COST PROPOSAL FOR TASK DC019D

< West Side Cleaners, 489502256 ERIC_5025>

Groundwater Monitoring

1. INTRODUCTION:

A Soil Vapor Extraction (SVE) system was operated at the West Side Cleaners site until late 2015. At that time, the system was shutdown and soil confirmation sampling was conducted.

Since the drycleaner was still active and utilized PCE in its operation, continued system shutdown was recommended along with periodic groundwater monitoring. Task DC019D includes annual groundwater monitoring in accordance with GHD recommendations from the previous Monitoring Report (March 26, 2025).

Subtask 1: Project Management Includes all tasks associated with project management for completion of groundwater sampling and reporting.

Subtask 2: Groundwater Monitoring Subtask 2 includes annual groundwater sampling. Prior to groundwater sampling, depth to water measurements will be gathered from all available site monitor wells (31 total). During a previous sampling in July 2019, GHD personnel installed passive diffusion bags (PDB) at select site monitor wells. As such, PDB sampling is proposed at seven (7) site monitor wells including MW014, MW018, MW021, MW023, MW024, MW026, and MW027. In addition to the use of existing PDBs, GHD will also sample monitoring wells MW019 and MW028 using conventional methods per FDEP recommendations. These wells do not contain diffusion bags.

All samples will be submitted to a Florida-certified laboratory and analyzed for the presence of volatile organic halocarbons by EPA Method 8260.

Upon receipt of analytical data, a summary report will be prepared. The summary report will include a detail of field sampling methodology, a summary of groundwater elevation data and flow interpretations, as well as a summary of groundwater analytical results. The report will also include conclusions and recommendations for additional monitoring and/or remedial activities.

Subtask 3: PFAS Sampling As part of Task DC019D, GHD will also complete PFAS sampling at monitoring wells MW018 and MW027. Sampling will be conducted in accordance with GHD and FDEP SOPs. The PFAS samples will be submitted to the FDEP laboratory in Tallahassee for analysis.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
