West Branch Regional Authority 02212-3 January 2026

Casing pipe shall be new, uncoated, steel pipe manufactured in accordance with ASTM Specification A 252, Grade B with a minimum wall thickness of 0.344 inches, a minimum yield strength of 35,000 psi and a diameter as shown in Appendix No. 1. All casing pipe joints shall be butt welded completely around the joint by a certified welder and in accordance with all applicable provisions of the American Welding Society and the American Water Works Association Specification C-206. The casing pipe shall be so constructed as to prevent leakage of any water from the casing throughout its length. The ends of the casing shall be sealed with the end seals as detailed on the Drawings so as to prevent the entrance of foreign material. Casing spacers as detailed on the Drawings shall be used to install the carrier pipe through the casing pipe.

PART 3 - EXECUTION

3.01 INSTALLATION METHOD

The Successful Bidder shall provide all plant, labor, material, transportation and equipment required to perform the pipe borings, as set forth on the Drawings and specified herein. The Successful Bidder shall comply with all applicable Pennsylvania Department of Transportation (PennDOT), local, Commonwealth and Federal safety laws, codes and regulations. The Successful Bidder shall comply with all of the applicable requirements of the PennDOT Regulations while working within PennDOT right-of-way. Protection of highway traffic and protective warning devices to protect PennDOT employees and the general public are the Successful Bidder’s responsibility.

The Successful Bidder shall notify the Local Government and PennDOT of the anticipated work schedule a minimum of seventy-two (72) hours prior to commencing any boring operations. The Successful Bidder shall not commence any work within PennDOT right-of-way without prior written approval from PennDOT.

All cranes, lifts, or other equipment that will be operated in the vicinity of electrification and power transmission facilities shall be electrically grounded as directed by PennDOT and the Local Government. The Successful Bidder shall exercise extreme caution and employ careful construction techniques adjacent to all electrical power transmission facilities. At all times when the boring work is progressing, a field supervisor for the boring work, with not less than twelve (12) months’ experience in the operation of the boring equipment being used, shall be present. The boring machine operator shall also have not less than twelve (12) months’ experience in the operation of the equipment being used.

At least forty-five (45) days prior to the initiation of boredom, the following information shall be submitted to the Engineer for review and approval by the Owner:

A. Details of the proposed boring pits shall be submitted showing locations, dimensions and details of the sheeting and shoring required.

B. Numbers and types of equipment to be used.

West Branch Regional Authority 02212-4 January 2026

C. Selected method of pipe placement including complete details and information concerning the process.

Boring shall consist of pushing the pipe into the fill with a boring auger rotating with the pipe to remove the spoil. When augers or similar devices are used for pipe placement, the front of the pipe shall be provided with an arrangement of mechanical devices that will positively prevent the auger and cutting head from leading the pipe so that there will be no unsupported excavation ahead of the pipe. The auger and cutting head arrangement shall be removable from within the pipe in the event an obstruction is encountered. The over-cut by the cutting head shall not exceed the outside diameter of the pipe by more than one-half (1/2”) inch. The face of the cutting head shall be arranged to provide reasonable obstruction to the free flow of soft or poor material. The use of water or other liquids to facilitate pipe emplacement and spoil removal is prohibited.

The Successful Bidder shall excavate and construct a boring pit of width and length as required for the specific boring. The Successful Bidder will be required to provide adequate protection of all existing utilities encountered. The Successful Bidder shall provide adequate timber sheeting/shoring on all the boring pits. All shoring must be in compliance will all Federal, Commonwealth and local safety requirements. When water is known or expected to be encountered, pumps of sufficient capacity to handle the groundwater flow shall be maintained at the boring site. The pumps shall be constantly attended and shall be operated on a twenty-four

(24) hour basis until the operation of the pumps can be safely halted. When dewatering, the Successful Bidder shall maintain close observation to detect any settlement or displacement of the embankment, roadway, tracks or other surface facilities. Spoil from the boring pit excavation shall be removed from the site to permit passage of traffic.

If an obstruction is encountered during installation of the pipe that stops the forward action of the pipe, and it becomes evident that it is impossible to advance the pipe, operations will cease, and the pipe shall be abandoned in place and completely filled with grout.

The Successful Bidder shall carefully install the sewer pipe through the casing pipe being sure to properly plug the end of the sewer pipe. Where the sewer pipe is installed across the area of the boring pit, the Successful Bidder shall backfill the bottom of the pit with suitable non-corrosive material by placing the material in six (6”) inch lifts and compacting the material by mechanical compaction equipment. The backfill material must be placed to minimum depth one (1’) foot higher than the flow line of the sewer pipe. The Successful Bidder will be required to provide the proper bedding for the sewer pipe and install the sewer pipe. Bored installations shall have a borehole essentially of the same diameter as the outside diameter of the casing pipe. If voids should develop or if the bored hole diameter is greater than the outside diameter of the casing pipe by more than one (1’) inch, grouting shall be employed to fill the voids.

The Successful Bidder shall be required to test those portions of the sewer pipe within the casing pipe, in accordance with the applicable specifications contained herein and as directed in the field by the Engineer, prior to backfilling any excavation required for the boring work. The boring pit shall

West Branch Regional Authority 02212-5 January 2026 be backfilled with material specified for the applicable surface condition. All spring shall remain in place.
