About this file

This document is a Task Assignment Change Order Form (Change Order No. 1) issued by the Florida Department of Environmental Protection (FDEP) for contract CN212, Task Assignment TA11. The project involves the Youth Camp Office at Wekiwa Springs State Park and is being executed by DodStone Architects as the primary consultant, with subcontractors including FSM Engineering, George & Associates Consulting Engineers, Southeastern Surveying, Ardaman & Associates, and others. The contract manager for FDEP is Philip Stone, and the project manager is Laura Ross. The change order was executed with digital signatures between June 2020 and January 2021.

The change order authorizes four additional service tasks valued at $14,882.18, bringing the total contract amount from $66,246.07 to $81,128.25. The tasks include: Subtask 1c (Site Surveying and Soils Testing) at $2,154.44, requiring topographic survey expansion and permeability testing for stormwater management; Subtasks 3d, 4c, and 7n (Fire Sprinkler Design) totaling $7,796.14, covering design services at 60% and 90% construction document phases plus shop drawing review; and Subtask 6d (Stormwater Design) at $4,931.60, for obtaining Orange County Development Engineering Division approval of on-site stormwater management facilities. All tasks are fixed-fee arrangements with no reimbursable costs. The project end date remains December 31, 2021, with no time extension. The change order addresses additional scope required for permitting, including building expansion impacts, sprinkler system requirements for R-3 occupancy classification, and stormwater management for increased impervious surface area.

Re: CN212 TA11 CO#1

The Youth Camp Office Wekiwa Springs State Park Additional Services regarding:

Location of Sanitary Cleanout Building Sprinkler Systems Storm Water Management

Ms. Ross, We are submitting this proposal to address some of the additional scope that is required in order to be able to acquire a permit for the building as currently proposed.

Background

The previous building that this structure replaces was approximately 1,200 sf. The current design is 1,624 sf of heated-and-cooled area and 2,268 sf under-roof. In addition, DEP requested that a walkway encircle the building. It is estimated that the sidewalk will add another 1,173 sf of impervious area. During the pre-submittal meeting, the Development Engineering Division of Orange County indicated that any increase beyond the original impervious would require the design and construction of a stormwater management facility to provide water quality treatment. This facility will have to be reviewed and approved by the Development Engineering Division of Orange County. To complete this work, a soil boring will need to be taken where the water retention is proposed in order to determine the properties of the soils in this location. The survey area will also need to be expanded to include this area.

Onsite discussions revealed that the existing sewer line connecting to the building has undergone repairs in the past. A new line between the building and nearby manhole was recommended by the design team and accepted by DEP. Orange County requires that all trees impacted by construction be identified. The survey area will need to be expanded to locate these.

During the Pre-Application meeting, the use of the building was discussed with the Orange County Building Department. They indicated that the building will need to be listed as both a Business Occupancy and as a Residential Property. As such the more stringent requirements for each will need to be addressed. As a Business Occupancy, full ADA compliance must be met. In addition, as the building is over 1,500 sf, a hi-lo water fountain will need to be included. The R classification will require the windows in all bedrooms to be sized to allow for egress. In addition, a sprinkler system must be provided. The only aspect of this that requires additional services is the inclusion of the sprinkler system.

Task 1c: Site Surveying and Soils Testing Description: Southeastern Surveying will request a design ticket from Sunshine 811 as required and provide the utility contact information received from the Design Ticket. Southeastern Surveying will provide a Topographic Survey meeting the Standards of Practice as prescribed by the Florida Board of Professional Land Surveyors in Chapter 5J-17FAC, Section 472.027 of the Florida Statues. The survey will focus on two areas of the site, and include the following:

Between Proposed construction site and Manhole:

• Locate and detail the sanitary cleanout to include size, type, top elevation, and invert elevation.

• Obtain spot elevations on natural found and existing improvements suitable for interpolation of one-foot contours to be shown on the final drawing.

• Establish a minimum of two (2) site benchmarks.

• Topographic coverage will be limited to the area outlined in yellow on the attached areal exhibit dated May 14, 2020.

• Locate trees 6-inch and greater diameter breast height (DBH)

Survey expansion to address location of building and stormwater retention

• Obtain spot elevations on natural found and existing improvements suitable for interpolation of one-foot contours to be shown on the final drawing Sealant between the exterior precast panels

• Topographic coverage will be limited to the area outlined in yellow on the attached areal exhibit dated May 14, 2020.

• Locate trees 6-inch and greater diameter breast height (DBH) Note: The area required for this work would have been less if the initial survey had been shifted to the NW of the original building site. Dodstone will be covering 100% of the costs for Southeastern Survey to perform the portion of the survey related to the building location and stormwater retention.

Ardaman & Associates will perform a field permeability test at the location of the proposed stormwater swale. The field permeability test will include installing a solid-walled PVC casing, snugly fit, into a 4-inch diameter auger boring. The bottom of the pipe will be open and raised 1 foot above the bottom of the boring. The bottom 1 foot of the boring will be gravel-packed. The rate water is taken in by the formation is measured and used to calculate permeability. The test will be run as a “constant head” test by maintaining the water level in the casing at ground surface level, or as a “falling head” test in which the rate of water drop will be measured. (Note: the costs listed below assume that this work will be conducted at the same time as the soil borings for use in verifying the soil’s load bearing characteristics below the foundations. If conducted at a separate time, additional charges would apply).

Deliverables: Deliverables will consist of electronic pdf files of the site specific survey sheets and an electronic autocad file of the site specific topographical survey and electronic copies in pdf format of the report prepared by Ardaman & Associates.

Schedule: 25 working days from written receipt of notice to proceed.

Performance Requirements: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Tasks 3d, 4c, and 7n: Fire Sprinkler Design Description: Engineering services will be provided by FSM Engineering to provide Fire Protection system that will comply with requirements for a R-3 type occupancy. The system will be designed to comply with the appropriate Florida Building Codes. Plans will indicate coverage and hazard area designations. A detailed fire sprinkler design including hydraulic calculations are excluded and are anticipated to be performed by the fire sprinkler sub-contractor.

Dodstone Architects will coordinate the drawings with this work, and show head locations on the reflected ceiling plans.

The results of a flow test are required in order to design this system. Robert George and Associates will develop a map of the existing water mains and develop a hydraulic model that demonstrations the available residual pressure at an established flowrate. Design calculations will be submitted to the State Fire Marshall and Orange County Building Department to assist in obtaining the required approvals and permits from those agencies.

Deliverables: Deliverables will be incorporated into the 60% (Task 3d) and 90% (Task 4c) Construction Document deliverables. In the 60% Submittals, head locations and basic pipe locations will be shown. In the 90% Submission, the specifications as required to acquire a permit and for the specialty engineer to complete the hydraulic calculations will be added. George & Associates, Consulting Engineers, Inc. will submit a Needed Fire Flow Report documenting the available residual pressure and flow for the new proposed building. The shops prepared by the specialty sub-contractor will be reviewed (Task 7n) during Construction Administration. Copies of those shops will be shared with DEP.

Schedule: No impact to the original delivery time table.

Performance Requirements: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
