About this file
This is a technical specification document for Section 16161 Grounding prepared by the West Branch Regional Authority for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) in Clinton Township, Lycoming County, Pennsylvania. The specification establishes grounding requirements for the project's power system infrastructure, including the installation of a complete grounding system that complies with the National Electrical Code (NFPA 70) and applicable inspection authority standards. The grounding system must achieve a ground grid resistance of less than 5 ohms, as measured and documented by the contractor using an earth test megger. The minimal acceptable grounding grid configuration consists of two 8-foot copper clad steel rods, spaced at least 8 feet apart and interconnected with bare stranded copper cable to the main service disconnect ground busbar. Sealed bids for the overall project are due February 16, 2026, at 1:00 PM local time through PennBid, with the project comprising approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing.
The specification requires all grounding conductors to be sized in accordance with NFPA 70 Section 250 and the applicable power company standards, with connections made using approved solderless connectors that are bolted or clamped to equipment. All metal contact surfaces must be thoroughly cleaned and bright before connection to ensure proper metal-to-metal contact. The specification prohibits flexible steel conduit as a ground for motor circuits or circuits where vibration is present, instead mandating properly sized copper grounding conductors. All wireways, conduits, ducts, and similar systems must have a continuous grounding conductor with green insulation installed therein. The contractor must provide a bid bond equal to ten percent of the total bid amount, and work is subject to Pennsylvania prevailing wage requirements and the Pennsylvania Steel Products Procurement Act of 1978.

SECTION 16161
GROUNDING DIVISION 16
West Branch Regional Authority 16161-1 January 2026 Route 54 Sanitary Sewer Extension Project Grounding Contract No. WB-1
PART 1 - GENERAL
1.01 WORK INCLUDED
A. Power system grounding.
1.02 RELATED WORK
A. Section 16111: Conduit
B. Section 16120: Wires and Cables
1.03 REFERENCE STANDARDS
A. National Fire Protection Association (NFPA)
1. NFPA 70: National Electrical Code (NEC)
1.04 REQUIREMENTS OF REGULATORY AGENCIES
A. Install complete grounding system in accordance with the National Electrical Code, the applicable inspection authority and the Power Company involved.
1.05 TESTS
A. Measure ground grid resistance with earth test megger and install additional ground rods and conductors as required until resistance is less than 5 OHMS. All ground reading will be documented in a report to the Engineer.
PART 2 - PRODUCTS
2.01 GROUNDING
A. Ground connections shall be sized in accordance with the requirements of NFPA 70 Section 250 and the Power Company involved and shall be connected throughout with clamp fittings. Ground conductors shall be run through conduit and shall be securely bonded to such conduit at both entrance and exit. All connections to equipment or conduit shall be made with an approved type solderless connector, and same shall be bolted or clamped to equipment or conduit. All contact surfaces shall be thoroughly cleaned and bright before connection is made so as to ensure a good metal to metal contact.
B. The minimal acceptable grounding grid (counter poise) shall be two (2) 8 ft. copper clad steel rods, driven into the earth with at least 8 feet of space between rods and interconnected by indicated bare stranded copper cable connected directly to the main service disconnect ground busbar.
SECTION 16161
GROUNDING DIVISION 16
West Branch Regional Authority 16161-2 January 2026 Route 54 Sanitary Sewer Extension Project Grounding Contract No. WB-1
PART 3 - EXECUTION
3.01 POWER SYSTEM GROUNDING
A. All equipment shall be solidly grounded by a bare copper conductor sized per NFPA-70, Table 250-122 and as noted on the Drawings.
B. All grounding fittings for service and equipment grounds shall be of the approved type.
C. Flexible steel conduit will not be accepted as a ground on motor circuits or any other circuit where vibration is present. A properly sized copper grounding conductor is required.
D. Conduit systems shall be grounded by means of appropriate grounding bushings, grounding studs, and grounding jumpers installed at main switchboards, panelboards, pullboxes, in-ground pullboxes, electrical manholes, motor control enclosures, and on flexible metallic conduit. The grounding bushings shall be interconnected by properly sized copper bonding wires to ensure continuous ground.
E. All metal raceways shall be grounded to the main distribution panel by a properly sized copper bonding wire.
F. Non-electrical piping systems shall be grounded as required by the National Electrical Code Section 250-81 or local requirements.
G. ALL WIREWAYS, CONDUITS, DUCTS, ETC. SHALL HAVE A CONTINUOUS
GROUNDING CONDUCTOR INSTALLED THEREIN. This conductor shall be identified with green insulation. Connections from this conductor to all device and junction boxes shall be by a method approved by the Engineer.
