About this file
This is a Reference Standards specification document for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) issued by the West Branch Regional Authority in Pennsylvania. The project encompasses the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing within easements and right-of-way in Clinton Township, Lycoming County, Pennsylvania. Sealed bids were due February 16, 2026, at 1:00 PM local time, with submission through http://pennbid.net/. Prospective bidders were required to register as plan holders on PennBid to receive periodic updates, addenda, and project information.
The specification document establishes industry standards and reference requirements that contractors must comply with during project execution. Key standards referenced include those from the American Concrete Institute (ACI), American Institute of Steel Construction (AISC), American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), American Water Works Association (AWWA), Water Environment Federation (WEF), Pennsylvania Department of Transportation (PennDOT), and the Pennsylvania Department of Environmental Protection (DEP). The document defines contractual terminology and clarifies that when multiple standards conflict, the most stringent requirement applies. Contractors are responsible for obtaining copies of applicable industry standards directly from publication sources. Work is subject to Pennsylvania Department of Labor and Industry prevailing minimum wage rates, and contractors must provide a bid bond or certified check equal to 10 percent of the total bid amount. The Contractor is also subject to the Pennsylvania Steel Products Procurement Act of 1978.

A. General Conditions of the Construction Contract and Supplementary Conditions.
B. Divisions 2 through 16.
1.03 DEFINITIONS
A. General: Basic Contract definitions are included in the Conditions of the Contract.
B. "Approved": The term "approved," when used to convey Engineer's action on Contractor's submittals, applications, and requests, is limited to Engineer's duties and responsibilities as stated in the Conditions of the Contract.
C. "Directed": Terms such as "directed," "requested," "authorized," "selected," "approved,"
"required," and "permitted" mean directed by Engineer, requested by Engineer and similar phrases.
D. "Indicated": The term "indicated" refers to graphic representations, notes, or schedules on
Drawings or to other paragraphs or schedules in Specifications and similar requirements in the Contract Documents. Terms such as "show," "noted," "scheduled," and "specified' are used to help the user locate the reference.
E. "Regulations": The term "regulations" includes laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, convention, and agreements within the construction industry that control performance of the Work.
F. "Furnish": The term "furnish" means to supply and deliver to Project site, ready for unloading, unpacking, assembly, installation, and similar operations.
G. "Install": The term "install" describes operations at Project site including unloading, temporarily storing, unpacking, assembling, erecting, placing, anchoring, applying, working to dimension, furnishing, curing, protecting, cleaning, and similar operations.
H. "Provide": The term "provide" means to furnish and install, complete and ready for the
West Branch Regional Authority 01090-2 January 2026 intended use.
I. "Installer": An installer is the Contractor, or another entity engaged by Contractor as an employee, Subcontractor, or Sub-subcontractor, to perform a particular construction operation, including installation, erection, application, and similar operations.

It also does not imply that specified requirements apply exclusively to tradespeople of the corresponding generic name.
K. "Project site" is the space available for performing construction activities. The extent of
Project site is shown on Drawings and may or may not be identical with the description of the land on which project is to be built.
1.04 INDUSTRY STANDARDS
A. Applicability of Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.
B. Publication Dates: Comply with standards in effect as of date of the Contract Documents, unless otherwise indicated.
C. Conflicting Requirements: If compliance with two (2) or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal to Engineer for a decision before proceeding.
1. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to Engineer for a decision before proceeding.
West Branch Regional Authority 01090-3 January 2026
