About this file
This is a Traffic Regulation specification document for the Route 54 Sanitary Sewer Extension Project issued by the West Branch Regional Authority in Pennsylvania. The specification outlines traffic control requirements for a sanitary sewer infrastructure project consisting of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing located in Clinton Township, Lycoming County, Pennsylvania. Sealed bids for Contract No. WB-1 were to be received online at http://pennbid.net/ until 1:00 PM local time on Monday, February 16, 2026. The specification requires comprehensive traffic management including construction parking control, trained flagmen for traffic regulation, flares and lights for low-visibility conditions, designated haul routes, traffic signs and signals, and removal of all traffic control devices upon project completion. All traffic control work must comply with Pennsylvania Department of Transportation standards and PennDOT-approved equipment and apparel requirements.
The specification mandates that contractors control vehicular parking to prevent interference with public traffic and emergency vehicle access, provide advance notification to school bus operations at least 48 hours prior to extended traffic delays, and publicize detours through newspaper and radio announcements with approval from the respective jurisdiction. All traffic control schemes on state highways must follow PennDOT Publication standards, while local jurisdictions may establish requirements for other areas. Contractors are responsible for repairing any damage caused by traffic control equipment installation and removing all post settings upon completion. Work performed on this contract is subject to prevailing minimum project wage rates as established by the Pennsylvania Department of Labor and Industry, and contractors must submit a bid bond equal to 10 percent of the total bid amount.
