About this file
This document is a Task Assignment Change Order Form (Change Order No. 1) issued by the Florida Department of Environmental Protection (FDEP) for a project at Terra Ceia Preserve State Park. The contract involves FDEP's Bureau of Design & Construction (BDC) as the state agency and DodStone Architects as the consulting firm, with George & Associates, Consulting Engineers, Inc. as a subconsultant. The original contract was established under FDEP Contract No. CN212, with the project focused on new administrative offices and a shop facility at the state park location.
Change Order 1 adds schematic design services for newly approved facilities, increasing the contract value by $4,133.04. The change order breaks down into two subtasks: Subtask 1g for preparation of conceptual architectural plans for the administration building ($3,722.16) and Subtask 1h for modifying the site plan to include the administrative building and fenced vehicle areas ($410.88). The revised total contract amount is $27,504.81, with no change to the task execution timeline (end date remains December 31, 2023). Deliverables consist of PDF files of floor plans, elevations, and site plans to be submitted to BDC's designated project manager. Payment is due upon submission and approval of each deliverable, with the understanding that unsatisfactory deliverables must be corrected within 15 consecutive days at no additional cost, and all deliverables are deemed approved if BDC does not provide written notice of deficiencies within 20 consecutive days of receipt.

Mr. Andrew Lippens Project Manager Florida Department of Environmental Protection Bureau of Design & Construction (BDC) 3900 Commonwealth Blvd. MS520 Tallahassee, Florida 32399
Re: Terra Ceia Site Development Terra Ceia Preserve State Park CO1: Addition of Administration Building to Program
Mr. Lippens, Based upon the meeting held on Wednesday, July 29, a new administration building and fenced vehicle yard are being added to the project scope. The programming for these facilities is as documented in the Meeting minutes from that conference call, dated July 30, 2022. This proposal adds the hours in the previously submitted tasks to include the time necessary to include these elements in the schematic design. As we were able to stop work under the previous contract before extensive work was begun on the site layout, we are able to limit the additional fees charged at this time.
This phase proposal is limited to the schematic design phases and to identifying the environmental and permitting requirements for the project. A separate proposal for Phase II will be submitted that will include the remaining design and construction administration phases.
The parcel ID for the property is 2122700309 which is located in Flood Zone AE 8. As such the finished floor elevation for all new vertical structures will need to be at or above a 9-foot elevation. The existing septic that serves the mobile home is at capacity, but once the mobile unit is removed, it may be possible to tie a portion of the development into this system. The condition of the septic system serving the old caretaker’s cottage is unknown. Any new septic system would have to be elevated above the flood plain.
Subtask 1g: Preparation of Conceptual Architectural Plan for the Admin Building Additional Scope: Modify the previously submitted schematic floor plan and elevations of the 4-bay shop building to incorporate the program changes as outlined in the previously mentioned meeting minutes (attached for reference). Provide a schematic floor plan and exterior elevations for the administrative building.
Overlay an outline of those plans along with the outline the fenced enclosure over top of a google-earth or similar image (intent is to show relative scales and determine feasibility for locating the facility on one side of the entry drive vs the other).
Deliverables: Dodstone Architects will provide pdf files of the floor plan, exterior elevations and site plan to BDC’s designated project manager via e-mail.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

In addition to the new shop building, the two RV sites, dumpster location, and new impervious roadways; the administrative building and fenced vehicular storage area will be incorporated into this conceptual plan.
As indicated previously, natural features such as floodplains, floodways and the location of the existing infrastructure such as wells and on-site septic tank systems will be indicated. The site plan will be developed with the use of available GIS data from Manatee County. The intent of the site plan will be to obtain buy-in from BDC of the overall concept and have sufficient information for meaningful discussions with the different permitting agencies as described under subsequent Subtasks.
Deliverable: Consultant will provide a portable document file of the conceptual site plan.
