About this file
This is a Shop Drawings, Product Data and Samples specification document for the West Branch Regional Authority's Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, located in Clinton Township, Lycoming County, Pennsylvania. The project encompasses construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, one stream crossing, and all required surface restoration and appurtenances. Sealed bids are due by 1:00 PM local prevailing time on Monday, February 16, 2026, and will be received and opened online through http://pennbid.net/. The specification establishes requirements for contractor submission of shop drawings, product data, and samples in accordance with an approved construction schedule, with all shop drawings and product data to be submitted electronically in PDF format to the Engineer for review and approval prior to fabrication or work commencement. Contractors must coordinate all submittals with contract document requirements and notify the Engineer in writing of any deviations at the time of submission.
All submissions must include specific documentation including project title and number, contract identification, contractor and manufacturer names, applicable standards such as ASTM or Federal Specification numbers, field dimensions, identification of deviations from contract documents, and the contractor's certification of review and verification. The Engineer will review submittals with reasonable promptness and affix an initialed or signed stamp indicating approval status, with approved drawings and product data distributed to the job site file, project record documents file, affected contractors, subcontractors, and suppliers. The contractor is responsible for all costs associated with shop drawing preparation and sample submission and must remove field mockups at project conclusion or when acceptable to the Engineer. Each bid must be accompanied by a certified check or bid bond in the amount of ten percent of the total bid amount, and the contractor will be subject to prevailing minimum project wage rates as established by the Pennsylvania Department of Labor and Industry and the Pennsylvania Steel Products Procurement Act of 1978.
