Mr. Richard Rowe Project Manager Florida Department of Environmental Protection Bureau of Design & Construction 3900 Commonwealth Blvd. MS520 Tallahassee, Florida 32399

Re: Wakulla Springs Lodge Elevator Modernization Facilities Report Wakulla Springs State Park 550 Wakulla Park Dr.

Wakulla Springs, FL 32372 Wakulla County

Mr. Rowe, We are pleased to have the opportunity to provide services related to the preparation of a Facilities Assessment report pertaining to the modernization of the elevator located within the Lodge at Wakulla Springs State Park.

By performing a study before assembling a proposal to develop the construction documents, we will be able to have a better understanding of what work will be required.

Our approach to the project would be as follows:

Task 1a - As-Built review Description: The existing drawings that are available for this property are incomplete. The design team will need to review the property to conduct an overview audit of the existing elevator system and components that support that system. This will include the elevator shaft, pit, overhead run space, as well as areas housing the elevator machines and controls. Any areas that support the elevator or elevator equipment, such as the electrical room, mechanical system serving that equipment (if any), and lobbies adjacent to the elevator will also be reviewed. It is not the intent to survey or document the entire building.

Only areas that will be impacted by the modernization will be reviewed.

Old drawings acquired from Otis appear to indicate that the existing elevator machine was once accessible from the roof. During the on-site review, we would like to be able to gain access to the roof to determine if it would be feasible and/or cost effective to restore this access. This proposal assumes that a means to access the roof is available on site. If other arrangements need to be made, please advise. Depending upon what needs to be acquired, additional fees may be required. If accessing the equipment from the roof looks feasible, the areas likely to be impacted by the work will be included in the as-built drawings.

During the as-built review, photographs of salient historic features (such us the hoistway door, cab finishes, call button design, lanterns, lobby design, and the impact of the elevator on the building exterior) will be taken, as well as overall dimensions for those areas. It is anticipated that this information will be helpful to have prior to meeting with the Department of Historic Preservation.

Deliverables: Deliverables will consist of pdf files of the following:

Partial floor plans of the hoistway and adjacent lobby areas Partial floor plans of any areas containing supporting equipment (electrical rooms etc.)

Simplified exterior elevations if it appears that work will impact the exterior Roof plan if it appears that work will impact the roof configuration Copies of photos taken of ‘salient historic features’.

Documentation of plumbing and electrical will be limited to what is immediately accessible and what is required to achieve the project goals as previously listed. The electrical engineer will assess the existing electrical panel and service to the building to determine if any upgrades will be required. Evaluation of the structural system is being deferred until it is known if the proposed work will impact any of the structural system.

Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Task 1b – Facilities Analysis Report Description: The design team will review the Lodge elevator, associated equipment, and elevator lobbies; and prepare a report that will summarize any deficiencies observed and make recommendations for their modernization.

The elevator code identifies the components that must be brought up to code regardless of their existing condition. Beyond those items, only components that are either modified during the project, or did not meet the code that was in effect at the time of their original installation, are required to be brought up to today’s code. For this reason, the report will include a list of codes that will impact the project (past and present) as well as a code summary as it relates to the anticipated scope of work. Items that are required to be brought up to code will be identified. If the design team recommends any upgrades that exceed what is required by code, those will be identified separately along with the reason for the recommendation.

As the building is on the Historical Preservation list, during this phase Dodstone will meet with the Department of Historical Protection to discuss what their expectations will be. We will review the photos taken in the field of historic features observed. Where current codes will impact those elements, options will be discussed with the Department. Minutes will be taken covering any communications had with this department.

The Facilities Analysis Report will note the following:

• List of current codes impacting the project.

• List of codes in effect at the time the elevators were originally constructed.

• Code summary as it relates to the anticipated/recommended scope of work.

• Code deficiencies observed that are required to be addressed as part of the project scope.

• Any deficiencies or wear observed on existing elevator equipment.

• Identify any equipment that could be retained in its current condition or refurbished as a cost-saving measure.

• Identify any equipment or building components related to this project scope that are at or close to the end of their life span and should be replaced.

• Identify any building components related to the elevator modernization that are in need of maintenance or repair.

• Identify any areas where the existing finishes within the anticipated scope of work are showing signs of age or damage or that would be impacted by the modernization effort.

• Identify any modifications or additions that need to be made to the electrical, mechanical, plumbing, or fire safety equipment to bring the elevator system up to current code (Note:

evaluation is limited to items that are readily accessible without the need for any destructive demolition or a licensed contractor on hand).

• If multiple design options are possible, the report will identify them and discuss any pros or cons associated with them.

• Upgrades that may be beneficial to be conducted as part of this project but are NOT required to done will be identified as such.

• Meeting minutes documenting what was discussed with the Department of Historic Preservation.

• An order of magnitude construction cost projection for budgeting purposes.

• Identification of any areas that may lead to future change orders during construction as well as any options that can be taken to minimize and/or avoid those issues.

Deliverable: An electronic copy of the report in pdf format will be delivered.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
