About this file
This is a Specification Section (02541) for Erosion and Sediment Control work associated with the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, managed by the West Branch Regional Authority in Clinton Township, Lycoming County, Pennsylvania. The work requires the contractor to provide all plant, labor, and materials necessary to prevent erosion and sedimentation of all disturbed areas within the project limits. The project encompasses the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, one stream crossing, and associated surface restoration and appurtenances. Sealed bids were due February 16, 2026, at 1:00 PM local time, with bids submitted online through http://pennbid.net/. The specification section references the approved Erosion and Sediment Control Plan, an NPDES permit, and compliance with Pennsylvania Department of Environmental Protection (PADEP) standards and Pennsylvania Department of Transportation (PennDOT) Construction Specifications.
The contractor must implement erosion and sediment control devices and Best Management Practices (BMPs) including compost filter socks, stabilized construction entrances, stockpiles, and channel stabilization in accordance with the approved plans and drawings. All materials and products must meet requirements specified in the approved Erosion and Sediment Control Plan, manufacturer specifications, or PADEP standards, whichever is more stringent. The specification mandates maintenance schedules and construction sequences as outlined in the approved plans. Failure to implement the Erosion and Sediment Control Plan may result in stop work orders from government agencies, with no extension of time or additional compensation granted for such violations. Each bid must be accompanied by a certified check or bid bond equal to ten percent (10%) of the total bid amount, and all work is subject to prevailing wage rates established by the Pennsylvania Department of Labor and Industry and the Pennsylvania Steel Products Procurement Act of 1978.
