The scope of work encompasses all labor, plant, and materials necessary to perform clearing and grubbing operations within designated project boundaries and Owner rights-of-way. Work activities include removal of trees, shrubs, vegetation, and temporary structures; trimming and pruning of designated trees to remain; disposal of saleable and non-saleable materials; and grubbing to remove stumps and roots larger than three inches to a minimum depth of twelve inches below the original ground surface. All depressions created by grubbing shall be filled with suitable material and compacted to match original adjacent ground surfaces. The contract requires submission of tree wound paint samples prior to work initiation, delivery and storage of materials in original manufactured condition, and compliance with erosion and sediment control measures prior to commencing clearing and grubbing operations. Sealed bids for the overall project are due online at http://pennbid.net/ by 1:00 PM local time on Monday, February 16, 2026, with the complete project consisting of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing.
The Contractor must dispose of cleared materials in compliance with local, state, and federal laws and regulations, with all timber becoming Contractor property for removal and off-site disposal, while non-saleable materials must be removed daily from the project site. Burning of materials on-site is prohibited unless specific written approval is obtained from the Owner and Clinton Township. Protection requirements mandate that all roads, walks, structures, and existing utility lines remain protected throughout operations, with the Contractor responsible for repairs to known utility lines. Work is subject to prevailing minimum wage rates established by the Pennsylvania Department of Labor and Industry, and bidders must submit a certified check or bid bond equal to ten percent of the total bid amount as security. The Contractor is subject to the Pennsylvania Steel Products Procurement Act of 1978.
