About this file

This document comprises a Task Assignment Change Order Form and an original proposal for design and construction administrative services submitted by DodStone Architects to the Florida Department of Environmental Protection (FDEP) for the Youth Camp Office project at Wekiwa Springs State Park. The change order, dated December 2021, extends the construction administration task end date by one year from December 31, 2021 to December 31, 2022. The original proposal, dated February 19, 2020, establishes the comprehensive scope of work for design through construction administration services, with DodStone Architects serving as the prime consultant and coordinating with subconsultants including Southeastern Surveying & Mapping, George & Associates Consulting Engineers, FSM Engineering, Applied Research, and Bliss & Niytray.

The contract establishes a lump sum compensation of $94,473.85 for all design and construction administration services, divided into design phase fees of $54,964.50 and construction administration fees of $32,541.33, with reimbursable expenses totaling $6,768.02. The project scope encompasses seven major phases: site survey and data collection; pre-application meetings; programming and schematic design; soil borings; 60%, 90%, and 100% construction documents; bidding services; environmental permitting and permitting services; and construction administration subtasks 7a through 7m including limited CA services, pre-construction meetings, and multiple site visits by various discipline engineers through final completion. Payment terms require payment within 30 days of invoice upon completion and approval of each deliverable, with late payments subject to 1.5% monthly interest. The contract is governed by Florida law and assumes single-phase construction completion by August 31, 2021, with compensation subject to equitable adjustment if services extend beyond that date for reasons beyond the design team's control.

Ms. Laura Ross Project Manager Florida Department of Environmental Protection Bureau of Design and Construction

Re: The Youth Camp Office Wekiwa Springs State Park

Ms. Ross:

We are pleased to submit this proposal to provide design and construction administrative services for the replacement of the old Infirmary with a new Youth Camp Office. Our understanding of the project scope is as follows:

The new Youth Camp Office is anticipated to include approximately 1,160sf of heated/cooled area and a covered porch. The program and layout are to be based upon documents prepared by DEP, dated 12/4/2019.

Construction is anticipated to consist of wood frame walls with cement board siding. Roof construction will consist of pre-engineered wood trusses with asphalt shingles. It is our understanding that all necessary utilities (power, city water, sewer, storm, and sufficient water pressure to meet NFPA 1-18) are located nearby and have the capacity to support this project. Similarly, it is assumed that access to the site by emergency vehicles as required by NFPA 1-18 is available. If any field verification demonstrates that this is not the case, additional design fees may be necessary. All interior and exterior finish selections are to follow Camp standards. DEP will forward those standard to Dodstone for their use and reference upon notice to proceed.

The Youth Camp Office will be located adjacent to the site of the old Infirmary. The adjacent parking lot with handicapped parking will be evaluated for ADA compliance. An accessible walkway is to be from this parking into the building. The existing building slab is to be removed.

Our approach to the project would be as follows:

Subtask 1a – Site Specific Survey & Data Collection Description: Southeastern Surveying & Mapping will provide a site-specific topographical survey for the following location: Proposed Camp Office Building, existing walkway from the proposed Camp Office to the existing Dining Hall and the existing parking lot. Surveyor will locate existing sanitary sewer man-hole, existing water fill station and known underground utilities. Survey will include all existing improvements and protected trees.

Deliverables: Deliverables will consist of electronic pdf files of the site specific survey sheets and an electronic autocad file of the site specific topographical survey.

Schedule: As summarized under the Project Schedule section.

Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2a – Program Confirmation & Schematic Design Description: Prior to design, a meeting will be held in DEP’s Tallahassee office to review the anticipated program to be used to develop the project. DEP will arrange for the park/user representatives to call into the meeting. Each room/room-type will be discussed to identify required adjacencies, finish requirements, security needs, and any unusual power/data needs. Site needs and building siting preferences will be reviewed. Based upon information received during this meeting and upon the document dated 12/4/2019 previously provided by DEP; a floor plan and building elevations will be developed. George & Associates will prepare an overall site plan.

Total Costs for Subtask 2a: $6,615.00

Subtask 2b – Soil borings Description: Upon approval of the proposed layout submitted in Subtask 2a, Dodstone will arrange with Ardaman & Associates to perform two soil borings to determine relevant characteristics of the soils and to confirm that the assumed loading of 4 klf for wall foundations and 50 kips for individual column foundations will not be exceeded. The SPT boring will be drilled using a procedure similar to the Standard Penetration Test outlined in ASTM-D1586. Each sample will be removed from the sampler in the field and then visually classified. Representative portions of the sample will be sealed and packaged for transportation to a laboratory for further analysis as required. Recommendations for foundation design will be included in a report summary along with the results of the site observations and laboratory testing.

The intended testing may not identify sinkhole conditions in the area. If conditions are found that warrant additional testing, additional fees will apply. Fees listed below assume that the site can be accessed by the truck mounted drilling equipment. If that is not the case, additional fees may apply. In the event that weaker soil is encountered at the proposed 15’ termination depth, additional testing and fees may be required.

Written authorization will be requested if this work is required.
