The project involves two bathhouses requiring electrical and ADA modifications, with coordination through the St. Johns River Water Management District (SJRWMD), City of Jacksonville Development Services, and other local agencies including the State Fire Marshal and local fire departments.

The contract establishes a fixed price of $94,205.60 for design and permitting services plus $3,558.14 in cost reimbursement, totaling $97,763.74 for encumbrances at execution. Construction administration services (Subtasks 5b through 6r), valued at $44,991.27, are excluded from initial encumbrance. The proposal encompasses 18 subtasks divided into six major phases: site survey and as-built documentation ($32,738.06); 30% construction documents ($17,677.41); 60% construction documents ($25,327.50); 90% and 100% construction documents ($20,800.98); permitting services ($19,543.59); and construction administration and site inspections ($44,991.27). The design scope includes ADA compliance modifications, electrical upgrades, plumbing system replacement, hazardous materials testing, NFPA 1-18 fire access compliance, and site improvements including walkway rehabilitation and electrical service relocation for 19 campsites. The project schedule extends from July 1, 2023, with an estimated 120-working-day construction period. Payment is contingent upon submission and FDEP approval of deliverables for each task.

November 24, 2020 REVISED May 17, 2021

Ms. Laura Ross Project Manager Florida Department of Environmental Protection Bureau of Design & Construction 3900 Commonwealth Blvd. MS520 Tallahassee, Florida 32399

Re: Electrical and ADA modifications Little Talbot Island State Park 12157 Heckscher Drive Jacksonville, FL

Ms. Ross, We are pleased to have the opportunity to provide design services for the site and bathhouse upgrades for the campgrounds at Little Talbot Island. We understand the goals of the project are to address the following:

North and South Bathhouse Scope

• Review the interior and approach to the restrooms for ADA compliance, and address any deficiencies found.

• Modify entrance areas as required for ADA compliance.

• Test the bathhouses for lead and asbestos.

• Call for all exterior doors at the bathhouses to be replaced with fiberglass doors as Add

Alternate 1.

• Improve the ventilation system through either natural and/or mechanical means.

• Bring the electrical system(s) in the bathhouses up to current codes.

• Replace all light fixtures with LED fixtures.

• Replace all galvanized piping with new piping.

• Replace the existing plumbing supply line connections.

The fees presented are based upon the assumption that a single plan can be used to address both buildings. Minor differences will be indicated with notes. If during the course of the project it is determined that this approach is not recommended for this project, additional fees will apply.

It is also assumed that the revised layout will fit below the existing roof and within the existing exterior walls. If it is determined that expanding the building footprint is required to meet the program scope, additional fees will apply. It is not anticipated that this will be necessary.

Structural scope will be limited to the wind load diagrams needed for permitting, and to assist as needed where openings need to be added for new doors or louvers. Bringing the structural system up to current codes is not included. Under the current code, this will require that less than 30% of the structural system is impacted. If it is determined that a solution is not possible within these constraints, additional fees will be required. It is not anticipated that this will be necessary.

Site Scope

• Replace the paved walkways around the north and south bathhouses and between the bathhouses and the adjacent ADA parking area with ADA compliant walkways.

Dodstone Architects | 3011-1 Powell Road | Tallahassee, FL 32308 | 850.656.7326 | #AA26001632

• At the North bathhouse only, provide an ADA compliant walkway between the ADA parking areas and the designated ADA campsites. (note: Our understanding that any additional modifications to the campsite itself for ADA compliance will be addressed by DEP and is not included in this project scope). Total number of ADA sites will be reduced from four to two, and both will be located near the North bathhouse.

• Relocate the electrical connections at each of the 19 camp sites designated (see attached image) so they are on the same side of the campsite as the water, and so the plugs face towards the campsite.

• Upgrade the electrical service at these sites to current BDC standards, so both 50 amp and 40 amp connections are possible at each camp site. Provide a new pedestal at these sites.

Existing pedestals are to be salvaged and turned over to the Park for their use.

• Upgrade the underground electrical system to those sites so everything is run in conduit.

• Wire the site to prevent an electrical issue at one site being able to take down the electrical supply at all of the other sites.

• Restore and/or relocate the campsites that are currently experiencing erosion issues.

Provide any permitting that may be related to this scope.

• Survey the property as required to accomplish the tasks listed above.

• Cut off and cap the existing water and electrical lines at the remaining abandoned sites.

• Review the project with the local fire house and with the State Fire Marshal to determine what will be required to address NFPA 1-18.

It is our understanding that DEP is working on developing a policy regarding how to address the 50% FEMA regulation. Depending upon how this is addressed, additional fees may be required.

It is our understanding that both buildings are landward of the CCCL and therefore consultation with the Bureau of Beaches and Coastal Systems is not required, and therefore not included. Coordination with the Division of Historical Resources is being handled separately by DEP, and therefore no work pertaining to historical preservation or documentation is included.

Our approach to the project would be as follows:

Subtask 1a – Site Survey Description: S. Stinson & Associates will provide a site-specific topographical survey for visible improvements within the existing campground. This includes;

• Locate above ground/visible improvements within the campsite project area (see Fig. 1).

• Locate power hookups, water spigots, clothes lines, fire rings etc. at each campsite.

o Electric pedestals callouts to include rated amperage and plug direction

• Locate all above ground/visible utilities within the project area.

• Survey routes between the campsites to remain for utility line placement.

• Locate trees 11.5” DBH and larger in the campground or utility route areas.

• Collect elevation shots to establish one-foot contours across the site producing a DTM suitable for civil design purposes.

• Special attention will be given to surveying the areas surrounding both restroom buildings.

Survey information will be extended in all directions from the restroom buildings to allow for design of ADA access features such as sidewalks, ramps and parking / camping pads.

• Survey limits will include all the restroom facilities and campsites, but will not include the boat ramp area, playground, amphitheater or access road from A1A to the campground.

• Locating overhead utility lines, power poles, guy anchors and electrical equipment.

All survey information will be tied to the North American Vertical Datum of 1988 (NAVD 88) and North American Datum of 1983 (NAD 83) Florida State Plane coordinates based upon National Geodetic Survey

(NGS) or Florida Department of Transportation (FDOT) recorded control points near the project area.

Control monuments used to verify the survey values will be noted on survey drawings.

Deliverables: Deliverables will consist of pdf and dwg files of the site-specified survey on 22” x 34” plan sheets.

Schedule: As noted in the schedule summary.

Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

The sampling strategy will be based on the Asbestos Hazard Emergency Response Act (HERA) sampling method. Sampling will be conducted by a Florida Certified Asbestos Inspector. Samples will be sent to a contracted National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. A minimum of three (3) samples are required per suspect asbestos containing material. Sampling will be destructive and will be performed on materials that are anticipated to be disturbed or demolished. It is assumed that approximately forty-five (45) samples total will be collected for sample analyses. Each suspect material may contain more than one ‘layer’ that must be analyzed. Each layer is charged as a separate sample. Samples of the following areas are anticipated: cement-like and concrete-like products, ceiling materials and/or insulation, floor coverings and their associated adhesives, joint compound and drywall, hand applied coatings and stucco mixtures, and pipe coatings.
