About this file

This is a Non-Discrimination/Sexual Harassment Clause document for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, issued by the West Branch Regional Authority in Pennsylvania. The project involves the construction of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing located within easements on private property and Snaurytown Road right-of-way in Clinton Township, Lycoming County, Pennsylvania. Sealed bids are due online at http://pennbid.net/ by 1:00 PM local prevailing time on Monday, February 16, 2026. A bid bond or certified check equal to 10 percent of the total bid amount is required as security for proper execution of the agreement.

The contractor and all subcontractors must comply with comprehensive non-discrimination requirements prohibiting discrimination based on gender, race, creed, or color in hiring, employment, and vendor selection. Both contractors and subcontractors must establish and maintain written sexual harassment policies and are required to submit Form STD-21 (Initial Contract Compliance Data) within 15 days of contract award. For construction contracts, Form STD-28 (Monthly Contract Compliance Report for Construction Contractors) must be submitted monthly by the 15th of the following month, beginning with the initial job conference and continuing through project completion. Contractors with fewer than five employees, employees all from the same family, or those who completed Form STD-21 within the past 12 months may request an exemption. The Commonwealth may cancel or terminate the contract and forfeit all money due for violations of the non-discrimination clause and may pursue debarment, suspension, or placement in the Contractor Responsibility File.
