About this file
This is a technical specification document for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, issued by the West Branch Regional Authority in Pennsylvania. The project encompasses the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing located within easements on private property and Snaurytown Road right-of-way in Clinton Township, Lycoming County, Pennsylvania. The specification details all conduit requirements including rigid metal conduit, intermediate metal conduit (IMC), electrical metallic tubing (EMT), flexible metal conduit, liquid-tight flexible conduit, aluminum conduit, non-metallic plastic conduit, and associated fittings and supports. Sealed bids were to be received online at http://pennbid.net/ until 1:00 PM on Monday, February 16, 2026. The document specifies installation standards, support spacing requirements (maximum 5 feet on centers), clearance requirements (minimum 6 inches from piping, 12 inches from heat sources), and conduit routing protocols to maintain safety and operational integrity.
The specification establishes comprehensive product standards requiring all conduit and fittings to be UL listed and compliant with the National Fire Protection Association (NFPA) National Electric Code (NEC), with minimum conduit size of 3/4-inch unless otherwise specified on drawings. Each bid must be accompanied by a certified check or bid bond equal to ten percent (10%) of the total bid amount as security for proper execution. The project is subject to Pennsylvania prevailing minimum wage rates as established by the Pennsylvania Department of Labor and Industry and the provisions of the Pennsylvania Steel Products Procurement Act of 1978, P.L. 6, as amended. Contractors must register as plan holders with PennBid to receive periodic updates on addenda and project information, with bid documents only available through this designated platform.

PART 3 - EXECUTION
3.01 INSTALLATION - CONDUIT SYSTEMS
A. Coordinate installation of conduit in masonry work. Conduit shall be concealed above vinyl or ACT ceilings and exposed on walls.
B. All conduits terminating at floor mounted equipment shall be installed in or beneath the floor slab. Coordinate with the suppliers of all floor mounted equipment and the installing Contractor so as to stub up all conduits at the equipment's electrical enclosure or device.
Provide flexible liquid tight conduit from the stub up to the equipment enclosures or device.
C. Arrange conduit to maintain headroom and present a neat appearance.
D. Route exposed conduit and conduit above accessible ceilings parallel and perpendicular to walls and adjacent piping.
E. Maintain minimum 6-inch clearance between conduit and piping. Maintain minimum 12-inch clearance between conduit and heat sources such as flues, steam pipes, and heating appliances.
F. Support conduit at a maximum of 5 feet on centers.
G. Arrange conduit supports to prevent distortion of alignment by wire pulling operations.
Fasten conduit using straps, lay-in adjustable hangers, clevis hangers, or bolted split stamped fiberglass hangers.
West Branch Regional Authority 16111-4 January 2026
H. Group conduit in parallel runs where practical and use conduit rack constructed of steel or fiberglass channel with conduit straps or clamps. Provide space for twenty-five (25%) percent additional conduit.
I. For exposed single runs, attach surface mounted conduit with clamps. Use of perforated iron straps will not be permitted.
J. Cut conduit square using a saw or pipe cutter; de-burr cut ends.
K. Bring conduit to the shoulder of fittings and couplings and fasten securely.
L. Use conduit hubs for fastening conduit to cast boxes.
M. Install no more than the equivalent of three 90-degree bends between boxes.

P. Do not install conduit in concrete slabs, less than 4 inches thick. Conduit in floor slabs shall be covered with not less than 2 inches of concrete.
Q. Install conduit free from dents and bruises. Use suitable conduit caps to protect installed conduit against entrance of dirt and moisture.
R. Clean out conduit before installation of conductor.
S. Route conduit through roof openings for piping and ductwork where possible; otherwise, route through roof jack with pitch pocket.
T. Where conduit penetrates fire-rated walls and floors, seal opening around conduit with UL listed foamed silicone elastomer compound or other fire resistive compound with a rating equal to the rating of wall or floor being penetrated.
U. Install UL approved expansion fittings complete with grounding jumpers where conduits cross building expansion joints. Provide bends or offsets in conduit adjacent to building expansion joints where conduit is installed above suspended ceilings.
V. Seal conduit entering or leaving chemical areas with proper fittings.
