COST PROPOSAL FOR TASK DC005D

< Michael the Cleaner /FDEP ERIC_5426>

< Interim Source Removal Implementation>

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD previously completed site assessment activities and confirmation soil sampling at the Michael the Cleaner site. The assessment identified elevated levels of drycleaning chemicals in soil and groundwater beneath and downgradient of the former facility. As part of Task DC005C an ISRP was prepared that was recently approved by the Department. Task DC005D includes implementation of the source removal plan, specifically, baseline groundwater sampling and source removal activities as detailed below.

Subtask 1: Project Management Subtask 1 includes all tasks associated with project management for an ISRP implementation at the Michael the Cleaner site.

Subtask 2: Baseline Groundwater Sampling and Well Abandonment

The first step in implementation of the proposed source removal is baseline groundwater sampling. Groundwater sampling is proposed at monitoring wells MW006, MW008, MW010, MW011, MW012, MW013, and MW015. Sampling will include volatile organic halocarbons and/or total recoverable petroleum hydrocarbons as specified in the approved ISRP. Prior to groundwater sampling, depth to water measurements will be gathered from all available monitoring wells. Groundwater sampling will be conducted in accordance with FDEP standard operating procedures (SOPs). Samples will be analyzed in accordance with the approved monitoring schedule. Upon receipt of analytical results, the data will be tabulated and summarized for submittal to FDEP with recommendations.

As part of subtask 2 and following receipt of analytical data, well abandonment will be conducted in accordance with the approved ISRP. Monitoring wells MW006, MW011, and MW012 will be properly abandoned in accordance with Water Management District guidelines. Prior to well abandonment, the process will be permitted through local water management district and/or local health department. The wells will be abandoned by pumping grout bottom up using tubing or tremie method. Well abandonment completions will be included in the reporting under subtask 4.

Subtask 3: Source Removal Upon completion of baseline sampling and DEP approval of the email recommendations, source removal activities will be conducted. The following sequence of activities is proposed for the source removal.

• Backfill sampling

• Property Owner Notice

• Utility Clearance

• Equipment Staging

• Excavate Soils

• Backfill and Compaction

• Site Restoration

The excavation activities will be conducted using an excavator. The area will be excavated by maintaining a 1:1.5 slope down to the target depth of 5 feet below land surface. Soils will be directly loaded for off-site disposal. A total excavation weight of approximately 733 tons is expected. The soil is expected to be deemed non-hazardous and will be disposed at a Florida Class I Landfill.

Following excavation to depth, the area will be backfilled with a combination of pea gravel and clean backfill. Following placement of the pea gravel, clean import fill will be placed and compacted above a geotextile liner. The backfill will be used to bring the site to grade. The final restoration will involved repair of the asphalt pavement and concrete curbing.

During the excavation activities, GHD personnel will monitor the activities, conduct dust monitoring, and track truck manifests. and soil volumes/weights.

Subtask 4: Source Removal Report Following completion of source removal activities, a Source Removal Report (SRR) will be prepared. The SRR will include a summary of baseline groundwater sampling methods and results, a detail of the source removal activities, limits of excavation, waste manifests, and total excavation volumes/weights. The SRR will also include photographic documentation of the source removal and restoration activities. The SRR will propose additional monitoring to evaluate groundwater concentration trends.

Re: Former Michael the Cleaner Excavation 3432 Clark Rd., Sarasota, FL

Dear Mr. Moore, Action Environmental is pleased to provide the following bid for the excavation project locate at the former Michael the Cleaner site in Sarasota, Florida.

Below is a brief outline how the project will be completed and conditions/assumptions that are included as part of our bid. We are willing to discuss these should you have any questions or concerns

We look forward to future dialog regarding this bid and we appreciate the opportunity.

Methodology

Pre-Excavation

• Submit for local building permits.

• Layout excavation area with assistance from GHD.

• Call 811 Utility Locate and Perform GPR survey. Pothole, uncover and mark utilities.

• Provide erosion eels or other type of barriers to control storm water flow as necessary.

• Provide temporary fence panels to surround open excavation.

Excavation & Backfilling

• Sawcut perimeter of asphalt.

• Excavate soils starting at the northwest corner proceeding south/south east. Soils are to be direct loaded to the extent possible or stockpiled on plastic outside of the excavation footprint.

• Any utilities marked by the GPR or 811 survey shall be maintained during the soil removal process. All utilities within the excavation area (except irrigation) shall remain in place and not undermined during the excavation.

• If excessively wet soils are encountered the plan is to stockpile within the excavation to drain. If necessary, Action may stockpile soils on plastic in an area that slopes back to the excavation.

Action is assuming the extent of wet soils is limited and not deemed excessive resulting in delays to the project.

• Action anticipates that all soils are to be direct loaded to the extent possible.

• Once the excavation has progressed sufficiently to open up a workable area, then backfilling with stone will commence before the excavation is completed.

• Place #57 stone backfill in the areas where standing water and excessively moist/wet areas exist.

Stone shall only be places to a depth approximately 6-inches or less above the top of the observed water/excessive moisture depth which will allow for proper compaction of soils above the stone layer.

• Place filter fabric on top of the stone before soil backfill is placed.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit

False Mobilization (No drum found) $ 85.00 Per Stop

T&D - Non-Haz Soil $ 110.00 Per Drum

T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
