About this file
This is a Cast-in-Place Concrete specification document (Section 03300) for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, prepared by the West Branch Regional Authority in Clinton Township, Lycoming County, Pennsylvania. The specification establishes comprehensive requirements for the production, transportation, placement, finishing, and curing of Portland cement concrete for the project, which includes approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing. The concrete work encompasses reinforced piers, walls, slabs, columns, beams, footings, and non-reinforced fill concrete in accordance with referenced standards from AASHTO, ACI, and ASTM. Sealed bids are due on February 16, 2026, at 1:00 PM local time, with bid documents available exclusively through PennBid.net. Prospective bidders must submit a bid security in the amount of ten percent of the total bid value. The contractor must comply with Pennsylvania Department of Labor and Industry prevailing wage requirements and the Pennsylvania Steel Products Procurement Act of 1978.
The specification requires three concrete classes with minimum compressive strengths of 4,000 psi (Class A), 3,000 psi (Class B), and 2,500 psi (Class C) at 28 days. Concrete materials must include ASTM C150 Type II cement, aggregates meeting AASHTO and ASTM standards, potable water, and approved admixtures from specified manufacturers including air-entraining agents, water-reducing admixtures, accelerators, and retarders. Detailed submittal requirements include mix design reports within 60 days of contract commencement, delivery tickets for each concrete load, and compliance with ACI, AASHTO, and ASTM standards for quality assurance. Cold weather and hot weather placement procedures are specified with temperature control requirements. Concrete finishing includes rough form finish, smooth form finish, smooth rubbed finish, float finish, trowel finish, and non-slip broom finish options depending on surface exposure and final use. All concrete surfaces must be cured for a minimum of seven days using moisture curing, moisture-retaining covers, curing compounds, or form curing methods as specified for formed and unformed surfaces.
