan (QAPP). The QAPP will include details regarding the site background, objectives of the site screening, a sampling plan detailing locations and rationale for testing, laboratory analytical methods, field methods to be utilized, and the approach to data validation and use. The QAPP will be submitted to the Department for review prior to initiating field activities.
Subtask 3: Site Screening In accordance with our teleconference and the agreed upon scope of work, GHD will advance a series of borings to determine lithology, collect soil samples, and collect representative sediment samples. At this time, a total of seven (7) soil borings are proposed. The borings will be advanced with a hand auger. At each location, soil samples will be gathered from depths of land surface to 2 feet below land surface (bls) and 2-4 feet bls for confirmation laboratory analysis. The samples will be submitted to the FDEP analytical laboratory in Tallahassee for analysis. The samples will be analyzed for the presence of chlordane and toxaphene (EPA Method 8276), methoxychlor, endrin, endosulfan, dieldrin, DDT, phorate, ethoprop, methyl ethyl parathion, malathion, and azodrin (monocrotophos) by EPA Method 8270, and methomyl and 2,4-D by EPA Method 8321.
In addition to soil sampling, GHD will also gather representative sediment samples from seven
(7) identified locations along County Road 880 and Brown’s Farm Road in Belle Glade, Palm Beach County. Sediment samples will be gathered from the center of the canal at each identified location using a sediment sampling device (ponar dredge or similar). In general, the samples will include representative materials from the top 6-inches of the canal bottom.
During GHD’s field activities, if anyone is observed to be fishing in the canals, they will be interviewed to determine if they eat any of the fish from the canal.
Following receipt of analytical data, GHD will prepare summary tables and figures presenting a summary of the field and laboratory analytical results. The summary tables and figures will be provided to the FDEP along with all field notes and laboratory analytical repots.
Subtask 4: Site Investigation Report Following the review of the data by FDEP, GHD will assist with the preparation of a Site Investigation Report, which will include a summary of methodology and analytical results.
