Re: Family RR Addition Ponce De Leon State Park 2860 Ponce De Leon Springs Road Ponce de Leon, FL 32455 Holms County
Ms. Ross, We are pleased to have the opportunity to provide services related to the addition of two ADA compliant unisex/family restrooms to the existing restroom building located at Ponce de Leon State Park. Based upon our site visit and conversations, we understand the project goals to include the following:
Civil Scope:
• Determine any site adjustments that will need to be made due to the increase in impervious area.
We estimate the additional area will not exceed 400 sf.
• If capacity is not available in the existing storm water design, provide the necessary expansion as required and any required permitting.
• Show removal of any trees as required for permitting.
• Site survey as required to complete the project (building location, size and location of adjacent trees, edge of the existing retention pond, location of parking lot relative to the building, etc.)
Architectural Scope:
• Provide additions as required to house two new ADA compliant, unisex/family rooms. Restrooms are to include as many toilet fixtures as allowed by code in a family restroom and still be able to have a privacy lock on the door. No skylights are desired.
• Incorporate additions in a manner in keeping with the existing architectural style.
• Additions to be naturally ventilated.
• As an add alternate, add additional louvered openings to increase the natural ventilation in the existing restrooms.
• Refinish/repaint the existing doors.
• Add one utility sink to the building.
• Replace the existing water fountain with an ADA compliant high/low fountain with a bottle filling station.
• Provide lead and asbestos testing of the existing structure.
Structural Scope:
• As required to support the design. The existing building is slab-on-grade with wood stud walls, wood trusses, and a metal roof.
• Directions regarding where and what type(s) of soil borings will be required.
• Wind load diagrams
Mechanical Scope:
• Specify sufficient heat within any new chases to prevent the likelihood of freezing pipes during the winter. If existing chases are sufficient in size to support the additions without expansion of the chase, confirm that what is in place now is sufficient.
• As an add alternate, add additional louvered openings to increase the natural ventilation in the existing restrooms.
Plumbing Scope:
• Specify new plumbing fixtures within the addition as required. Provide a blow-out valve so water can be drained from pipes during freezing weather (similar to what is in place now).
• Provide a new hot water heater (or upgrade the existing) if the existing hot water heater is insufficient to support the additional fixture load. (Hot water heater to be included only if required by code).
• Set up plumbing system so that if an issue exists in one restroom (new or existing) the remaining three can keep functioning.
• Add at least one utility sink to the building.
• Replace the existing water fountain with an ADA compliant high/low fountain with a bottle filling station.
• Provide a spigot on the exterior of the building and in the unisex rooms.
Electrical Scope:
• Indicate interior LED lights on both photocell and motion sensors in the new restrooms.
• Provide power to all new equipment as required.
• Assessment of existing panel to determine if upgrades or corrections will be required.
• Indicate exterior LED lighting installed on the building (no site lighting).
• Provide GFI outlets in chase and in the addition.
The following information was provided to the design team verbally:
• Hazardous material testing has not been performed on this building in the past.
• The building was constructed in 1974, originally with red clay tiles on the roof. The roof tiles were later replaced with a red standing seam metal roof. The original skylights were replaced with translucent panels, similar to the standing seam metal roof. DEP has no record drawings of the building.
• The only site information available covered the parking area only and was dated 2/13/2017.
• The building is not considered historic. Any verification/documentation of this will be self-performed by DEP if it is required.
• The site is not believed to be archeologically significant. No work pertaining to this is included. DEP will self-perform any archeological monitoring should that be required.
• The existing building is served by City water and City sewer.
• The site is adjacent to an existing fire hydrant. Addressing NFPA 1-18 is not required.
• The three trees immediately adjacent to the building are not desired. If permitting allows, DEP would prefer that they be removed.
Exclusions
• No modifications or ADA assessment is to be done on the existing restrooms. Finishes (including areas where the existing finishes have been damaged) are not being upgraded beyond repainting the existing doors or as required to accommodate the new louvers for ventilation.
• The existing site, parking, and walkways are believed to be compliant. Assessment and corrections are not included.
