About this file
This is a specifications document for LED exterior lighting as part of the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, issued by the West Branch Regional Authority in Pennsylvania. The project involves the installation of exterior solid-state LED luminaires designed exclusively for LED lamp technology, including luminaire supports and luminaire-mounted photoelectric relays. The specifications require square-shaped, wall-mounted luminaires with integral photocells for dusk-to-dawn operation, specified mounting heights as indicated on the fixture schedule, and distribution patterns as detailed in the fixture schedule. All luminaires must be obtained from a single manufacturer source to ensure consistency in quality and appearance. Sealed bids for the overall sanitary sewer extension project are due by 1:00 PM local prevailing time on Monday, February 16, 2026, submitted online through PennBid. The project includes approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing, located in Clinton Township, Lycoming County, Pennsylvania.
All electrical components must be listed and labeled by a qualified testing agency in compliance with NFPA 70 and UL 1598 standards for wet location use. Luminaires must meet minimum specifications including a Color Rendering Index of 70, Correlated Color Temperature of 3500K, an L70 lamp life of 50,000 hours, dimmable operation from 100% to 0% output, 120V AC nominal operating voltage, and individual in-line fusing for each luminaire. Metal components must be corrosion-resistant aluminum, with diffusers made from virgin acrylic plastic or annealed crystal glass, and minimum lens thickness of 0.125 inch. The manufacturer warranty period is two years from the date of Substantial Completion. Prospective bidders are required to submit a bid bond or certified check equal to ten percent of the total bid amount. Contractors are subject to Pennsylvania prevailing wage requirements as established by the Department of Labor and Industry and must comply with the Pennsylvania Steel Products Procurement Act of 1978.

G. Nominal Operating Voltage: 120 V ac.
H. In-line Fusing: Separate in-line fuse for each luminaire.
I. Lamp Rating: Lamp marked for outdoor use.
J. Source Limitations: Obtain luminaires from single source from a single manufacturer.
K. Source Limitations: For luminaires, obtain each color, grade, finish, type, and variety of lu-minaires from single source with resources to provide products of consistent quality in ap-pearance and physical properties.
2.02 LUMINAIRE TYPES
A. Area and Site:
West Branch Regional Authority 16511-3 January 2026
