Re: Terra Ceia Site Development Terra Ceia Preserve State Park 130 Terra Ceia Road
Ms. Ross, We are pleased to have the opportunity to provide services related to the site development at Terra Ceia Preserve State Park. Based upon the information you have provided, we understand that this project will include:
• Demolition of the existing caretaker’s cottage & existing two-bay shop building
• A new four bay shop building with storage area, electrical room, and mechanical room.
Plumbing would be limited to an exterior hose bib, a large shop sink inside, and a water fountain. No meeting room, office, breakroom, or restroom is required.
• Two concrete RV site pads, each with water and power hook-up for the Site Volunteers.
• A paved area for a dumpster
• A paved road connecting the developed area to the nearest maintained paved road.
• Surveys, soil borings, civil and environmental permitting as necessary to develop the site selected by BDC.
The parcel ID for the property is 2122700309 which is located in Flood Zone AE 8. As such the finished floor elevation for the four-bay shop and all of the hook-ups at the RV site will need to be at or above a 9-foot elevation. Substantial fill will need to be brought to the site. There are also no fire hydrants in close proximity, so addressing NFPA 1-18 will need to be considered. The existing septic that serves the mobile home is at capacity. The condition of the septic system serving the old caretaker’s cottage is unknown.
Any new septic system would have to be elevated above the flood plain.
Due to the number of unknowns involved, we recommend breaking this project into two Phases. Phase I – Conceptual Planning - would focus on identifying all of the environmental and permitting requirements for the project. At a later date, a separate proposal for Phase II can be submitted that would include the remaining design and construction administration phases.
Phase I: Conceptual Planning will conclude the following Subtasks:
Subtask 1a: Site visits by Civil consultant, Architect, and the MEP consultant Subtask 1b: Preparation of Conceptual Architectural Plan Subtask 1c: Preparation of Conceptual Site Plan Subtask 1d: Conceptual Review Meeting Subtask 1e: Civil Pre-Application meetings Subtask 1f: Pre-application meeting with the State Fire Marshall
Our approach to the project would be as follows:

Subtask 1f: Pre-application meeting with the State Fire Marshall Description: There are currently no fire hydrants near this property. Dodstone Architects, Inc. will conduct a preliminary Code Review to identify the occupancy type and construction type of the shop building, and the overall requirements per NFPA 1-18 that will need to be accommodated. Dodstone will request the State Fire Marshall to provide the contact information for the local Fire Chief in charge of providing fire-fighting services to that area. Via email or telephone, Dodstone will reach out to the Fire Chief to determine what types of trucks they currently use, and what water carrying capacity they have. With this information, an online meeting will be scheduled with the State Fire Marshall to determine what level of services will be required for NFPA 1-18 to be satisfied at this location. If the existing fire-fighting equipment available is not sufficient, from past experience, the possible options include providing a new fire hydrant at the property, or providing a water tank that can serve in the event of a fire.
