About this file
This document is a Task Assignment Change Order Form (CO2) issued by the Florida Department of Environmental Protection (FDEP) for the Edward Ball Wakulla Springs State Park New Interpretive Center project. The change order modifies an existing contract (CN212) between FDEP and Dodstone Architects, a design services firm located in Tallahassee, Florida. The consultant representative is Joel Dodson, and the FDEP contract manager is Ralph Perkins. The project is located at 550 Wakulla Park Drive, Wakulla Springs, Florida.
Change Order 2 adds design services for interpretive center displays with a total cost of $163,594.95, comprised of $162,394.95 in fixed fees and $1,200.00 in reimbursable travel expenses. The work encompasses nine subtasks (9a through 9j) spanning exhibit concept/programming, design development, construction documents, digital artwork, construction administration, and additional site visits. Work is performed by Dodstone Architects and HealyKohler Design, with engineering support from McGinnis & Fleming and Bliss & Niytray. The original task execution date is August 30, 2022, with an end date of September 30, 2024. The contract brings the total project amount to $436,913.59 across the original contract sum, Change Order 1, and Change Order 2. All deliverables are required in electronic format, and payment is contingent upon DEP approval of submitted work.

Mr. Straight, As requested, we are submitting this proposal to include the development of the exhibits to be located in the Wakulla Springs Interpretive Center.
The proposed services are as follows:
Subtasks 9a & 9b – Exhibit Concept/Programming Description: HealyKohler and Dodstone will attend one Kick-Off meeting / visioning session on site to meet with project stakeholders as identified by BDC. The purpose of this meeting will be to become familiar with the unique aspects of this park and its existing programs. During this phase of the project, goals and objectives for the visitor experience will be identified along with key audiences, stakeholders, and research ideas that may be included in the exhibit. If there are any collections or artifacts that the Park will want to have included in the exhibits, it is important that these be reviewed and discussed at this meeting.
After the Kick-off meeting, the remaining planning charrettes and coordination meetings will be held virtually. Virtual workshops will discuss the exhibits’ proposed interpretive themes, messages, storylines, traffic flow, and collections that the Park may want to have included. Different interpretive techniques will be reviewed that would support the delivery of the intended messages and exhibit experience. During this phase of the work sketches, an outline and an exhibition narrative will be generated identifying the major exhibit areas and summarizing intended exhibit content.
Dodstone will attend the virtual meetings and issue minutes identifying any coordination items that will need to be incorporated in the building design. Four hours have been assigned for each meeting (covers time to schedule the meetings, attend the meetings, and to write up the minutes). Up to six virtual meetings are included (three for the 50% phase and three for the 100% phase). If more meetings are required, additional design fees will be required. If we attend fewer meetings, we will adjust our invoice accordingly and only bill for the time used.
9a Deliverables for 50% Exhibit Concept/Programming:
• Preliminary floor plans with storylines
• Visitor-flow diagrams
• Initial way-finding options
• Initial graphic design treatments
• Outline with goals and themes
• Minutes of each meeting
9a Fees:
Note: This amount assumes that the Kick-Off meeting will be held either the day before or the day after the Kick-off meeting held at Topsail Hill Preserve State Park. If separate trips are required, the NTE increases to $2,400.
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
Total Subtask 9a Costs:
$20,624.82
9b Deliverables for 100% Exhibit Concept/Programming:
• Final conceptual floor plans with storylines
• Exhibition Renderings (2)
• Multimedia treatments/hardware specifications
• Preliminary lighting design
• Concept design cost estimate
• Minutes of each meeting

Subtask 9c & 9d – Exhibit Design Development Description: Based upon decisions made during the concept/programming phase, HealyKohler will develop plans and elevations of the exhibits. These will integrate the previously developed exhibition narrative and indicate locations for selected collections, specialty exhibits, graphics, media systems, and the proposed lighting design. The elevations will be to a level to indicate overall graphic concepts, demonstrating proposed styles/text hierarchies, graphics, and colors. Themes, main messages, and sub-story locations will be delineated. Included will be a media design package including experiential goals and media treatments for each AV experience. The optimal length for each experience will be noted and requirements established for original video and animation. Loading information will be provided so that infrastructure supporting the exhibits can be sized appropriately. During this phase, the lighting plans will be refined to identify locations and specifications.
Periodic virtual meetings will be held with HealyKohler, Dodstone, and stakeholders as identified by BDC.
Dodstone will issue minutes identifying any coordination items that will need to be incorporated in the building design. Four hours have been assigned for each meeting (to include time to schedule the meetings, attend the meetings, and to write up the minutes). Up to six virtual meetings are included (three for the 50% phase and three for the 100% phase). If more meetings are required, additional design fees will be required. If fewer meetings are held, Dodstone will adjust our invoice accordingly and only bill for the time used.
Architectural, electrical, and structural plans will be updated during the latter half of this phase to coordinate with the exhibits. Note: If this coordination effort can occur concurrently with a building design submission, these additional fees will not be invoiced. These are being included in case an additional interim submission is required.
