About this opportunity
Route 54 Sanitary Sewer Extension Project
The West Branch Regional Authority is soliciting sealed bids for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) in Clinton Township, Lycoming County, Pennsylvania. This comprehensive infrastructure project involves the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station with two 2-horsepower submersible grinder pumps, 404 linear feet of force main, one stream crossing via horizontal directional drilling, and all required surface restoration and appurtenances within easements on private property and Snaurytown Road right-of-way. The project encompasses significant earthwork, pipeline installation, concrete work, electrical systems for the pump station, and landscape restoration. Sealed bids will be received online through PennBid (http://pennbid.net/) until 1:00 PM local prevailing time on Monday, February 16, 2026, at which time bids will be opened and tabulated. Prospective bidders are required to register as plan holders on PennBid to receive periodic updates on addenda and project information. Contractors must demonstrate experience in sanitary sewer construction, possess a minimum of three years of active horizontal directional drilling experience with at least 20,000 feet of drilled pipe installations for stream crossing work, and provide field supervisory personnel with comparable experience. The contract employs a lump sum and unit price structure with evaluation criteria based on responsive and responsible bidding, financial capability, equipment availability, and past project performance. Each bid must be accompanied by a certified check, bank check, or bid bond equal to ten percent of the total bid amount as security for proper execution of the agreement.
The project is subject to Pennsylvania prevailing wage rates as established by the Department of Labor and Industry, and all contractors are subject to the Pennsylvania Steel Products Procurement Act of 1978, requiring that only domestically-produced steel products be used on the project. No set-aside designations or disadvantaged enterprise restrictions are specified in the contract documents. The successful contractor will be required to execute the agreement and furnish Performance and Payment Bonds, each in the amount of 100 percent of the Contract Price, within fifteen days of receiving the Notice of Award. The duplex sewage pump station control and remote alarm systems will be furnished and installed by Robert Stauder of Process Control Solutions, LLC under a separate contract, requiring coordination with the project contractor. The contract includes a lump sum bid for mobilization and general conditions, unit prices for various pipeline installations at different depths, and specific bid items for manholes, lateral connections, pump station installation, and stream crossing work. The substantial completion deadline is ninety days from the Notice to Proceed, with final completion required ninety days thereafter, subject to extension if the Notice to Proceed is issued more than sixty days after the Effective Date of the Agreement. Liquidated damages are assessed at $1,000 per day for delays beyond the substantial completion date. Contract payments will be made based on progress billings with ten percent retainage until fifty percent completion, then reduced to five percent retainage thereafter, with no specific overall contract value disclosed in the bid documents as the award amount will be determined by the lowest responsive and responsible bidder's submitted prices.
