COST PROPOSAL FOR TASK DC028C

<Weavers Cleaner, ERIC_5008>

< Operations & Maintenance (Twelve Months)> (January 2025 through December 2025)

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

A Remedial Action Plan (RAP) was submitted in December 2009 for the Weavers Cleaners facility that was approved by the Department. The current task assignment includes costs associated with twelve (12) months of O&M.

Task DC028C includes twelve additional months of Operations and Maintenance (O&M) from January 2025 through December 2025, for the existing groundwater recovery system. The SVE system is currently offline and restart has not been recommended. The task includes regular O&M visits and annual groundwater sampling. O&M will include monthly site visits, monthly influent and effluent water sampling, and annual groundwater sampling. During monthly O&M site visits, the remedial system operation will be verified and performance monitoring will be conducted. Performance monitoring will include determining and adjusting operating conditions to maximize mass recovery.

The previous Remedial Action Status Report was submitted in July 2024. To date, no technical comments have been provided by the Department. As such, continued O&M in accordance with GHD recommendations is proposed.

Subtask 1: Project Management Subtask 1 includes all tasks associated with management of the O&M, groundwater sampling, and reporting for twelve (12) months.

Subtask 2: O&M – 6 months with semi-annual summary

Subtask 2 includes O&M activities from January 2025 through June 2025. During subtask 2, monthly O&M site visits will be conducted. Monthly site visits will include flow balancing, influent and effluent groundwater sampling, and groundwater recovery optimization.

Quarterly air stripper cleaning will also be conducted. During quarterly site visits, discharge sampling will also be conducted. Discharge sampling is required by Orange County on a quarterly basis for various parameters as part of the discharge permit. Orange County also required monthly reporting of flow and any analytical data. Following the September 2023 site visit, an semi-annual summary report will be prepared and submitted to the Department with recommendations for additional remedial operations.

Sampling Summary Monthly – Influent and effluent for groundwater system (8260 – VOHs) IWW Discharge (per Permit)

Annual Various parameters per permit Quarterly Flow, pH, BOD, Manganese, TKN, Phosphorus, TSS, TTO

Monthly Flow

Subtask 3: Utilities (January 2025 through June 2025) Subtask 3 includes utility (electric, POTW) discharges for six months. Based on previous usage, monthly invoices are estimated at $350 (electric) and $600 (POTW discharge)

Subtask 4: O&M – 6 months with RASR

Subtask 4 includes O&M activities from July 2025 through December 2025. During subtask 4, monthly O&M site visits will be conducted. Monthly site visits will include flow balancing, influent and effluent groundwater sampling, and groundwater recovery optimization.

Quarterly air stripper cleaning will also be conducted. In late October 2025, annual groundwater sampling will be conducted. Groundwater samples will be collected from monitoring wells MW003, MW011, MW012, MW014, MW015, MW017, MW019, MW024, MW025, and OW011. Groundwater samples will be analyzed for the presence of volatile organic compounds. During quarterly site visits, discharge sampling will also be conducted.

Discharge sampling is required by Orange County on a quarterly basis for various parameters as part of the discharge permit. Orange County also required monthly reporting of flow and any analytical data. Following the December 2025 site visit, an annual Remedial Action Status Report (RASR) will be prepared and submitted to the Department with recommendations for additional remedial operations.

Sampling Summary Monthly – Influent and effluent for groundwater system (8260 – VOHs) Annual GW sampling – MW003, 11, 12, 14, 15, 17, 19, 24, 25, and OW011 (8260 – VOHs) IWW Discharge (per Permit)

Quarterly Flow, pH, BOD, Manganese, TKN, Phosphorus, TSS, TTO Monthly Flow

Subtask 5: Utilities (July 2025 through December 2025) Subtask 5 includes utility (electric, POTW) discharges for six months. Based on previous usage, monthly invoices are estimated at $350 (electric) and $600 (POTW discharge)
