About this file

This is a Project Record Documents specification issued by the West Branch Regional Authority for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) located in Clinton Township, Lycoming County, Pennsylvania. The specification outlines the contractor's requirements for maintaining comprehensive project documentation throughout construction, including one record copy each of all drawings, contract documents, addenda, change orders, engineer field orders, approved shop drawings, field test records, and construction video and photographs. Sealed bids for the project will be received online at http://pennbid.net/ until 1:00 PM local prevailing time on Monday, February 16, 2026. The project scope consists of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, one stream crossing, and all required surface restoration and appurtenances within easements and right-of-way areas.

The contractor must establish and maintain a dedicated field office for document and sample storage in clean, dry, legible condition, organized according to the Uniform Construction Index Data Filing Format, with locked cabinet space for samples. All documents must be marked "PROJECT RECORD" with color-coded marking pens designated by the engineer, with concurrent recording of information throughout construction progression. Record documents shall include legible markings of foundation depths, horizontal and vertical locations of underground utilities, internal utility locations referenced to visible features, field changes, and actual manufacturer and product information for all installed items. At contract close-out, the contractor must deliver all record documents to the engineer accompanied by a transmittal letter in duplicate containing the project date, title, number, contractor information, and document titles and numbers. Each bid must be accompanied by a certified check or bid bond equal to ten percent (10%) of the total bid amount, and work will be subject to prevailing minimum wage rates established by the Pennsylvania Department of Labor and Industry.
