About this file
This is a technical specification document for non-pressure PVC pipe materials and installation requirements for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, administered by the West Branch Regional Authority in Clinton Township, Lycoming County, Pennsylvania. The project involves approximately 1,520 linear feet of gravity sanitary sewer installation, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing, all with required surface restoration and appurtenances. The contractor must furnish, install, test, and place in operation polyvinyl chloride (PVC) non-pressure piping in diameters ranging from 4 inches to 36 inches, with standard laying lengths of 20 feet and 12.5 feet, subject to ASTM specifications D3034 and F794. Sealed bids were to be received online at http://pennbid.net/ by 1:00 PM local prevailing time on Monday, February 16, 2026. All buried PVC pipe must be marked with underground utility marking tape placed 9 to 12 inches below finished grade.
All PVC pipe and fittings must meet specified ASTM standards and undergo rigorous testing including drop impact tests, joint tightness tests per ASTM D3212, flattening tests, and pipe stiffness evaluations. Gaskets shall be Nitrate or Vitron O-ring material, and pipe assembly must accommodate contraction and expansion at each joint. Installation must comply with ASTM D2321 and the West Branch Regional Authority's Standard Specifications for Extensions of and Connections to the Sanitary Sewer System (April 2014). Each bid must be accompanied by a certified check or bid bond equal to ten percent (10%) of the total bid amount. The Contractor is subject to the Pennsylvania Steel Products Procurement Act of 1978 and prevailing wage requirements established by the Pennsylvania Department of Labor and Industry.

4"-15" SDR 35 and F794 for 18"-36".
C. Pipe - Pipe shall be suitable for use as a gravity sewer/drain conduit. Provisions must be made for contraction and expansion at each joint with O-ring. The bell shall consist of an integral wall section with a solid cross-section O-ring, factory assembled, securely locked in place to prevent displacement during assembly. Sizes and dimensions shall be as shown in this specification. Standard laying lengths shall be 20 ft. and 12.5 ft. 1 inch.
