Re: Restroom ADA Modifications O’Leno State Park
Mr. Rowe, We are pleased to have the opportunity to provide services related to the renovations of one of the existing restroom buildings (Building BL060071) located at O’Leno State Park. Based upon our site visit and conversations, we understand the goals to include the following:
• Survey to establish the existing septic tank inverts
• Conduct TCLP Lead of waste streams for the white ceramic tiles and the large sinks to determine proper disposal requirements.
• Modify the floor plan as required to achieve ADA compliance. Some loss in fixture count is anticipated. At a minimum each side should include a Florida toilet stall, one additional toilet, two additional lavatories, and at least 2 showers (one of which to be ADA compliant).
More showers would be preferred. The chase currently does not include a utility sink. The Park only wanted a utility sink if the code or the permitting department required it. Revisions that impact less than 30% of the existing structural system are preferred.
• An exterior high-low water fountain with a water bottle filling station should be included.
• Provide ADA parking off the adjacent dirt road and an ADA compliant walkway from the new parking to the restrooms.
• Upgrade the electrical system throughout the building including LED lights on a photocell and GFI outlets.
• Replace all of the existing plumbing fixtures with new fixtures and tie them into the existing septic systems.
• Modify the structural system if required by code. Proposal assumes less than 30% of the structural system is impacted.
• Assess the existing ventilation system to confirm it is sufficient to meet current codes.
Modify if required.
• Provide all new bathroom accessories including, but not limited to double roll toilet tissue dispensers, and electric hand dryers.
• Review project with the State Fire Marshal to determine what modifications will be required.
(This proposal assumes that the existing tank and available water pressures and rates will be sufficient without additional upgrades).
The following documents have been provided to us for our reference:
• Hazardous Materials report prepared by Southern Earth Sciences dated November 12, 2020.
• Historic preservation assessment was performed by DEP. The results of that were summarized in a letter from the Florida Department of State dated November 24, 2020 pertaining to historical, architectural, and archaeological impacts of the project.
• Drawing sheet dated January 6, 1987, with ‘as-builts’ of the floor plan and interior elevations.
This is the only drawing information DEP has been able to find of this building.
In addition, the following information was provided to the design team verbally:
Dodstone Architects | 3011-1 Powell Road | Tallahassee, FL 32308 | 850.656.7326 | #AA26001632
• A new drain field for the septic system was installed approximately 2 years ago.
• The building (and most of the eastern half of the park) is served by a well and an existing on-site storage tank. The well pump and the tank were replaced approximately 2 years ago.
• Power to the site is provided by Clay Electric.
• A new roof was recently installed, although no dates were given.
• DEP will self-perform any archeological monitoring that is required per the letter from the
Florida Department of State mentioned above.
• No upgrades or modifications should be done to the septic system or existing tanks.
Only site visits authorized by DEP will be conducted. Any fees associated with site visits not used, would not be invoiced.
Our approach to the project would be as follows:
Task 1a - As-Built review Description: Due to the limited amount of as-existing information available, the architect and the structural engineer will need to visit the site to be able to obtain the necessary information required to develop a set of permittable construction documents. The mechanical engineer will provide the architect with a list of items to review while on site on their behalf. Assumptions will be made regarding any hidden conditions. As the scope of work calls for the electrical system to be redone entirely within the building, the electrical engineer will not need to visit the site during this phase.
This fee proposal is based upon the assumption that less than 30% of the structural system of the building will be impacted by the renovation. If more than 30% is impacted, the code requires that the entire structural system be brought up to code. To achieve this, the existing conditions would first have to be determined. This would involve excavation to determine the size and depth of the foundations; scans to locate any metal reinforcement in the footings, walls, and floor; and chipping of the concrete and masonry walls in order to determine the size of the reinforcing indicated in the scans. Additional site visits and time would also be required by the design team. At this time, we are not including those services. Our approach will be to make every effort to keep the modifications of the structural system to under 30%. Our current assumption is that all of the exterior walls are load-bearing, as are the wood columns and beams used in the screen walls by the restroom entrances. Based upon this understanding, we believe that DEP’s goals as listed previously can be achieved while minimizing the impact to the existing structural system. If it becomes evident that this cannot be achieved, or if DEP wishes to pursue a design option where more of the structural system is impacted, additional fees will be required.
Deliverables: Deliverables will consist of pdf files of the floor plans, roof plan and exterior elevations sent electronically to DEP’s designated project manager. Documentation of plumbing will be limited to what is immediately accessible and what is required to achieve the project goals as previously listed. Electrical as-builts are not included.
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
