Re: Unisex Additions to the existing Bathhouses Henderson Beach State Park
Mr. Rowe, We are pleased to have the opportunity to provide services related to the addition of the unisex restrooms and other ADA modifications to the two Bathhouses located at Henderson Beach State Park. We understand the goals of the project are to address the following:
• Addition of two unisex restrooms to each side of the existing eastern bathhouse located on the western edge of the Park by the beach.
• Reconfigure the entrances to the existing men’s and women’s restrooms as required to accommodate the new Unisex restrooms.
• Verify if the existing ADA stalls are grandfathered in, as they were ADA compliant at the time of construction and upgrade to the new ADA Florida stall if required.
• Replace the existing toilet partitions with new overhead mounted partitions utilizing the existing overhead structure.
• Replace the existing toilet paper dispensers with new large roll dispensers.
• Provide at least one water fountain with a bottle filling station.
• Call for a baby changing station in each unisex, men’s, and women’s restroom.
• All other existing restroom accessories can remain.
This proposal assumes that the revised layout will fit below the existing roof and within the existing exterior walls. If it is determined that expanding the building footprint is required to meet the program scope, additional design fees will apply.
Per your direction, the project will not include addressing any of the existing rusting bolts/hurricane clips, structural braces, or damaged existing louvers. Our understanding is that DEP will be correcting these elements under a separate contract. Structural scope will be limited to the wind load diagrams needed for permitting, and to assist as needed where openings need to be added for new doors or louvers.
It is our understanding that all hazardous material testing, including asbestos and lead testing, is being addressed separately by DEP. Identification and remediation are not included in our scope. It is also our understanding that this restroom meets the local flood management requirements (2 feet clear of the established base flood elevation) and that DEP has acquired all necessary documentation to satisfy the permitting office regarding compliance with the FEMA regulations.
Plumbing and electrical upgrades are limited to what is required by code to support the new restroom layout and to relocating the existing electrical panel. Work more than five feet beyond the building is not included for any discipline. All ventilation is to be by passive means. No mechanical system design is included. It is our understanding that the existing fire hydrant that is located near the western bathhouse will satisfy all requirements of NFPA1-18 and that no design work pertaining to this code is required.
Dodstone Architects | 3011-1 Powell Road | Tallahassee, FL 32308 | 850.656.7326 | #AA26001632
Should any structural repairs/upgrades, or plumbing/electrical upgrades be requested by any of the permitting agencies, or DEP, these services can be provided for an additional negotiated fee.
It is our understanding that both buildings are landward of the CCCL and therefore consultation with the Bureau of Beaches and Coastal Systems is not required, and therefore not included.
It was noted that the handrails on the ramps and some of the stairs on site, are not fully compliant. Per direction from DEP, correcting these areas and a full evaluation of ADA compliance is not included. Except where noted otherwise, evaluation of the existing conditions for ADA compliance is not included. All new work will be designed per the latest codes.
The scope of work does not call for civil engineering or landscaping; and as such are not included with this proposal. Should any issues arise during the course of this project that require consultation or input from these disciplines, additional design fees will be required.
Our approach to the project would be as follows:
Subtask 1a - As-Built review Description: Review existing construction documents. Input plan information into CAD in preparation for field confirmation. Visit the site and perform field verification as it relates to the overall project scope.
Update CAD drawings as required. Documentation of the plumbing and electrical equipment will be limited to what is required to achieve the project goals and to what is observable. Some of the crawl spaces have infilled with sand. Assumptions will be made for any area that cannot be accessed.
Deliverables: Deliverables will consist of pdf files of the floor plans and exterior elevations sent electronically to DEP’s designated project manager.
Schedule: As noted in the schedule summary.
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 1b – Pre-Design Research Description: The City of Destin has three ordinances that are currently in affect that could impact this project. They include the Code of Ordinances, the Comprehensive Plan, and the Land Development Code which can all be accessed at https://library.municode.com/FL/Destin. These are requirements that are above and beyond what is required by the Florida Building Code, and Life Safety Plans adopted by the State of Florida. Dodstone will review each of the documents and identify any areas that may impact the design, construction, or permitting of the project. A summary of any findings will be written up in a short report.

Subtask 2b – Pre-Application Meetings Description: Dodstone will contact the local Environmental and Building Permitting agencies to review the project once a schematic design has been selected. The intent will be to minimize unexpected local requirements causing change orders during construction. FEMA requirements will be reviewed to confirm that the structure is in compliance with local flood mitigation requirements. It will be necessary to remove some of the sand below the building to access the plumbing. This aspect of the project will be discussed with those departments so that any special mitigation efforts or restrictions can be noted on the drawings.
We will also verify that the existing handicapped stalls will not need to be brought into compliance with the latest ADA code revisions since they were compliant at the time they were constructed. If any other grey areas were identified during Subtask 1b, this will also be reviewed. It is assumed that all discussions will be held by phone or via electronic conferencing (such as Zoom). Should it be required to visit the Destin permitting office(s) in person, additional fees will be required.
