About this file
This is a Task Assignment Notification Form and supporting proposal from the Florida Department of Environmental Protection (FDEP) for design and construction administration services related to ADA modifications at Ochlockonee River State Park's day use restroom facility. The project involves FDEP as the owner, Dodstone Group Architects as the consultant, and supporting engineering firms FSM Engineering and Applied Research. The contract is designated as CN212, Task Assignment TA7, with Project No. 61237C.
The scope encompasses design and construction administration services for ADA alterations to the day use restroom building, including reconfiguration of men's and women's restrooms, fixture removal and replacement, exterior concrete work, and electrical and plumbing upgrades limited to code requirements for the new layout. The contract is structured as a fixed-price, lump-sum agreement totaling $40,647.60, consisting of a fixed price cost of $39,847.60 and cost reimbursement not to exceed $800.00. Services are divided into eight primary tasks: Task 1 ($6,496.27) for as-built review; Task 2 ($3,100.00) for 30% construction documents; Task 3a ($7,877.22) for 60% construction documents; Task 3b ($399.00) for 60% review meeting; Task 4 ($8,476.22) for 100% construction documents; Task 5a ($3,395.43) for permitting and bidding assistance; Task 5b ($798.00) for pre-construction meeting; and Task 6 (multiple site visits totaling $9,181.46) for limited construction administration services. Mr. Richard Rowe Project Manager Florida Department of Environmental Protection Bureau of Design & Construction 3900 Commonwealth Blvd. MS520 Tallahassee, Florida 32399
Re: Day Use Restroom ADA Modifications Ochlockonee River State Park
Mr. Rowe, We are pleased to have the opportunity to provide services related to the ADA modifications/renovations of one of the restroom buildings at Ochlockonee State Park. Based upon our site visit and conversations, we understand the goals to include the following:
• Complete removal of the existing plumbing fixtures, toilet partitions, and counters. Existing roof and support systems to remain. Exterior walls to the fullest extent possible, are to remain. Existing screens to remain if possible.
• Reconfigure both men’s and women’s restroom to provide ADA compliance including the use of the Florida ADA stall. The total number of fixtures is to remain unchanged.
• Modification of exterior walls particularly around the entrance can be considered if it is necessary to provide a compliant configuration.
• Demolition of the existing slab can be considered.
• Addressing the spauling concrete along the north façade included.
• Handicapped access to the rear screened porch should be provided.
• Paving/concrete that meets ADA guidelines should be provided around at least one of the existing cooking grills.
• It is our understanding the CAD files of the existing building are not available. Work is to be based upon the pdf files of scanned images dated 1965 previously provided by DEP.
Per your direction, our scope is limited ADA modifications only unless specifically noted above. Any renovation beyond those related to ADA compliance is excluded. The South façade currently experiences erosion issues from rain water falling from the roof. Addressing this situation is not included in the scope of work.
DEP is going to handle modifications to the parking lot for ADA compliance internally, and is therefore not part of this scope. In addition, it appeared that access from the parking lot to the facility was already ADA compliant. No work is anticipated or included for these areas.
It is our understanding that all hazardous material testing including asbestos and lead testing is being addressed separately by DEP. Identification and remediation are not included in our scope.
Per a letter from the Florida Department of State provided by DEP and dated January 14, 2019, this building is not considered Historic despite its age. Historic preservation and/or documentation is therefore not necessary, and is not included in the scope. It is also assumed that the Archaeological Resource Management (ARM) services referenced in the same letter will be addressed by DEP.
Plumbing and electrical upgrades are limited to what is required by code to support the new restroom layout. Due to the age of the structure, it is possible that the code will require the electrical system within
Dodstone Architects | 3011-1 Powell Road | Tallahassee, FL 32308 | 850.656.7326 | #AA26001632 the building to be upgraded throughout. The electrical engineer should be able to make that determination during the As-Built phase. Work more than five feet beyond the building is not included for any discipline.
All ventilation is to be by passive means. No mechanical system design is included. Should any structural repairs/upgrades, plumbing upgrades, or other non-ADA modifications be requested by any of the permitting agencies, or DEP, these services can be provided for an additional negotiated fee. It is our understanding that neither high-low water fountains nor utility sinks are located on or near the buildings. If our code research indicates that these would be required, they will be incorporated into the design.
The scope of work does not call for civil engineering; landscaping; or structural services and as such are not included with this proposal.
Our approach to the project would be as follows:
Task 1 - As-Built review Description: Review existing construction documents. Input plan information into CAD in preparation for field confirmation. Visit the site and perform field verification as it relates to the overall project scope.
Update CAD drawings as required. The electrical engineer will advise if the electrical system will need to be completely upgraded based upon their observations. While this will impact the construction cost, it will not impact the design cost provided a decision on whether to completely overhaul the system or not is made prior to the commencement of the 30% Construction Document phase.
Deliverables: Deliverables will consist of pdf files of the floor plans and exterior elevations sent electronically to DEP’s designated project manager. Documentation of plumbing and electrical equipment will be limited to what is required to achieve the project goals as previously listed. A written recommendation regarding how to address the electrical system will be prepared by Applied Engineering and submitted in pdf format. Specific documentation of ADA infractions would not be indicated as a complete re-model of the interior is anticipated.

Due to the age of the structure, it is possible that the code will require the electrical system within the building to be upgraded throughout.
