About this file
This is a Section 16140 Wiring Devices specification document prepared by the West Branch Regional Authority for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) in Clinton Township, Lycoming County, Pennsylvania. The specification outlines requirements for wiring devices including standard duplex receptacles rated at 20 amperes and 125 volts, Ground Fault Current Interrupter (GFCI) duplex convenience receptacles, device plates, and box covers. The broader project consists of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing. Sealed bids for the overall project are due by 1:00 PM prevailing time on Monday, February 16, 2026, with bids to be received and opened online at http://pennbid.net/. Prospective bidders are required to register as plan holders on the PennBid website, which will be updated with addenda and relevant project information. Project documentation, including bid documents, is available exclusively through PennBid.
The wiring devices specification requires that all receptacles and devices be UL approved and comply with Federal Specifications, NEMA standards, and Underwriters' Laboratories standards. Specific product requirements include Pass and Seymour model 5362 for standard convenience receptacles and model 2091 for GFCI receptacles, with white receptacles specified for light wall finishes and brown for wood or dark finishes. Installation requirements specify that receptacles be mounted vertically 18 inches above finished floor with grounding poles on top, with weatherproof "while-in-use" type covers provided where indicated. Each bid must be accompanied by a bid bond or certified check equal to 10 percent of the total bid amount as security for proper execution. Work on the contract is subject to Pennsylvania Department of Labor and Industry prevailing wage rate requirements, and the contractor must comply with the Pennsylvania Steel Products Procurement Act of 1978.
