Re: Edward Ball Wakulla Springs State Park Interpretive Center

CO 01: Addition of Design Development, Construction Documents, and Construction Administration Phases and Rehabilitation of the Existing Water Tower.

550 Wakulla Park Dr.

Wakulla Springs, FL 32372 Wakulla CLIENT

CN212, TA 23, 61426C, CO 01

Mr. Straight, As requested, we are submitting this proposal to include the design development, construction document preparation, and construction administration phases for the site and building design for the Interpretive Center at Edward Ball Wakulla Springs State Park. Also included are civil and mechanical services related to rehabilitating the existing water tank that previously served the adjacent Lodge.

This proposal is based upon the building schematic designs prepared previously by Dodstone Architects, Inc., dated 11/11/2022 and the schematic site plans developed by George & Associates, Inc., submitted on 12/01/2022.

The proposed services are as follows:

Subtask 3a – Site & Utility Survey Description: Dodstone and G&A will coordinate with Steve Stinson & Associates (SS&A) to provide a site-specific topographic survey of the proposed Interpretive Center, Water/Fire Protection line route, and Utility Location areas. Existing adjacent buildings will be located as well as any existing sanitary sewer man-holes, power poles, and known underground utilities. The survey will extend to the elevated water tank site. The survey will include:

• Establish on-site horizontal and vertical control points with values derived from nearby FDOT published control points.

• Trees 6” DBH and larger will be located with size and type of tree noted for each

• Locate all above ground/visible utilities within the project area. Coordinate with Southeastern

Surveying Inc. to locate subsurface utilities.

• Survey routes between existing water tower and Interpretive Center

• Collect elevation shots to establish one-foot contours across the site producing a DTM suitable for civil design purposes

• All survey information will be tied to NAVD ’88 Vertical datum and NAD 83/90 Florida State Plane coordinated based upon NGS or FDOT recorded control points near the project areas

Deliverables:

• Site specific 22” x 34” survey, pdf and .dwg

Fees:

Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Total Subtask 3a Costs:

$14,102.50

Subtask 3b – Subsurface Utility Engineering (SUE) Description: Dodstone and G&A will coordinate with Southeastern Surveying and Mapping Corporation (SSMC) to provide Subsurface Utility Engineering (SUE) to determine approximate horizontal and vertical location of existing utilities using ground penetrating radar instruments for Quality Level B locates and designated Quality Level A test holes to verify horizontal and vertical depths.

Work will include:

• Horizontally locate and field mark (paint & flags) Potable Water Mains from water tower to lodge to proposed interpretive center

• Horizontally locate and field mark (paint & flags) all public and private subsurface utility mains and service lines excluding gravity sewer and irrigation

• Coordinate Sunshine 811 and utility locates to include supplemental calls to each locator to expedite the field marking of each subsurface utility as required by law

• Expose the subject utilities by using non-destructive vacuum excavation methods at up to five (5) specific locations to be determined later

• Confirm/determine the vertical and horizontal position of the subject utilities and record the information, using the locate marks provided by the utility owners and/or their representatives unless otherwise requested by client

• Any asphalt/concrete removed will be repaired using like materials

• Tie each test hole location to a minimum of three visible physical features to enable this data to be added to base map and also enable future recovery

• Provide project management and coordination throughout duration of all field activities

Deliverables:

• SUE and Test Hole Report with sketches, pdf

Subtask 3c – Geotechnical Investigation & Asbestos Testing Description: Dodstone and G&A will coordinate with Southern Earth Sciences, Inc. (SES) to provide geotechnical investigation and asbestos testing for the project. SES proposes travelling to the project site to perform four (4) standard penetration test (SPT) borings to a depth of 15 feet below existing grades at the four (4) corners of the proposed Interpretive Center. In addition, three (3) hand auger borings will be performed surrounding the proposed building in proposed walkway areas to a depth of 5 feet below existing grades.

Select soil samples will be obtained and transported back to the SES laboratory for classification testing.

The SPT boring test holes will be sealed with Hole Plug after obtaining groundwater depths. The hand auger borings will be backfilled with soil cuttings. Upon completion of laboratory testing, SES will provide a report with the results of the field and laboratory testing, evaluation of the conditions encountered, and soil-related recommendations for foundation design.

SES understands that there is some exposed piping associated with the elevated water tank/system and that it is desired to determine if the piping contains asbestos. SES will have an accredited Asbestos Inspector obtain bulk samples of the exposed piping. The samples will be sent to a NVLAP Laboratory for bulk PLM Analysis. SESI will issue a brief report identifying where asbestos-containing material (ACM) was encountered. (Notes & Exclusions: This testing will not be a complete NESHAP survey of the entire system and the report will not be an abatement specification. Demolition of material may be required in order to test.)

Deliverables:

Subtask 4d – NWFWMD, FDEP, & Wakulla County Permitting Description: G&A will prepare application packages for submittal to Northwest Florida Water Management District (NWFWMD), Florida Department of Environmental Protection (FDEP), and Wakulla County.

The proposed site work and potential impacts from proposed impervious areas is expected to be permitting through the NWFWMD. The proposed work, and particularly the amount of new impervious area, is expected to be right on the threshold of needing a permit or being exempt from having to get a permit (less than 9,000

sq. ft.). Additional coordination with the NWFWMD will be required when a detailed site plan with accurate site data quantities are known. Exclusions: If the proposed site work does not qualify for an exemption from the NWFWMD, or the jurisdictional agency control is transferred to the FDEP, and a General or Individual Permit is required then additional services will be needed.

Permitting for the proposed potable water / fire lines, and wastewater improvements are expected to be through the FDEP Northwest District. Potable water and fire line improvements and extensions will be downstream of the water meter, and therefore should fall under the FDEP self-certification exemption. The wastewater improvement and connection will fall under the domestic wastewater collection/transmission system permit which will include coordination with FDEP and the wastewater treatment plant utility owner.

Local permitting will be required through the Wakulla County Planning & Community Development Department for their Site Plan Approval process.

Subtask 4e – Talquin Utilities Coordination for Elevated Water Tank Rehabilitation Description: G&A will coordinate the proposed rehabilitation plans for the elevated water tank with Talquin Utilities. The elevated water tank connection to the municipal Talquin water line is upstream of the park’s water meter, but is owned by the park, thus presenting a unique scenario regarding the ownership and roles/responsibilities between property owner and utility provided (Talquin).

This task will require coordination to ensure that all the parties are in agreement on the proposed improvements, and that the improvements are in full compliance with federal, state, and local regulations. The proposed rehabilitation plans and scope of work will be submitted to Talquin for approval by them that the proposed work will not negatively impact their system.

Notes & Exclusions: If elevated water tank is elected to be used for both potable water and fire protection, then an FDEP Public Water System (PWS) permit application will be required. Services to submit documentation for this are not included in proposal. Services beyond utility plan and scope of work for tank rehabilitation, such as services for review of existing comprehensive geophysical/chemical properties of the site and/or additional permitting requirements related to FDEP or PWS permitting are not included.
