Temporary Well Installation and Baseline Groundwater Sampling

This Task Assignment authorizes GHD Services, Inc. (GHD) to install temporary wells using direct push technology (DPT) and perform baseline groundwater sampling in the area of the proposed excavation as defined in the Interim Source Removal Plan (ISRP) for the former Garland Supply Co. site. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of direct labor costs.

Subtask 2: Baseline Groundwater Sampling GHD will oversee the installation of seven (7) temporary groundwater monitoring wells via DPT. All seven wells and existing wells MW001, MW002, and MW003 will be sampled and analyzed in accordance with the schedule proposed in the ISRP for volatile organic halocarbons (VOHs), total recoverable petroleum hydrocarbons, and/or dissolved gases (methane, ethane, ethene). Samples from the backfill source area will also be collected and sampled for parameters identified in the ISRP. All data will be incorporated into the ISRP under a separate Task Assignment.

The lowest cost responsive and responsible drilling and investigation derived waste (IDW) subcontractors were chosen (JAEE Environmental and Erwin Remediation, respectively).

GHD and the FDEP confirmed a valid Site Access Agreement with the real property owner of the subject site is in place.

This work will be conducted in line with the scope of work included with GHD’s December 21, 2022, cost proposal, CEF, and Level-of-Effort sheets. The final deliverable will be submitted on or before February 9, 2023 and the completion date for the task assignment is November 18, 2022.

The final cost total for Task Assignment HW684 DC004C is $18,904.36

COST PROPOSAL FOR TASK DC004C

< Garland Supply , FDEP ERIC_4464>

< Interim Source Removal >

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD prepared an Interim Source Removal (ISR) Plan for the Garland Supply site that was recently reviewed by the Department and approved. Task DC004C includes the activities associated with baseline groundwater sampling and characterization of the proposed backfill.

The ISR Plan proposes the excavation of shallow soils located at the site.

Subtask 1 – Project Management Subtask 1 includes all those activities associated with project management for the implementation, oversight, and reporting associated with the ISR implementation.

Subtask 2 – Baseline Groundwater Sampling Subtask 2 includes baseline groundwater sampling. As referenced in the ISRP, wells are not present in the vicinity of the proposed excavation area. As such, GHD will oversee direct push drilling that will involve the installation of seven (7) temporary wells. The temporary wells will be installed to depths of 15 (4), 28 (2), and 48 (1), feet below land surface.

Following installation, baseline sampling will be conducted at the new wells and at existing wells MW001, MW002, and MW003. Prior to sampling, depth to water measurements will be gathered at all available monitor wells. Groundwater sampling will be conducted in accordance with FDEP standard operating procedures. Groundwater samples will be analyzed in accordance with the sampling schedule proposed in the ISRP and include volatile organic halocarbons, total recoverable petroleum hydrocarbons, and/or dissolved gases (methane, ethane, ethene).

In addition to groundwater sampling, GHD will also gather a soil sample from the source location for the backfill. The soil sample will be analyzed for parameters identified in the

ISRP.

Upon receipt of analytical data, a summary will be prepared and submitted to the Department for review and approval prior to implementing the source removal.
