About this file

This is a painting specification document (Section 09900) for the Route 54 Sanitary Sewer Extension Project issued by the West Branch Regional Authority in Clinton Township, Lycoming County, Pennsylvania. The painting work scope includes surface preparation, coating application, and finishing of all ferrous metals, galvanized metals, concrete, and miscellaneous metal components associated with the sanitary sewer extension project, which comprises approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing. The work covers exterior and interior surfaces including piping, ductwork, structural steel, stairs, ladders, equipment, and appurtenances. The contractor must provide three days' advance notice for field surface preparation and coating work and seven days' notice for shop preparation work. All painting work must be performed in the presence of the Engineer unless prior approval is granted. A warranty inspection will be conducted at the end of the warranty period, with both the contractor and coating manufacturer representative required to attend.

The painting specification requires compatible coating system materials from a single manufacturer, with approved suppliers including Sherwin Williams, ICI Paints of North America, and TNEMEC. The primary coating system specified for ferrous metals is Acrylic Coating with a total dry film thickness of 9.0 mils, consisting of a prime coat, intermediate coat, and finish coat, each at 3 mils. Surface preparation standards reference Steel Structures Painting Council (SSPC) specifications, including solvent cleaning, hand tool cleaning, power tool cleaning, and various blast cleaning methods depending on the surface type and condition. All coating materials must meet manufacturer specifications for quality, durability, chemical resistance, and compatibility. The contractor is responsible for furnishing inspection devices for dry-film and wet-film thickness measurement, with testing required according to SSPC standards. Shop-applied coatings must be protected during shipment and handling, with primed surfaces not exposed to weather for more than six months before topcoating. Coatings cannot be applied when temperatures are below 40 degrees Fahrenheit or within 5 degrees of dewpoint, and forced air ventilation for a minimum of ten days is required for enclosed structures after interior coating operations are completed.

E. Surfaces shall be clean and as recommended by the coating manufacturer before coating is started.

F. Unless required for proper adhesion, surfaces shall be dry prior to coating. The presence of moisture shall be determined with a moisture detection device such as Delmhorst Model DB or approved equal. Polyethylene sheet cover test for 24 hours may be used if method is specifically approved by the Engineer.

3.07 WORKMANSHIP

A. Skilled craftsmen and experienced supervision shall be used on all work.

B. Clean drop cloths shall be used. All damage to surfaces resulting from the work hereunder shall be cleaned, repaired and refinished to the complete satisfaction of the Engineer at no cost to the Owner.

C. All coatings shall be applied under dry and dust-free conditions. Coating shall be done in a workmanlike manner so as to produce an even film of uniform thickness. Edges, corners, crevices, and joints shall receive special attention to ensure that they have been thoroughly cleaned and that they receive an adequate thickness of coating material. The finished surfaces shall be free from runs, drops, ridges, waves, laps, brush marks, and variations in color, texture and finish. The hiding shall be so complete that the addition of another coat would not increase the hiding. If the shop primer requires topcoating within a specified period of time, the equipment shall be finish coated in the shop and then touch-up painted after installation.

B. For certain pieces of equipment, it may be undesirable or impractical to apply finish coatings in the field. Such equipment may include electrical control panels, switchgear or main passages in valves, or other items where it is not possible to obtain the specified quality in the field. Such equipment shall be shop primed and finish coated and then touched up in the field with the identical material after installation. The Contractor shall require the manufacturer of each such piece of equipment to certify as part of its Shop Drawings that the surface preparation is in accordance with these Specifications. The coating material data sheet shall be submitted with the Shop Drawings for the equipment.

C. For certain pieces of equipment, the manufacturer may have a standard coating system which is suitable for the intended service conditions. In such cases, the final determination of suitability will be made during review of the Shop Drawing submittals. Equipment of this type generally includes only indoor equipment such as instruments, small compressors, and chemical metering pumps.

D. Shop painted surfaces shall be protected during shipment and handling by suitable provisions including padding, blocking, and the use of canvas or nylon slings. Primed surfaces shall not be exposed to the weather for more than six (6) months before topcoated, or less time if recommended by the coating manufacturer.

D. Coatings shall be applied in accordance with the manufacturer's instructions and recommendations, and this section. If directions differ, the most stringent requirements

West Branch Regional Authority 09900-12 January 2026 shall be followed.

E. Special attention shall be given to edges, angles, weld seams, flanges, nuts and bolts, and other places where insufficient film thicknesses are likely to be present. Use stripe painting for these areas.

F. Special attention shall be given to materials which will be joined so closely that proper surface preparation and application are not possible. Such surfaces shall be coated prior to assembly or installation.

G. Finish coats, including touch-up and damage repair coats, shall be applied in a manner which will present uniform texture and color matched appearance.

H. Coatings shall not be applied under the following conditions:

1. Temperature exceeding the manufacturer's recommended maximum and minimum allowable.

2. Dust or smoke laden atmosphere.

3. Damp or humid weather.

4. When the temperature is less than 5 degrees F. above dewpoint.

3.10 CURING OF COATINGS

A. The Contractor shall provide curing conditions in accordance with the recommendations of the coating material manufacturer or by this section, whichever is the highest requirement, prior to placing the completed coating system into service.

B. In the case of enclosed areas, forced air ventilation, using heated air, if necessary, may be required until the coatings have fully cured.

C. Forced Air Ventilation of Enclosed Structures: Forced air ventilation is required for the application of curing of coatings on the interior surfaces of enclosed structures. During curing periods continuously exhaust air from the lowest level of the structure using portable ducting. After all interior coating operations have been completed, provide a final curing