• We are assuming that less than 30% of the load bearing structure will be impacted by the design. If this turns out not to be the case, additional fees will be required as the entire structure will then need to be brought up to code. To verify all existing structural components will take a great deal of work along with non-destructive and destructive testing. Written instructions would have to be prepared in order to identify what items require investigation and what demolition would be required. The demolition would include as a minimum, excavations to verify footing sizes, chipping of the concrete foundations and masonry walls (if any) to expose reinforcement to verify size. Non-destructive testing would include scanning the walls to determine reinforcement spacing. Demolition would be performed by a licensed Contractor and testing by a licensed Testing company.
• Renting of lift or other equipment is not included.
• Design or assessment of existing or new septic systems is not included.
• Assessment or certification of the existing retention pond is not included.
• Current FEMA maps do not show this area to be in a flood plain. Should maps be updated later that place the work area within a flood plain, additional fees will be required.
Only site visits authorized by DEP will be conducted. Any fees associated with site visits not used, would not be invoiced.
Our approach to the project would be as follows:
Task 1a - As-Built review Description: As there are not existing drawings for the building, the design team will need to visit the site to document the existing conditions. Assumptions will be made regarding any hidden conditions. Due to the year-round popularity of this park, some of the team would prefer to access the site during off-hours.
This fee proposal is based upon the assumption that less than 30% of the structural system of the building will be impacted by the renovation. If more than 30% is impacted, the code requires that the entire structural system be brought up to code. To achieve this, the existing conditions would first have to be determined. We are not including those services. Our approach will be to make every effort to keep the modifications of the structural system to under 30%.
Our current assumption is that all of the exterior walls are load-bearing, as are the wood columns and beams on the Southwest elevation. Based upon this understanding, we believe that DEP’s goals as listed previously can be achieved while minimizing the impact to the existing structural system. If it becomes evident that this cannot be achieved, or if DEP wishes to pursue a design option where more of the structural system is impacted, additional fees will be required.
Deliverables: Deliverables will consist of pdf files of the floor plans, roof plan and exterior elevations sent electronically to DEP’s designated project manager. Documentation of plumbing and electrical will be limited to what is immediately accessible and what is required to achieve the project goals as previously listed. The electrical engineer will assess the existing electrical panel to determine if any upgrades will be required. Evaluation of the structural system is being deferred until after a schematic design has been selected.
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Task 2c– Hazardous Materials Testing Description: Nova Engineering will conduct National Emissions Standards for Hazardous Air Pollutants (NESHAPS) limited pre-renovation survey on the building. The sampling strategy will be based on the Asbestos Hazard Emergency Response Act (AHERA) sampling method. Sampling will be conducted by a Florida Certified Asbestos Inspector. Samples will be sent to their contracted National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. A minimum of three (3) samples are required per suspect asbestos containing material. Sampling will be destructive. The scope does not include repairs to damaged building components. Dodstone will identify areas where sampling is to occur so that they coincide with areas that will be removed and/or concealed once the project is completed.
This proposal assumes that approximately thirty (30) samples total will be collected for sample analyses.
Please note that each suspect material may contain more than one ‘layer’ that must be analyzed. Each layer may be charged as a sample analysis. Roof samples are not included. It is assumed that DEP will be able to forward a letter from the contractor whom installed the roof that states that no asbestos containing products were used. No additional charges will be assessed without prior approval by DEP.
Bulk material samples will be transported following chain-of-custody procedures to a laboratory accredited under the National Institute of Standards and Technology (NIST) Voluntary Laboratory Accreditation Program (NVLAP) where they will be analyzed for asbestos using Polarized Light Microscopy (PLM) methods in accordance with EPA Method 600/R-93/116.
NOVA will complete a lead-based paint (LBP) survey of the building. Testing will be performed in accordance with methodology detailed in the 1995 Housing and Urban (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing Chapter 7, Lead-Based Inspection, as amended in July of 2012.
Testing will be performed by collecting up to five (5) paint chip samples that will be sent to a AIHA-LAP accredited lab utilizing Flame Atomic Absorption Spectroscopy (FAAS). Testing will be directed by individuals certified by the State of Florida and Environmental Protection Agency (EPA) in Lead-Based Paint Inspection.
