About this file
This is a technical specifications document (Section 02607 Manholes) for the Draketown Road Sewer Replacement Project (Contract No. BEA-2) issued by Bald Eagle Township Authority in Pennsylvania, referenced in conjunction with the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) for the West Branch Regional Authority. The specifications detail the complete requirements for furnishing labor, material, and equipment to construct manholes, including drop manholes and testing procedures. The work encompasses precast reinforced concrete manhole construction with specified components including eccentric cone or flat tops (minimum 30-inch diameter openings), flanged bases, reinforced plastic steps at 12-inch centers, and manhole frames and covers marked "BALD EAGLE SEWER." Approved precast manufacturers include Terre Hill Concrete Products and Fi-Hoff Concrete Products, with specified alternatives for frames and covers from Neenah Foundry Company and East Jordan Iron Works. The specifications incorporate references to multiple ASTM standards, the West Branch Regional Authority Standard Specifications (April 2014), and PennDOT Publication 408.
All manhole sections must meet concrete design compressive strength of 4,500 psi at 28 days, with specified Portland cement (ASTM C 150 Type II or III), air-entraining admixtures, and reinforcement materials conforming to ASTM A 615 Grade 60 deformed steel. Exterior surfaces require an immersion-grade cross-linked epoxy coating system (minimum 12 mils dry film thickness applied in two 6-mil coats) applied after 28-day concrete curing, with acceptable providers including International Protective Coatings Interseal 670 HS or approved equals. Each manhole must pass vacuum testing at 10 inches of mercury without dropping below 9 inches for specified time periods based on diameter (60-90 seconds), with the contractor responsible for all testing equipment, re-excavation costs for failures, and repairs at no additional cost to the Owner. Installation includes joint sealing with approved butyl-rubber based tape (EZ-WRAP Plastic by Press-Seal Gasket Corporation), flexible pipe gasket systems (PSX Boot System), and grade adjustment rings (Infra-Riser Multi-Purpose Rubber Composite) as needed.
