About this file
This is a technical specification document for panelboards required for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, issued by the West Branch Regional Authority in Clinton Township, Lycoming County, Pennsylvania. The project involves the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing. Sealed bids for this project will be received online at http://pennbid.net/ until 1:00 PM local prevailing time on Monday, February 16, 2026. The specification details requirements for branch circuit panelboards manufactured by acceptable vendors including Square D, Eaton, or GE, which must comply with UL 67 standards and NFPA 70 National Electrical Code requirements. Panelboards shall include copper buses, thermal magnetic circuit breakers with minimum 22,000 ampere RMS ratings at 240 volts, concealed hinges, locking doors, and separate grounding terminal buses. Outdoor panelboards must be housed in NEMA 4X stainless steel enclosures. Installation requirements specify that panelboards be mounted no higher than 78 inches above finished grade to the top breaker handle and include typed circuit directory labels on the inside cover.
All work performed on this contract is subject to prevailing minimum project wage rates as established by the Pennsylvania Department of Labor and Industry. Each bid must be accompanied by a certified check, bank check, or bid bond equal to ten percent of the total bid amount. The contractor is subject to the provisions of the Pennsylvania Steel Products Procurement Act of 1978. A. Square D, Eaton, GE.
2.02 PANELBOARDS
A. Panels shall be mounted as indicated on the Drawings, complete with panel trim having concealed hinges and trim mounted screws. Provide locking door with flush catch.
Panelboards shall include service label where used as service entrance equipment.
B. Keys: Provide two keys for each panel. Make keys interchangeable for panels of same voltage.
C. Buses in all single compartment panels shall be sized in strict accordance with the requirements of Underwriters' Laboratories and shall be copper.
D. Circuit breakers in panelboards shall be balanced over the two phases. Circuit numbers
West Branch Regional Authority 16160-2 January 2026 shown on the Drawings do not necessarily indicate the circuit breaker number in the panelboard. Branch circuits shall be connected to circuit breakers in panels as necessary to balance the system, and as required by the National Electrical Code.
E. Spare circuits are provided in the panelboards. In all cases, circuit breakers shall be provided for the spare circuits. Spaces indicated shall have all bus provisions, etc., so that future circuit breakers can be readily installed.
F. All Distribution and Branch Circuit panels shall contain a separate grounding terminal bus.
The grounding bus shall be uninsulated brazed or bolted to the cabinet.
2.03 CIRCUIT BREAKERS
A. Circuit breakers in panels shall be as described hereinafter and as indicated on the panelboard schedule.
B. Circuit breakers shall have minimum A.I.C. ratings of 22,000 ampere RMS for 240 volt, or as indicated on the Drawings.
C. Circuit breakers shall be thermal magnetic and shall be of the bolt-on type.
D. The circuit breakers shall have inverse-time-element characteristics so that tripping will be prevented on momentary overloads but will occur before dangerous values are reached.
E. The breakers shall be operable in any position and removable from the front of the panelboard without disturbing adjacent units. Units shall be bolt-on type.
F. Each branch circuit shall be distinctly numbered. The mechanism shall trip free from the handle so that contacts cannot be held closed against short circuit or abnormal overloads.
G. Automatic tripping of all breakers shall be by means of a common trip. Tie-handles will not be permitted for multiple pole breakers.
2.04 PANELBOARD CABINETS
A. Panel fronts shall be of code gauge sheet steel, and have flush, brushed stainless steel cylinder tumbler-type locks. Fronts shall have adjustable-indicating trim clamps which shall be completely concealed when doors are closed. Doors shall be mounted completely by concealed steel hinges. Fronts shall not be removable with door in locked position.
