About this file
This is a Solicitation Instruction and Evaluation Factors document for Project 585-21-115 Replace Boiler Plant, issued by the Department of Veterans Affairs. The solicitation seeks proposals under FAR Part 15 for construction contracting, with award to be made to the lowest price technically acceptable offer.
The proposal submission requires two volumes with strict page limits: Volume 1 (38 pages max) containing administrative requirements including SF-1442 forms, bid guarantee, certifications, and SDVOSB documentation; and Volume 2 (89 pages max) containing technical requirements focused on boiler plant construction experience, skills, and specifications. Key technical requirements include minimum 5 years construction experience with at least one $10M+ project, 3 years mechanical/steam piping experience with a $3M+ project, and detailed specifications for boiler plant systems, instrumentation, controls, and fuel oil systems. The contractor must provide evidence of past performance through CPARS reviews and client questionnaires, with no negative findings in the past 5 years. All work must be completed within a 730 calendar-day period of performance, though contractors can propose longer timelines if supported by evidence of material/equipment lead times.
